Honolulu Rapid Transit (HRT)

Nuʻuanu Valley was the first of the valleys to undergo residential development because it was convenient to the town (when most people walked from town up into the valley.)

In 1888, the animal-powered tramcar service of Hawaiian Tramways ran track from downtown to Waikīkī. In 1900, the Tramways was taken over by the Honolulu Rapid Transit & Land Co (HRT.)

HRT initially operated electrically powered streetcars on tracks through Honolulu streets.  Power came from overhead wires.  Its “land” component included investments into the construction and operation of the Honolulu Aquarium (now the Waikīkī Aquarium), a popular attraction at the end of the Waikiki streetcar line.

In addition to service to the core Honolulu communities, HRT expanded to serve other opportunities.  In the fall of 1901, a line was also sent up into central Mānoa.

The new Mānoa trolley opened the valley to development and rushed it into the expansive new century. In particular, it would help to sell a very new hilltop subdivision, “College Hills,” and also expand an unplanned little “village” along the only other road, East Mānoa.  (Bouslog)

The rolling stock consisted of ten 10-bench cars; fifteen 8-bench cars; two closed cars; eight convertible cars and ten trailers.  (Electrical Review 1902)

For the line work, wooden poles thirty feet long were used and placed about 100-feet apart. The necessary span wires are so placed to allow the trolley wire, which was 4/0 copper wire, about twenty-feet above the track.  (Electrical Review)

“The company operates on twenty miles of trackage, which is continually being extended to anticipate the demands of traffic. The overhead trolley system is in vogue, with power supplied from a modern generating plant operated by oil fuel.”

“The entire equipment conforms to the latest offered by modern invention, providing for safety, durability and comfort.”  (Overland Monthly, 1909)

“The company’s service extends to Waikiki beach, the famous and popular resort of the Hawaiian and tourist, and where the aquarium, the property of the company, is one of the great objects of attraction.”

“Kapiolani Park, the Bishop Museum, the Kahauki Military Post, the Royal Mausoleum, Oahu College and the Manoa and Nuuanu valleys are reached by the lines of this company.”  (Overland Monthly, 1909)

Bus service was inaugurated by HRT in 1915, initially using locally built bodies and later buses from the Mainland (acquired in 1928.) Trolley buses operated on a number of HRT routes from January 1938 to the spring of 1958. Electric street cars, first used by HRT on August 31, 1901, were withdrawn early in the morning of July 1, 1941.  (Schmitt)

“At two o’clock on the afternoon of June 31, 1941, car 47 left the HRT carhouse. Number 47’s run that day was unusual. To begin with, it was an old open car, one of those originally built about 1908. In addition, the car sported one of the largest leis ever made, which circled it completely.”

“At the controller was George Bell, son of Jack Bell who ran HRT’s first car in 1901. The car ran over the remaining rail line all afternoon and evening … The end finally came at 1:30 a.m. on July 1, 1941.”  (Hawaiian Tramways)

The streetcars were replaced completely by buses (first gasoline and later diesel buses.)

Entrepreneur Harry Weinberg from Baltimore began investing in HRT in 1954 and methodically proceeded to take over HRT in 1960.  After Weinberg took control of HRT he went on to continue investing in real estate and other corporations.

The confluence of several milestone developments up to mid-1960s became the precursors of an unfolding drama that culminated in a battle of titanic proportions that led to the transfer of the company from private hands to public ownership by the City & County of Honolulu.  (Papacostas – ASCE)

First came the establishment of the Public Utilities Commission (PUC) in 1913; HRT started to spin off non-utility properties and operations to a subsidiary (Honolulu Ltd) to avoid regulatory oversight.

Then, in April 1937, the US Supreme Court validated the 1935 National Labor Relations Act that strengthened to role of labor (or trade) unions.  The thirds came from the US Congress in the form of “The Urban Mass Transportation Act of 1964,” which provided funding for urban mass transit systems. Through this provision, Frank F. Fasi, who was first elected mayor of the City & County of Honolulu in 1969 and who was destined to become the longest-serving person in that capacity initiated definite moves toward the ultimate take-over of HRT.  (Papacostas – ASCE)

Bernard W. Stern states in his book on Rutledge Unionism, “as early as 1970 the Federal Department of Transportation, in response to an inquiry, advised Honolulu Mayor Frank Fasi that Honolulu was eligible to receive two-thirds of the acquisition costs of HRT, Wahiawa Transport, and Leeward Bus Company.”

The “Wahiawa” and “Leeward” companies were suburban lines, the first also being run under majority ownership by Weinberg.  (Papacostas – ASCE)

The company suspended all service after December 31, 1970, because of a labor dispute, and was succeeded a few months later by MTL, Inc. (a new management company established by the City and known as Mass Transit Lines (MTL.)  (Schmitt) 

As a consequence of court decisions, the March 22, 1973 issue of the Honolulu Advertiser declared that finally “Weinberg, City agree to quick takeover of site.”  (Papacostas – ASCE)

Honolulu Courthouse

Up to late-1840s, the Judiciary found quarters in other people’s houses.

At the end of 1846 the King’s Privy Council resolved to authorize funds and have Governor Kekūanāoʻa’s stone house within the old fort of Honolulu “be turned into a court house for the foreign judges and Hopkins’ house for a district court house, said houses however to be put in good condition.” Back then this was at the water’s edge.

An act to organize the judiciary department of the Hawaiian Islands was passed in September, 1847. It set up a superior court and otherwise assembled the machinery of law and order.

Beginning early in 1851, as a combined courthouse and jail, work was soon halted “on account of the depth of water found upon the foundation rock, which rendered it impracticable to proceed.”

When work was recommenced in June, the jail had been dropped and the plans for the new building called only for one that would “serve the purposes of the Legislative Assembly, as well as for holding the Courts.”

In October, sixty prisoners were used to cut coral blocks for the Courthouse. One night while staying in houses near their work place (in order to take advantage of a low tide very early in the morning,) forty men overpowered the guards and seized the gun batteries overlooking Honolulu.

Loaded cannon were trained on prominent buildings. But the prisoners lacked fire to set off the pieces. The prisoners were captured and order was restored in the morning.

On July 5, 1852, the superior court of the Kingdom of Hawaiʻi met for the first time. At the time, it was the second largest building in the kingdom and served concurrently as a courthouse, parliament house and civic center.

Judge Lee opened the session of the superior court with an address in which he asked those in attendance to “pause a moment, as we meet for the first time in this temple dedicated to justice, and reflect upon our duties as lawyers, as jurors, and as judges.”

In concluding his address, Judge Lee referred briefly to the new courthouse: “I well remember when I landed on these shores, now nearly six years ago, the court met in an old grass house, floored with mats, without benches, seats or comforts of any kind …”

“… with one corner partitioned off with calico, for judge’s office, clerk’s office, police court, and jury room, standing on the very ground where now stands this substantial edifice erected at a cost of upwards of forty thousand dollars, and which would do credit to any land.”

He continued, “Justice in a grass house is as precious as justice in one of coral, but no one can fail to agree with me, that the latter with all its comforts and conveniences is greatly to be preferred, inasmuch as it tends to promote that dignity and propriety of manners so essential to secure a proper respect for the law and its administration.”

“May this Hall ever be the temple of Justice – may its wall ever echo with the accents of truth – may its high roof ever look down upon us in the faithful discharge of our duties — and may the blessing of Him who builded the Heavens and whose throne is the fountain of all justice ever rest upon us.”

When the court house was built, the city gained a new and bigger set of public rooms. The result was that the chambers dedicated to the government’s judicial and legislative processes were the scene of a variety of private and community functions.

In addition to its official function as a courthouse and legislative hall, the building was frequently used for public meetings. The congregation of the Second Foreign Church of Honolulu announced it would use the new court house for its services.

Among the more colorful events to be held at the courthouse were the festivities given during the reign of King Kamehameha IV. On November 13, 1856, the Chinese merchants of Honolulu and Lāhaina combined to give a grand ball to their majesties King Kamehameha IV and Queen Emma, in honor of their recent marriage.

Almost the last official action to take place in the courthouse was the special session of legislature, called for February 12, 1874, to elect a successor to King Lunalilo, who had died without having designated an heir to the throne.

Lunalilo himself had been elected king in this building on January 8, 1873, after Kamehameha V died without issue and without having proclaimed an heir on December 11 of the preceding year.

In accordance with the provisions of the constitution in cases where the previous occupant of the throne failed to nominate or proclaim a successor, the cabinet of the late king called a meeting of the legislative assembly to “elect by ballot some native alii of the kingdom as successor to the throne.” Such a meeting was ordered by the cabinet for noon Feb. 12.

With the Court and Legislative functions in the old Courthouse ended, the regular session of the legislature for 1874 met on April 30, 1874 in the legislative hall of the new government building – Aliʻiolani Hale.

The old Courthouse was advertised for sale at auction in the Pacific Commercial Advertiser of May 9, 1874. The courthouse property was sold to H. Hackfeld & Co., predecessor of American Factors, Ltd. (AmFac – one of Hawaiʻi’s Big Five,) at the upset price of $20,000. As reported by the Hawaiian Gazette, “It is the best business stand in Honolulu.”

Merchant Street

Once the main street of the financial and governmental functions in the city, Merchant Street was Honolulu’s earliest commercial center. Dating from 1854, these buildings help tell the story of the growth and development of Honolulu’s professional and business community.

The variety of architectural styles depict the changing attitudes and living patterns during the emergence of Honolulu as a major city.

Melchers (1854)

The oldest commercial building in Honolulu, erected in 1854, is Melchers Building at 51 Merchant Street, built for the retail firm of Melchers and Reiner.

Its original coral stone walls are no longer visible under its layers of stucco and paint, and it now houses city government offices, not private businesses.

Kamehameha V Post Office (1871)

The Kingdom of Hawai‘i instituted a postal system in 1851, issuing 5 and 13 cent stamps for letters and a 2 cent stamp for papers.

Operated as a private concession for many years, the postal service expanded its work in the 1860s. David Kalākaua, later Hawaii’s monarch, ran the service from 1862 to 1865. The Kamehameha V Post Office at the corner of Merchant and Bethel Streets was the first building in Hawaiʻi to be constructed entirely of precast concrete blocks reinforced with iron bars.

It was built by JG Osborne in 1871 and the success of this new method was replicated on a much grander scale the next year in the royal palace, Aliʻiōlani Hale. In 1900, the old Post Office became a unit of the U.S. Postal System.

Bishop Bank (1878)

Charles Reed Bishop moved to Honolulu in 1846; married Bernice Pauahi, in 1850; and Bishop started the first bank in Hawaiʻi, the Bishop & Co. Bank in 1858.

The Bishop Bank Building at 63 Merchant Street was the earliest of the Italianate (or Renaissance Revival) structures on the street, built in 1878 and designed by Thomas J. Baker (one of the architects of ʻIolani Palace.)

In 1925, Bishop Bank moved to much larger quarters along “Bankers Row” on Bishop Street, and later changed its name to First Hawaiian Bank, now the largest in the state. The building, now known as the Harriet Bouslog Building, houses the offices of the Harriet Bouslog Labor Scholarship Fund and the Bouslog/Sawyer Trusts.

The Friend Building (1887 and 1900)

This site was the approximate location of the Oʻahu Bethel Church established in 1837. Reverend Samuel C. Damon (1815-1885) founded the English-language paper ‘The Friend’ in 1843 and ran the paper from this earlier site of the Seamen’s Bethel Church until his death in 1885.

The Chinatown fire of 1886 destroyed the original Seaman’s Bethel building. In 1887, builder George Lucas, erected a single, two-story brick building on the makai (ocean) side of this double parcel to house The Friend and other papers, both English language and Hawaiian, printed by the Press Publishing Company.

Royal Saloon (1890)

In 1862, the Hawaiian Government officially permitted the sale of “ardent spirits” after many years of typically unheeded suppression. An establishment selling alcohol to the many visiting sailors was located on this approximate site as early as 1873.

The bar was only one of scores of similar establishments in Honolulu’s harbor area during the nineteenth century. In 1890, local barkeeper and investor Walter C. Peacock built and probably designed the Royal Saloon, one year after the widening of Merchant Street.

TR Foster Building (1891)

Thomas R. Foster began his company, Inter-Island Steam Navigation Company, in 1878. The TR Foster Building at 902 Nuʻuanu Avenue was built as his headquarters in 1891.

In 1880, Foster had purchased the estate of the renowned botanist William Hillebrand (1821–1886), which was bequeathed to the city as Foster Botanical Garden at the death of his wife, Mary E. Foster, in 1930.

(When airplanes came to the Hawaiian Islands, the Inter-Island Navigation Company founded a subsidiary, Inter-Island Airways. In 1941, Inter-Island changed its name to Hawaiian Airlines and discontinued its steam boat service in 1947.)

Bishop Estate Building (1896)

In 1896, the Bishop Estate purchased the property and built the current building. Bishop Estate offices remained at this location until 1918, when the trust built another building close by on Kaʻahumanu Avenue.

The Bishop Estate Building at 71 Merchant Street was designed by architects Clinton Briggs Ripley and his junior partner, CW Dickey. It initially housed the executive offices of not only the Bishop Estate, but also the Charles Reed Bishop Trust and the Bernice P. Bishop Museum.

Constructed of dark lava from the Estate’s own quarries, its notable features include arches above the lower door and window frames, four rough stone pilasters on the upper level, and a corniced parapet along the roofline.

(The original Kamehameha School for Boys opened in 1887 on a site currently occupied by Bishop Museum. The girls’ school opened in 1894 nearby. By 1955, both schools moved to Kapālama Heights.)

Stangenwald Building (1901)

At six stories, the Stangenwald building was considered Hawaii’s first skyscraper and one of the most prestigious addresses in Honolulu. Designed by noted architect Charles William Dickey, construction of the steel-frame and brick building began in 1900 and the building was completed in 1901.

This building is of the most modern style of fire-proof architecture, designed with completeness of office conveniences equal to that of any city.” Honolulu’s business community seemed to agree, for its prestigious address was claimed by several of Honolulu’s most prominent company names …

The Henry Waterhouse Trust Company, B F Dillingham, Castle and Cooke, Alexander & Baldwin and C Brewer Companies. The Stangenwald remained the tallest structure until 1950, when the seven-story Edgewater Hotel in Waikīkī took over that title.

Judd Building (1898)

Dr. Gerrit P. Judd (1803-1873), a Protestant missionary who arrived in Hawai‘i in 1826, purchased the lot at the corner of Merchant and Fort Streets in 1861.

The Judd Building, designed by Oliver G. Traphagen, boasted Hawaii’s first passenger elevator when it opened in 1898. The building was the first home for the newly formed Bank of Hawaii, which remained on the ground floor until 1927, when the bank took over new premises on Bishop Street.

A fifth floor was added on top in the 1920s. The name commemorates Dr. Gerrit P. Judd, who became a close advisor to Kamehameha III and served as a minister in government of the Kingdom of Hawai‘i. He was a central figure in the creation of Hawai‘i’s constitution and helped to negotiate the return of Hawaiian sovereignty from Great Britain in 1843.

Yokohama Specie Bank (1909)

Overseas branches of the Yokohama Specie Bank (est. 1880) were chartered to act as agents of Imperial Japan. The Honolulu branch was the first successful Japanese bank in Hawaiʻi.

The building at 36 Merchant Street dates from 1909 and was designed by one of Honolulu’s most prolific architects, Henry Livingston Kerr, who considered it not just his own finest work, but the finest in the city at the time.

The brick and steel structure is L-shaped, with a corner entrance and a courtyard in back. The bank purchased this property, previously occupied by the 1855 Sailor’s Home, in 1907. During its operation, the bank set aside separate reception areas for Japanese-speaking, Chinese-speaking and English-speaking customers.

Honolulu Police Station (1931)

With one of the earliest police forces in the world, dating to 1834 and the reign of Kamehameha III (Kauikeaouli), the Kingdom of Hawaii had an earlier police station on King Street. The old Honolulu Police Station at 842 Bethel Street occupies the whole block of Merchant Street between Bethel Street and Nuʻuanu Avenue.

Built in 1931, it replaced an earlier brick building on the same site that dated from 1885 (the new structure is also known as the Walter Murray Gibson Building.)

At that time, the government also created a new Bethel Street extension, which linked Merchant Street to Queen Street. Architect Louis Davis designed it in a Spanish Mission Revival style that matches very well that of the newly built city hall, Honolulu Hale (1929.)

It served as the headquarters of the Honolulu Police Department until the latter moved to the old Sears building in Pawaʻa in 1967. It was renovated in the 1980s and now houses other city offices.

Historic Curbs and Sidewalks

As early as 1838, sidewalks along Honolulu streets were constructed, usually of wood.  Paved streets were unknown until 1881; in that year, the first, Fort Street, was paved.

The first sidewalk made of brick was laid down in 1857 fronting a shop on Merchant Street; Hawaii’s first concrete sidewalk was poured in front of a store on Queen Street in 1886.

Here are a couple stories about some ‘historic’ curbs and sidewalks in Honolulu. (Remember, State law, §6E-2 says “Historic property” means any building, structure, object, district, area, or site, including heiau and underwater site, which is over fifty years old.)

As a UH graduate, I am very familiar with the area known as “the Quarry” on the UH campus.  We still go down to that area of the campus to watch UH athletics.

From 1889 to 1949, Mōʻiliʻili Quarry provided the stone that was used to build Honolulu’s streets, sidewalks and curbstones, as well as some of its prominent buildings.

Holes were cut into the rock wall, using pneumatic drills. Dynamite was fitted into the holes, and its detonation would bring the entire face of the wall down, then they took the rock to the crushing plant within the Quarry site.

The University wanted the Quarry site for campus expansion and the Hawaiʻi legislature authorized the purchase in 1945

The first major and permanent construction of facilities in the Quarry began in 1956; and in 1957 Klum Gym, Team Lockers-Varsity Building, Locker Building, classrooms and an indoor enclosed boxing room were completed.

As you walk along Honolulu streets, look at the old lava rock curbs; it’s very likely these came from the Mōʻiliʻili Quarry.  These curbs are historic and serve as examples of the distinctive method of street construction in Honolulu during the late-1800s and the early-1900s.

These curb stones are rough-hewn below grade, but squared at their exposed surfaces. The width and height of the exposed surfaces are typically about 6 inches, but the buried depth is several feet. They are of varying lengths, from 2′ to over 5′. Some curbs at intersections exhibit a slight curvature to follow the contour of the street corner.

In the mid- to late-19th century, sailing vessels from China or the continent bound for Honolulu to pick up sandalwood or sugar cane would fill their holds with granite as ballast (it added stability to the sailing vessels and weren’t needed when loaded with heavy cargo.)

As more and more ships dumped their granite ballast on the docks, someone came up with the idea to use them for sidewalks.  These blocks are scattered throughout Chinatown, and many were used in the construction of a few buildings.

The original stones were several inches thick and were placed side by side with no gap between them – many of these are still around.  However, today, there are reproductions of these sidewalks on Maunakea Street

In the early 1900s, the city of Honolulu was engaged in modernizing its streets and replacing dusty footpaths with broad sidewalks.  The following appeared in the Hawaiian Annual of 1900:

“Official notice had been published requiring property owners to construct concrete sidewalks throughout the city, as far out as Thomas Square, according to specifications.  This public improvement is in progress, to be followed by the re-macadamizing (paving) of many streets.”

John Walker (later, the firm Walker-Moody) pursued this business and soon his sidewalks proliferated throughout the city.  Unlike modern sidewalks, his were a very dark gray due to the addition of charcoal, and were given a smooth, almost polished finish, many of them labeled with the name John Walker etched in the curbstones (few remain.)

Back then, the name John Walker was virtually synonymous with sidewalks.  So well known was the name the unemployed men, when asked, “Who are you working for”, often answered, “John Walker”.  In other words, they were pounding the sidewalks looking for work.

Again, historic property is generally defined as something that is over 50-years old.  In addition to criminal penalties, State law may impose Civil Penalties on any person who violates the law with fines up to $10,000 for each separate violation (each day of each violation constitutes a separate violation.)

Rather than remove the stones, when contractors are making repairs to City streets, they are required to reinstall the curbing after the completion of the work.  If reinstallation isn’t possible, contractors are required to salvage the stones and hand them over to the city for storage and later reuse on other city road projects.

When I was at DLNR, we were involved with a case where historic curb stones were being used as part of a decorative walkway in a private garden.  (They were ultimately returned.)

Hawaiʻi’s First Skyscraper

At six stories, the Stangenwald building was considered Hawaii’s first skyscraper and one of the most prestigious addresses in Honolulu.

Designed by noted architect Charles William Dickey, construction of the steel-frame and brick building began in 1900 and the building was completed in 1901.

The Stangenwald Building melds Italian Renaissance Revival elements and a hint of the Romanesque Revival Style with arched windows, terra cotta ornaments, and a wide balcony with fine grillwork above the entrance.

Dr. Hugo Stangenwald, the “student revolutionist, Austrian émigré, able practicing physician, and recognized early-day daguerreotype artist (photographic process,)” left Austria in March 1845. After living in California, he arrived in Honolulu in 1853. He married the former Mary Dimond in 1854.

He opened a shop in late-1854 in a one-story frame structure on the site of the present Stangenwald building. His advertisement was well-known: “To send to them that precious boon, And have your picture taken soon, And quick their weeping eyes they’ll wipe To smile upon your daguerreotype.”

Stangenwald bought the Merchant Street property in 1869 and formed a partnership with his fellow-physician neighbor, Dr. Judd.

In January, 1899, Stangenwald leased his property to a hui, a limited partnership firm which was to lease his property from him and erect a building there to match the quality of the Judd Building (1898) next door.

Though the project was named for the well-known physician and photographer, Stangenwald had little to do with it.  He died in June of that year.

The hui sold its interest in the land to the Pacific Building Company, newly formed to finance the project.

The building’s earliest occupants were lawyers, many of whom were in the hui and so had a vested interest in the building, so that early conceptions of the building included a law library and a Business Men’s Club, though neither were realized in the final building.

The Stangenwald Building’s steel frame supported a decorative structure, “with dark terra cotta and pressed metal trimmings and cornice, massive in design yet promising a pleasing effect. This building is of the most modern style of fire-proof architecture, designed with completeness of office conveniences equal to that of any city.”

Honolulu’s business community seemed to agree, for its prestigious address was claimed by several of Honolulu’s most prominent company names: The Henry Waterhouse Trust Company, BF Dillingham, Castle and Cooke, Alexander & Baldwin and C Brewer Companies.

It was part of downtown redevelopment plan and construction boom in the wake of the terrible Chinatown fire that destroyed blocks of buildings in 1900.

The Stangenwald remained the tallest structure until 1950, when the seven-story Edgewater Hotel in Waikīkī took over that title.

The building defined Honolulu’s skyline for more than 60 years and it was not until the 19-story First National Bank of Hawaiʻi Building was constructed in 1962 that Honolulu’s downtown would break the six-story mark (the only exceptions being the spires of Aloha Tower (1926) and Honolulu Hale (1929.))

Renovated periodically throughout its life – including alterations to the original ornate cornice, the Stangenwald was the subject of a major rehabilitation in 1980.

Today, the building is home to several architectural firms and the American Institute of Architects (founded in 1926, with Dickey as its inaugural president.)
