Ties to the Santa Fe

While small gravity and mule-powered rails popped up here and there in the eastern United States, it was the coming of the steam locomotive that truly allowed railroads to prosper.

In August 1829, Horatio Allen tested an English-built steamer named the Stourbridge Lion in Pennsylvania; by the time of the Civil War there were more than 60,000 miles of railroad in the country, by the 1870s, the Transcontinental Railroad stretched all the way to California and there were more than 190,000 –miles of rail at the beginning of the 20th century.

During the height of the industry, commonly referred to as the ‘Golden Age’ from the late 19th century through the 1920s there were more than 254,000 miles of railroad in service.

The expanding rail system needed material to tie the rails – then, in 1907, the ‘Santa Fe’ came to the Islands.

“Among the passengers for Hawaii on the Kīnaʻu yesterday were EO Faulkner (head of the tie and lumber department of the Atchison, Topeka and Santa Fe railroad) has come to this Territory to investigate the ʻōhiʻa ties”. (Pacific Commercial Advertising, September 25, 1907)

The Atchison, Topeka and Santa Fe Railway Company (distinctively known as the Santa Fe) was founded by Cyrus K Holiday in Kansas in 1859. A line that reached from Kansas to California and from Kansas to the Gulf of Mexico was the vision of Holiday.

The desire to tap into the cotton and cattle markets in Texas combined with the promise of Texas as a market for Kansas wheat led the Santa Fe to seek an entry into markets in Texas and the Gulf of Mexico. (American Rails)

Before he left the Islands, Faulkner “signed a contract with the Hawaiian Mahogany Lumber Company which will mean the exportation of 90,000,000-board feet of ʻōhiʻa to the mainland within the next five years.”

“While the representatives of their lumber company are unwilling to state the exact price obtained for their lumber under the contract, the fact was obtained that it was between $2,500,000 and $3,000,000.” (Hawaiian Gazette, October 11, 1907)

To fulfill the agreement, “The ties will all be handled by the Hilo railroad. The next work to be done will be making a start on the new mill in Puna and we will also build a railroad, connecting with the main line at Pahoa, and running some four miles into the forest eventually.”

“It will run through the ʻōhiʻa forests which skirt the koa, and thus enable us to reach the koa property easily.” (AN Campbell, Henry Waterhouse Co; Pacific Commercial Advertiser, September 25, 1907)

“The development of the Hawaiian lumber industry stands out preeminent, through the signing in October 1907 of a contract between the Hawaiian Mahogany Lumber Company and the Santa Fe Railway System to supply during the next five years …” (Hawaii Department of Agriculture, Annual Report, 1908)

“According to the terms of the contract the local company is to furnish 500,000 ties six by eight inches and eight feet in length, each year for five years, the same to be delivered at such Coast ports as shall be designated by the railroad company.”

“In addition to this they shall deliver each year 500 sets of switch ties, which are heavier than the regular tie and vary in length from 10 to 22 feet.” (Hawaiian Gazette, October 11, 1907)

“Prior to this contract – in June 1907 – one schooner load of 13,000 ʻōhiʻa ties was sent to San Francisco. Several good-sized orders for ʻōhiʻa ties and ʻōhiʻa piling for use in the Territory have also been filled by the Hawaiian Mahogany Lumber Company.” (Hawaii Department of Agriculture, Annual Report, 1908)

Hawaiian Mahogany Lumber Company (also called Pāhoa Lumber Mill) began in 1907 (owned by James B Castle.) By September 1908, the company was operating a lumber mill in Pāhoa.

A narrow gauge railroad was built from Glenwood to the saw-mill in the woods back of the Volcano House, the mill itself has been erected and some of the machinery installed. Trees were felled in the forest, cut into logs and hauled in to the mill yard.

Most of the ties were to be cut in the Puna District on the homestead lots above Olaʻa, on lands of the Puna Plantation that were being cleared for cane, and on other lands in Puna on which rubber will be planted. The ties will be shipped from Hilo by steamers and sailing vessels, the first shipment being sometime in the spring of 1908.

Between 1909 and 1910, Pāhoa Lumber Mill have lumbered something over 1000 acres. In 1911, the Pāhoa Lumber Mill sought more land for logging. However, by 1914, the Division of Forestry notes that the Pahoa Lumber Mill “has barely reached the section set apart as the Puna Forest Reserve…” (Division of Forestry Annual Report, 1914)

In January 5, 1910 Lorrin A Thruston and Frank B. McStocker of the Hawaiian Development Co. Ltd. appeared before Marston Campbell, Commissioner of Public Lands in Honolulu, to secure rights to log a tract of government lands in Puna.

In January 1913, a fire devastated the Pāhoa Lumber Company mill, and that same year the mill changed its name to Hawaiʻi Hardwood Company. According to government records, the Hawaiian Development Company Ltd. was a successor to the Hawaiian Mahogany Lumber Company (Hawaiian Forester and Agriculturalist)

The contract with the Santa Fe Railway System was never fulfilled. The Division of Forestry noted that by 1914, few ‘ʻōhiʻa was being sold for railroad ties after it was realized that the ‘ʻōhiʻa wood ties did not last in the extreme conditions of the southwest.

Likewise, “increasing attention is being paid to finding a market for ʻōhiʻa for uses of higher tirade. Especially is an effort being made to introduce ʻōhiʻa as flooring …”

“… a use to which the firm, close texture of the wood and its handsome color lend themselves admirably. The waste from the ʻōhiʻa mills (slabs, etc.) is sold for firewood, not a little of it being shipped to Honolulu.” (Report of the Board of Commissioners of Agriculture and Forestry, 1911) (Lots of information here is from Uyeoka.)

Tydings-McDuffie

After its defeat in the Spanish-American War of 1898, Spain ceded its longstanding colony of the Philippines to the United States in the Treaty of Paris.

On February 4, 1899, just two days before the US Senate ratified the treaty, fighting broke out between American forces and Filipino nationalists who sought independence rather than a change in colonial rulers. The ensuing Philippine-American War lasted three years. (State Department)

Even as the fighting went on, the colonial government that the United States established in the Philippines in 1900 under future President William Howard Taft launched a pacification campaign that became known as the “policy of attraction.”

In 1907, the Philippines convened its first elected assembly, and in 1916, the Jones Act promised the nation eventual independence. The archipelago became an autonomous commonwealth in 1935, and the U.S. granted independence in 1946. (State Department)

In Hawaiʻi, shortage of laborers to work in the growing (in size and number) sugar plantations became a challenge. Starting in the 1850s, when the Hawaiian Legislature passed “An Act for the Governance of Masters and Servants,” a section of which provided the legal basis for contract-labor system, labor shortages were eased by bringing in contract workers from Asia, Europe and North America.

Of the large level of plantation worker immigration, the Chinese were the first (1850,) followed by the Japanese (1885.) After the turn of the century, the plantations started bringing in Filipinos. Over the years in successive waves of immigration, the sugar planters brought to Hawaiʻi 46,000-Chinese, 180,000-Japanese, 126,000-Filipinos, as well as Portuguese, Puerto Ricans and other ethnic groups.

For the first 15-Filipino sakadas (probably derived from the Ilocano phrase “sakasakada amin”, meaning, barefoot workers struggling to earn a living) who got off the SS Doric on December 20, 1906, amid stares of curious onlookers, the world before them was one of foreboding.

The 15-pioneers would soon be joined by thousands of their compatriots, thanks to the relentless recruitment of the Hawaiʻi Sugar Planters’ Association (HSPA). (Aquino)

Upon arrival in Hawaiʻi, Filipino contract laborers were assigned to the HSPA-affiliated plantations throughout the territory. Their lives would now come under the dictates of the plantation bosses. They had no choice as to which plantation or island they would be assigned. Men from the same families, the same towns or provinces were often broken up and separated. (Alegado)

Between 1906 and 1930, the HSPA brought in approximately 120,000-Filipinos to Hawaiʻi, dramatically altering the territory’s ethnic demographics. (Aquino)

By the 1920s, Filipinos in Hawaiʻi were still largely male, men outnumbered women by nearly seven to one, and unmarried. They represented, at one point, half of the workers in the sugar industry. Initially the Filipinos tended to be “peasants” of lower education than other groups. (Reinecke)

Comprising only 19-percent of the plantation workforce in 1917, the sakadas jumped to 70-percent by 1930, replacing the Japanese, who had dwindled to 19-percent as the 1930s approached. (Aquino)

On the continent, during the 1920s, there was already uneasiness about the growing number of Filipinos, reviving earlier nativist fears regarding Chinese and Japanese laborers. With the rise in unemployment during the depression and the development of Filipino labor activism in the early 1930s, a new reason for excluding Filipinos was added.

Granting commonwealth status to the Philippines was largely a legal cover for racially excluding Filipinos, who were hit especially hard by the economic downturn of the depression.

Then, on March 24, 1934, President Roosevelt signed the Tydings-McDuffie Act, which provided for a Philippines Commonwealth Government that would be followed by complete independence in ten years. (Schiller Institute)

Tydings-McDuffie Act grew out of widespread opposition, particularly in California, to the rapid influx of Filipino agricultural laborers after annexation of the islands and limited Filipino immigration to only 50 per year. For the tens of thousands already in the country, it meant that they could not become naturalized citizens and were cut off from New Deal work programs.

Due to the restriction put on immigration, a threat was put on the supply of cheap labor forces needed within agricultural sector. To many plantation owners, Filipino laborers were a great group in regards to hard work and good work ethics.

The immigration restriction made it almost impossible for Filipino-Americans already living in the U.S. to petition their loved ones and family members. This accentuates the inability for many of the laborers to develop of connect with their families. In other words, Filipino hopes of family reunification were shattered.

In some respects, Filipinos were in a worse position than the previously excluded Chinese and Japanese, for at least Chinese merchants were allowed to bring wives, and Japanese wives and family members had been exempted from the restrictions of the Gentlemen’s Agreement.

Exemptions to the act did, however, allow Hawaiian employers to import Filipino farm labor when needed (though remigration to the mainland was not permitted) and enabled the US to recruit more than 22,000 Filipinos into the navy (between 1944 and 1973), most of whom were assigned to work in mess halls or as personal servants. Harold Melville Clark

Harold Melville Clark was born October 4, 1890, to Charles Asa Clark and Amanda Palmer Clark in St. Paul, Minnesota. The Clark family had a strong military tradition dating back to the Revolutionary War.

His father fought Spanish forces in the Philippines while assigned to Company E, 13th Minnesota Volunteer Infantry, during the Spanish American War of 1898. Clark’s older brother, Charles, served as a field-artillery officer with the American Expeditionary Forces in Europe during World War I.

The end of the Spanish American War brought a period of growth and interest in the Philippines. In 1904, the Clarks moved to Manila, where they enjoyed considerable wealth and prestige due to the family’s business ventures. During this time, Harold attended the American High School in Manila; he graduated April 1, 1910.

Harold followed in his family’s footsteps and returned to the US for military training. After being commissioned as a second lieutenant in the cavalry in 1913, his first assignment was with 1st Cavalry Division.

A couple years later he transferred into the Signal Corps’ aviation section and went to the North Island Flying School in San Diego, Calif. On May 3, 1917, Clark received his rating as a junior military aviator.

While Clark was getting his Army wings, the Signal Corps’ aviation section and military aviation in general was getting a troublesome start in the Hawaiian Islands. The first Army airplanes, pilots and crews arrived in Oahu in July 1913. The planes were based at Fort Kamehameha, near present-day Hickam Air Force Base.

Lieutenant Harold Geiger, who commanded the aviation assets, noted his limited aircraft were in poor shape. His flights were limited to short flights in Pearl Harbor and a longer flight to Diamond Head and back to Fort Kamehameha.

Geiger was ordered to cease all flying operations in late 1913. The planes were sold locally, and the engines were sent back to the North Island Flying School. The Hawaiian Islands wouldn’t see any more Army aviation activity until 1917. (Romano; Arlington)

Major Harold Clark became Army Department Aviation Officer and arrived in the Territory of Hawaii in 1917 to take command of the Army’s 6th Aero Squadron.

A major construction effort was initiated at the new Army air base at Pearl Harbor. Before long, Ford Island had two double seaplane hangars with concrete ramps, two wooden land plane hangars, one small motor repair and machine shop, and a supply warehouse.

In the center to the south end a narrow strip of land was cleared for land plane operation. By this time, the 6th’s strength increased to 10 officers. (hawaii-gov)

Clark quickly began to learn the Hawaiian winds and how to fly in them. On March 15, 1918, he flew to Molokai and back to Oahu – the first round trip inter-island flight ever made in the Hawaiian Islands.

His next feat was to try a three-island flight. Agreeing to take the mail, on May 9, 1918, Clark and mechanic Sergeant Robert Gray took off from Fort Kamehameha Oahu and flew to Maui. (Griffith)

After landing in Maui, they continued onto the island of Hawai‘i; nearing Hawai‘i’s coastline, Clark encountered thick cloud formations and promptly lost his bearings. Darkness added to his worries, so the Army flyer decided to land quickly. His airplane crashed on the slope of Mauna Kea.

Unhurt, pilot and mechanic found themselves in a jungle-like brush with no civilization in sight. Hoping to draw attention to their location, the pair set a fire some distance away from the wreckage … no rescuers came, so they started to walk out. (Hawaii-gov)

Two days after the crash, Clark and Gray emerged from the jungle unhurt. Clark delivered the letters, received an enormous welcome from the island’s residents and was the first airman to fly the mail in the Hawaiian Islands. (Griffith)

Clark continued to make regular flights among the islands. However, he was ordered back to the US mainland August 28, 1918, for pursuit training at the North Island Flying School.

Following this, Clark assumed command of Pursuit Group, First Provisional Wing, at Minneola, Long Island, N.Y. Clark commanded this group for only a short time before being ordered to Panama at the end of 1918.

On the morning of May 2, 1919, Clark and two other aviators, Lieutenant JRL Hitt and Lieutenant Thomas Cecil Tonkin, left France Field for Balboa in an Army seaplane. While enroute, the plane developed engine problems, but the trio made it to Balboa safely.

That same afternoon, the three aviators began the return flight to France Field with Hitt at the controls. Due to the plane’s earlier troubles, the flight followed the Panama Canal at an altitude of 250 feet. Shortly into the flight, the plane’s engine stopped.

The plane crashed into the front of Miraflores Locks at about 5 pm. “The machine crumpled up like a house of cards, and the three men were thrown into the water of the lock. Lieutenant Tonkin was undoubtedly killed instantly by the twisting timbers of the machine.”

“… Major Clark sank to the bottom of the lock, and it’s not known whether he was killed in the crash or whether he drowned.” (Panama Star & Herald; Romano; Arlington)

Hitt was severely injured in the crash, but bystanders rescued him. The Army ruled his death as an accident due to internal injuries caused by “aeroplane traumatism,” according to a Defense Department report on Clark’s death dated May 8, 1919. Clark was buried May 29, 1919, with full military honors at Arlington National Cemetery.

The base in the Philippines that would eventually bear Clark’s name was established in 1902 as Fort Stotensberg. The Army used this installation as a cavalry post following the Spanish American War. During World War II, this base would be pivotal in the Army Air Force’s effort to win the air war against Japan.

Following the end of World War II and creation of the U.S. Air Force in 1947, Fort Stotensberg was renamed Clark Air Base. The US turned over possession of Clark Air Base to the Republic of the Philippines November 26, 1991. Clark Air Base is now an international airport serving the Philippines. (Romano; Arlington)

Waihou Spring

Under the reign of Kaka‘alaneo, Maui was divided into twelve moku (districts.) These included Ka‘anapali, Lahaina, Hāmākuapoko, Hāmākualoa, Koʻolau, Hana, Kīpahulu, Kaupo, Kahikinui, Honua‘ula, Wailuku and Kula.

The twelve ancient districts of Maui were later reduced to four under the Civil Code of 1859, which consolidated all East Maui districts into one.

Later the Session Laws of 1909 regained two districts, which established a total of six districts. Under the Session Laws of 1909, Hāmākualoa and Hāmākuapoko were joined to make the modern district of Makawao (‘forest beginning.’)

Makawao consists of four traditional Hawaiian political districts: Honua’ula to the south, along the leeward slopes of Haleakala; Kula, which overlooks the Wailuku District and the Isthmus lands; and Hāmākuapoko and Hāmākualoa along the windward slopes of Haleakalā. (Cultural Surveys)

In traditional times, the area would have been covered in native forest including koa, ʻōhiʻa lehua, ti and kukui. Logging in the mid- to late-1800s resulted in the elimination of majority of the forest trees, which was later followed by cattle.

Clearing of the forest trees for sugarcane by Europeans in the mid- to late-1800s had altered the environment. Ranching was to eventually dominate all land use in the upland slopes of Haleakala.

Clear cutting and burning of sandalwood continued well into the mid-1800s, which greatly impacted the landscaping of the area.

By the 1870s, the Waihou Springs (‘new water’) area was probably cleared pasture land, with little to no native vegetation. The only tree indicated in the vicinity of Waihou is a ‘lone koa tree.’

The Makawao Forest Reserve was established in 1908. The forest reserve was sanctioned off for watershed protection and included approximately 2,093 acres.

The introduction of gorse as hedging material in the early-1900s added to the rapidly declining native forest. Gorse is a spiny, evergreen exotic shrub which can grow up to 15-feet tall and 30-feet in diameter.

In a single gorse plant, there can be hundreds of pods which eventually burst and expel thousands of gorse seeds. By the mid-1950s, the gorse had spread uncontrollably, killing the majority of the remaining native plants.

In an effort to eliminate the gorse, a state territorial prison camp was also established in 1953 located near the present Olinda Homesteads. Low security prisoners were brought to Maui from overcrowded O’ahu prisons, with the primary purpose of clearing the overgrown gorse areas.

The Olinda prison facility was located on 114 acres of Haleakala land and initially housed approximately 30 prisoners. In addition to clearing the gorse, prisoners grew vegetables for shipment to Honolulu.

In the early-1950s, Olinda prisoners had also undertaken the job of linking the road to Kahakuloa with the highway that extends beyond Lahaina, making it possible to circle clear around the West Maui block of mountains.

By the mid-1950s, the majority of the gorse had been eliminated. (The old Olinda minimum-security prison was transformed in the late-1980s to a refuge for endangered endemic birds.)

Unlike most Forest Reserves established by Hawai‘i’s Territorial government in the early-20th century, the land that was set aside for Waihou Spring Forest Reserve in 1909 was open grazing land rather than forested land.

The Territorial Government initially set aside land for the Forest Reserve on June 5, 1909, the object of which was to protect the sources of Waihou Spring, cited at the time as “one of the very few permanent springs on the western slope of Mt. Haleakalā”.

Even though the Reserve was created to protect the source of the spring at Waihou, the spring had already been tunneled and its water was being piped to the lower reaches of the adjacent Haleakalā Ranch to water livestock.

Once bare pasture land and in response to the declining remnant forest, the State Forestry folks began a tree-planting program. Haleakalā Ranch was contracted to build cattle fencing for the Reserve in 1913 and the Maui Agricultural Company began tree planting in 1919.

Tree planting consisted primarily of eucalyptus, various pine and tropical ash. As a secondary measure, the tree planting also served to keep the gorse weed down by shading it out of existence. It is now well forested with both native and non-native tree species.

The ‘ōpe‘ape‘a (Hawaiian hoary bat) is commonly seen both within the boundaries of Waihou Spring Forest Reserve and also in the area surrounding the Reserve. This species roosts in trees and has often been associated with non-native.

Forest birds that may be seen in the area include the ‘amakihi, ʻapapane, ‘alauahio and occasionally ‘i‘iwi. Historical records of sightings within close proximity of the Forest Reserve include two endangered forest birds: ‘ākohekohe and ‘ō‘ū.

Today, the major agricultural activities in up country Maui and are livestock grazing, truck farming, flower production and orchard crops. The forest reserve has been used in recent time for recreation and hunting.

Pig hunting is still popular within the forest reserve, although the number of pigs have declined in recent years as a result of residential developments.

Additionally, changes in weather conditions over the last fifty years have affected the flow of water in the area and majority of the gulches and natural springs are dry.

At approximately 186 acres, Waihou Spring Forest Reserve is relatively small but is a popular day-use area. It is close to residential neighborhoods and has a well-used hiking trail. (Lots of information here is from Cultural Surveys and DLNR.)

Kaluakoʻi

It was “a desolate land, a land of famine.” (Kamakau)

Kaluakoʻi (the adze pit) is the largest ahupuaʻa on Molokai, containing an area of 46,500 acres. It’s on the western portion of island.

It’s in the rain shadow of east Molokai making the area very arid (thus the first line.) The upland of Kaluakoʻi was well known for the fine grained basalts used for adze manufacture (thus the latter.)

“Kaluakoʻi was probably permanently occupied late in prehistory, and that its access to fishing grounds and adze quarries meant that it was integrated into island-wide society …”

“Presence of extensive occupations in the uplands and of major specialized features such as heiau (temples) and holua (sledding courses) in the lowlands holua provide evidence that the Kaluakoʻi area had permanent, perhaps socially stratified, occupants.”

“Traditional wisdom among archaeologist has also concluded that this region would have been settled only after sweet potato was available, and after population densities had risen in the wetter areas, probably no earlier than about ad 1500.” Cultivation of ʻuala (sweet potato) and offshore and deep sea fishing provided the primary sustenance. Kaluakoʻi was returned and retained by the Government at the Māhele. (Ulukau) Then, “Minister Gibson, read memorando from the records regarding the sale of certain lands in 1874-5, and that the sales had been made to meet current expenses of Government.”

“On March 5, 1874, there was a deficiency, and it was proposed to borrow $47,000. On May 15, 1874, it was proposed to meet the deficiency by selling the land of Kaluakoʻi, on Molokai. A resolution, however, was adopted, which read: ‘Resolved, Not to sell the land of Kaluakoʻi to Mr. Bishop at present.’”

“On May 26, 1874, the Cabinet approved of selling Kaluakoʻi to Mr. Bishop for $5,000, the King withholding his decision till next day.” The 46,500 acres was sold to Bishop, on January 26, 1875, by Royal patent 3,146. (Report of Hawaiian Legislative Assembly, 1886)

Bishop ranched the land; then in 1893, all the land, leaseholds and livestock were transferred by Charles Bishop to the Trustees of the Bernice P Bishop Estate and in 1897 Molokai Ranch was formed and bought Kaluakoʻi from the Estate.

Maunaloa is a former pineapple plantation town built in 1923 by Libby, McNeill and Libby (later a Dole corporation). After pineapple operations ended in 1976, the former pineapple fields surrounding the town became grazing land for Molokai ranch. (Dye)

In 1977, Molokai tourism was enhanced with the opening of the 198-room Kaluakoʻi Resort and condo complex on the West End. However, by the early 1980s it was virtually abandoned. (Brady)

Many hoped that the opening of the Beach Village in 1996 and the Lodge in 1999 would resuscitate Kaluakoʻi, attracting tourists and adding jobs. Later announcements of renovations provided further hope. (Brady)

The hotel and the golf course were permanently closed in January of 2001; the 149 privately owned condominium units continued to operate, some of them under the “The Villas” rental group and some rented by the individual owners.

In 2006, the company announced that it would renovate the hotel as part of a master development plan that included the sale of 200 homesites (at $600,000 each) along Laʻau Point on the southwestern tip.

Local reaction was negative, forceful, and immediate. The most visible display of residents’ opposition to the plan was the hand-painted signs reading ‘Save Laʻau’ that were posted across the Island. (Brady)

With that project failure, in May 2008, the Ranch reduced its operations on the island. Today, Molokaʻi Ranch encompasses about 53,000-acres which is roughly one-third of the island.

In 2012, under new management, Molokai Ranch announced plans to develop a new strategy focusing on four strategies: animal husbandry, sustainable agriculture, renewable energy and green improvements to existing infrastructure.

In a statement related to this, a Ranch representative noted, “Our focus is currently on ensuring the success of our newly re-launched ranching operations and our efforts to re-open existing facilities, such as the Maunaloa Lodge, in an effort to create opportunities for the island.”

Their website notes, “Molokai Ranch is working toward responsible tourism, creating an authentic cultural experience of Molokai and building the foundation for a thriving local economy.”
