Fort Street Mall

In 1815, Kamehameha I granted Russian representatives permission to build a storehouse near Honolulu Harbor.  But, instead, directed by the German adventurer Georg Schaffer (1779-1836,) they began building a fort and raised the Russian flag.

They built their blockhouse near the harbor, against the ancient heiau of Pākākā and close to the King’s complex.  There are reports that the Russians used stones from Pākākā in building their facility.  (Pākākā was the site of Kaua‘i’s King Kaumuali‘i’s negotiations relinquishing power to Kamehameha I, instead of going to war, and pledged allegiance to Kamehameha, a few years earlier in 1810.)

When Kamehameha discovered the Russians were building a fort (rather than storehouses) and had raised the Russian flag, he sent several chiefs (including Kalanimōku and John Young (his advisor,)) to remove the Russians from Oʻahu by force, if necessary.

The Russian personnel judiciously chose to sail for Kaua‘i instead of risking bloodshed.  On Kaua‘i, there they were given land by Kaua‘i’s King Kaumuali‘i; the Russian Fort Elizabeth was built soon after on Kaua‘i.

The partially built blockhouse at Honolulu was finished by Hawaiians under the direction of John Young and mounted guns protected the fort.  Its original purpose was to protect Honolulu by keeping enemy or otherwise undesirable ships out.  But, it was also used to keep things in (it also served as a prison.)

By 1830, the fort had 40 guns mounted on the parapets all of various calibers (6, 8, 12 and probably a few 32 pounders.)  Fort Kekuanohu literally means ‘the back of the scorpion fish,’ as in ‘thorny back,’ because of the rising guns on the walls.  In 1838 there were 52 guns reported.

Fort Street is named after this fort; it is one of the oldest streets in Honolulu.  Today, the site of the old fort is the open space called Walker Park, a small park at the corner of Queen and Fort streets (also fronting Ala Moana/Nimitz.)

Fort Street gradually became the retail and business center of the Island throughout the 1800s and into the 1950s; it hosted several of the largest department stores in Hawaii including Kress, Liberty House and Woolworth’s.  Other stores were located along its streets.

However, by the 1940s, some foresaw the decline of downtown.  Traffic congestion, inadequate parking and competition from suburban shopping centers drained business from downtown.

In 1949, the Hawaiʻi Chapter of the American Institute of Architects made the first proposal to close Fort Street to vehicular traffic.  Nothing happened; then, with the announcement of the planned Ala Moana Shopping Center, many feared a mass exodus from downtown.

In response, the Downtown Improvement Association was formed in 1958.  It developed a master plan for downtown.  Little happened, for another 6-years.  Then, a pilot project closed Fort Street, in conjunction with the Golden Harvest Celebration.

While downtown business declined with the opening of Ala Moana Center, more studies and plans were prepared, until, finally, the City Planning Commission hired Gruen to develop a plan.

The plan called for downtown super blocks, with a system of pedestrian malls.  In January 1968, the City Council approved Gruen mall plan, after 75% of adjoining owners indicated their consent.

Fort Street Mall is 5-blocks in length (1,738-feet,) extending from Queen Street up to Beretania Street.  Construction began in June 1968 and was completed in February 1969, at a cost of $27-millon.

The architect of the Mall was Victor Gruen Associates.  The project was funded by the City & County (55%,) private owners (44%) and Board of Water Supply (1%.)

Its average width is 50-feet, at the King Street Plaza it widens to 83-feet and at Father Damien Plaza on Beretania Street it becomes 93-feet.  There are cross streets at Merchant, King and Hotel with a pedestrian underpass (and Satellite City Hall) on King Street.

Today, the Fort Street Mall Business Improvement District Association, a nonprofit corporation consisting of property owners and ground lessees adjacent to the Mall, manages the Mall by supplementing the services (primarily maintenance and security) currently provided by the City and County of Honolulu.

Like most urban settings, Fort Street Mall’s character changes block by block.  As you walk along the Mall, the businesses and the patrons indicate changes in the Mall’s identity.

Across from the Cathedral of Our Lady of Peace at the mauka end of the Mall, the Hawaii Pacific University presence gives the Mall a college feel.  Students periodically fill the Mall when classes let out and they stroll to one of the many buildings that HPU occupies on the Mall.

James Campbell Building

A story in the July 26, 1916 Honolulu Star-bulletin had more impact than a simple subject of road widening, “The Hotel street widening project took on new life when Supervisor Charles N Arnold, chairman of the roads committee, requested that it be referred to his committee.”

“We have a new project, or rather we have dug up an old one, and want to carry it through,” he said. “We intend to straighten Hotel street, not only on the Ewa side of Fort street, but also on the Waikiki side.”

“A piece about eight feet deep of the property occupied by the Mott-Smith building will be condemned as well as the 12 foot piece of the Campbell building.  The cost will be distributed among the benefited property owners up and down Hotel street and along Fort street.”  (Honolulu Star-bulletin, July 26, 1916.)

In 1917, buildings housing Hollister & Company, wholesale and retail druggist, tobacconist, and photographic retailer and Benson, Smith & Company, seller of drugs, medicines, and chemicals were demolished to make way for the new James Campbell Building on the makai-ewa corner of Fort and Hotel Streets.  (honolulu-gov)

Then on September 28, 1917, the Honolulu Star-bulletin reported, “On the corner of Hotel and Fort streets, the new Campbell Estate building will soon be under construction.  The workmen are still excavating, and some of the foundation work has been started, but it will be several months before definite results begin to show.”

“The walls of the Hollister Drug company’s buildings are down and the scaffolding that the workmen have erected is practically all that remains of the front of the old building.   When complete: the new Hollister building will be three stories high, with a grey-white exterior, similar in appearance to the new Ehlers’ building.”

It’s not clear if World War I delayed construction, but the building helped with the war effort.  The Hawaiian Gazette on May 14, 1918 noted the Campbell building served as the War Savings and Thrift Stamp committee’s demonstration for its “dig it up in our dug out” campaign.

“The new headquarters are a replica of a dug out on the western front, copied from a photograph of General Leonard Wood’s conference with Genera) Mandolon of the French army on one of General Wood’s visits to the front.”

“The dug out occupies the corner of the unfinished Campbell Building. It is revetted with sand bags and camouflaged with green boughs but the committee hopes that, in spike of the camouflage, the people of Honolulu will find its range, and the heavier the bombardment, the better.”

“The dug out is the work of Jay Elmont, whose window displays in behalf of the Red Cross at Ehlers, Lewers and Cooke, and the Red Cross Drive headquarters have drawn much attention during the last week.”  It was set up to encourage savings and buying War Savings Stamps and Baby Bonds.  (Hawaiian Gazette, May 14, 1918)

By the next year, merchants in the new Campbell Building were advertising for customers to visit them in the new building.

This building is not to be confused with the “Campbell Block” (which was also on Fort Street, but closer to the Harbor between Queen and Merchant Streets.)

The lower town Campbell Block building started out as Mr. William French’s (the “merchant prince”) Honolulu premises extending from Kaʻahumanu to Fort Street.  It was surrounded by a high picket fence with some hau trees standing just within the line of the fence.

The building was quite a sizable one of wood, with a high basement and large trading rooms above. Mr. French was one of the oldest residents and a person of considerable influence.  (Maly)

The property was sold to James Austin, who sold it in 1882 to James Campbell, who owned the adjacent land on the Diamond Head side (fronting Fort Street.)  He built the “Campbell Block,” a large building that included uses such as storage, shops and offices.

Merchant Street was once the main street of the financial and governmental functions in the city, and was Honolulu’s earliest commercial center.  Dating from 1854, the remaining historic buildings along this road help tell the story of the growth and development of Honolulu’s professional and business community.

A great deal of the economic and political history of Hawaiʻi was created and written by the previous occupants of these buildings. Ranging from banks to bars and post office to newspapers, they have paid silent witness to the creation of present day Hawaiʻi.  (NPS)

Today, we still see these remnants of the past in lower downtown:  Melchers (1854,) the oldest commercial building in Honolulu; Kamehameha V Post Office (1871;) Bishop Bank (1878,) now known as the Harriet Bouslog Building; The Friend Building (1887 and 1900,) the site of the Oʻahu Bethel Church established in 1837; Royal Saloon (1890,) now Murphy’s; TR Foster Building (1891,) forerunner to Hawaiian Airlines;  Bishop Estate Building (1896;) Stangenwald Building (1901,) the tallest structure in Hawaiʻi until 1950; Judd Building (1898;) Yokohama Specie Bank (1909) and Honolulu Police Station (1931,) one of the earliest police forces in the world, dating to 1834.

The Campbell Block survived a fire, but on October 11, 1964, the Sunday Star-Bulletin and Advertiser noted, “Office-Parking Building Planned by Campbell Estate on Fort Street.”

Plans called for a combined office and parking structure to replace the 2-story Campbell Block on Fort and Merchants Streets; this new building was considered an important part of the redevelopment of downtown Honolulu.  (Adamson)   The new building was completed in May 1967.

Back to upper downtown and the “Campbell Building.”  Today, the Campbell building (the same building is still there, however with a slightly different look) is home to Fisher Hawaiʻi (for its downtown facility.)

Pantheon Block

It was a time before the automobile; folks rode horseback or were carried in horse or mule drawn carriage, trolley or omnibus (the automobile didn’t make it to the Islands until 1890.)

“James Dodd has leased the premises known as the Bartlett House, at the corner of Hotel and Fort streets, he called it the Pantheon Hotel. The premises have been renovated, repaired, painted and papered throughout, making them look almost as good as new.”  (Hawaiian Gazette, October 30, 1878)

“Mr. Dodd has had experience in the hotel business, and from his urbanity of manner and good business habits we doubt not but the new place will be well kept. He intends to have, in connection with the hotel, a finely arranged livery stable with a full complement of carriages and saddle horse for the accommodation of the public.”  (Hawaiian Gazette, October 30, 1878)

The May 23, 1883 issue of the Daily Bulletin noted, “James Dodd’s Pantheon Saloon is nearly finished building. It is very handsomely designed.”

He also had the Long Branch sea bathing baths in Waikīkī and ran an omnibus (bus) line from downtown to Waikiki.

“The Pantheon Saloon has a large commodius room attached to the bar where its patrons can sit at ease and pass their leisure tune reading the latest papers.”  (Hawaiian Star, February 13, 1895)

Then, the “Black Death” (Bubonic Plague) struck Honolulu.

Its presence caused pause in the opening months of 1900 and was on everybody’s mind, with good reason; the same disease had decimated a third of the world’s population during the fourteenth century.  It started to spread in Honolulu.

“The other center of infection is block 19, north and east of block 20 at the Pantheon livery stables and saloon. From this place 3 cases in all have been traced, 2 Chinese and 1 white American.”  (Public Health Reports, February 8, 1900)

As more people fell victim to the Black Death, on January 20, 1900, the Board of Health conducted “sanitary” fires to prevent further spread of the disease.

The Pantheon premises were condemned and burned.

With five fire engines strategically placed, the controlled incineration of the Pantheon stables and saloon took place in the morning of February 7, 1900. Other places connected with the four victims were also disposed of.  (Papacostas)

“The structure mainly consists of a series of heavy timbers for the walls upon which has been laid a corrugated iron roof.  … the premises in rear of the stables disclosed the same ramshackly series of lean-tos and sheds as were generally found all through the Chinatown district”.  (Hawaiian Gazette, February 6, 1900)

Another fire, started between Kaumakapili Church and Nuʻuanu Avenue, blazed out of control, due to the change in wind.  The fire burned uncontrollably for 17 days, ravaging most of Chinatown.  People trying to flee were beat back by citizens and guards into the quarantine district.

The extent of the fire and the estimates of the area ranged from 38-65 acres.  The fire caused the destruction of all premises bounded by Kukui Street, River Street, Queen Street (presently Ala Moana Boulevard) and Nuʻuanu Avenue.

Dodd died January 21, 1900 – but the Pantheon returned.

“Like the Phoenix the Pantheon arose from its ashes. Although it is not on the same spot it is so near it that one looking for the favorite drinking place cannot go far astray. Ever since the old Pantheon was started many years ago by the late James Dodd it has been noted for the good cheer obtainable there.”

“Now that its old proprietor is no more, the reputation of the place is kept up to its former old standard and there is nothing to be desired in the way of refreshment for the inner man that cannot be obtained there.” (Honolulu Republican, June 16, 1901)

“The Pantheon saloon reopened in the new building at Fort and Hotel streets last night. TA Simpson. FM Kiley and JF O’Connor are in charge there. The house is quite large and looks neat.”  (Hawaiian Star, September 25, 1900)

“The Pantheon is homelike and as an oasis in a desert to the tired and thirsty traveller. It is the place to drop in and take a drop. Never is a want left unsatisfied in the Pantheon. To make your want known is to have the want catered to and in a way that is satisfactory. Courteous treatments the rule and although there are other places there is but one Pantheon, the Pantheon on Hotel street.”

The name of the saloon is over the door. It is on Hotel street.  There the thirsty may be refreshed and the weary rest.  (Honolulu Republican, June 16, 1901)

On July 19, 1909 the Evening Bulletin announced, “Architect HL Kerr has just completed the plans for a two-story building on the Ewa-mauka corner of Hotel and Fort streets, and bids on its construction will shortly be called for. The building will be of concrete and steel construction and will be built so as to allow the erection of more stories if necessary.”

“The structure will be known as the Pantheon building and will be erected by the Pantheon Building Company, of which Mrs JM Dowsett is the principal stockholder.”  (Hawaiian Gazette, July 20, 1909)

In the 1950s, owners decided to modernize the facade. Concentrating on the shop-fronts the owners added shiny Arizona sandstone surrounds and new plate-glass windows.  Failing to transform the building sufficiently to attract shoppers heading to the new Ala Moana and Kahala shopping malls, the owners added paneled treatment for the upper story.   (Papacostas)

Contractor Lucas called it “an ornament to the city” and, in its retrospect for 1911, Thrum’s Hawaiian Annual described it as “the principal structure of the year.”   (Papacostas)  The Pantheon remains today at Hotel Street and the Fort Street Mall.
