Hale o Nalii

On July 7, 1937, Japan invaded China to initiate the war in the Pacific; while the German invasion of Poland on September 1, 1939 unleashed the European war.

As to Hawaiʻi, War Department message of November 27, 1941 read as follows: “Negotiations have come to a standstill at this time. No diplomatic breaking of relations and we will let them make the first overt act. You will take such precautions as you deem necessary to carry out the Rainbow plan [a war plan]. Do not excite the civilian population.”  (Proceedings of Army Pearl Harbor Board)

Oʻahu held a position of the first importance in the military structure of the US before and during WWII. During the prewar years, Oʻahu and the Panama Canal Zone were the two great outposts of continental defense.  (army-mil)

A key goal in the Pacific was to hold Oʻahu as a main outlying naval base and to protect shipping in the waters around the Hawaiian Islands.

In the year before the Japanese attack on Pearl Harbor, American strategists developed a strategy that focused on “Germany first.” In the end, that was what occurred with the American war effort.  Then, Japan attacked America at Pearl Harbor on December 7, 1941, and the US entered the war.

But for much of 1942 and well into 1943, the US deployed substantially greater forces to the Pacific than to Europe. This was in response both to political pressure from the American people and the rapidly deteriorating situation in the Pacific over the first six months of the war.

On June 6, 1944, more than 160,000-Allied troops landed along a 50-mile stretch of heavily-fortified French coastline, to fight Nazi Germany on the beaches of Normandy, France.

General Dwight D Eisenhower called the operation a crusade in which “we will accept nothing less than full victory.” More than 5,000-ships and 13,000-aircraft supported the D-Day invasion, and by day’s end, the Allies gained a foot-hold in Continental Europe.

The final battles of the European Theater of WWII, as well as the German surrender to the Western Allies and the Soviet Union, took place in late-April and early-May 1945.

On August 6 and 9, 1945, atomic bombs were dropped on Hiroshima and Nagasaki, Japan.  On September 2, 1945, the Japanese signed the Instrument of Surrender on the deck of USS Missouri in Tokyo Bay.

During World War II, Dwight David “Ike” Eisenhower (October 14, 1890 – March 28, 1969) served as Supreme Commander of the Allied Expeditionary Force in Europe and achieved the rare five-star rank of General of the Army. Eisenhower oversaw the invasions of North Africa and Sicily before supervising the invasions of France and Germany.

Following the war, Eisenhower served as Army Chief of Staff; in the spring of 1946 he toured military facilities in the Pacific and elsewhere, including Hawai‘i.

The Commander at Kilauea Military Camp (KMC), who at the time was working on post-war closing up and returning schools, warehouses, land, and even the Saddle Road which had been built by the military to the community (as well as providing military help in cleaning up following the April 1946 tsunami), got word that Eisenhower was coming for a five-day visit, for rest, after a tour of the Pacific nations.

Eisenhower was looking for “quiet time, no protocol, no attention.”

At the time, KMC “was ceasing to be only for war-weary soldiers for rest, relaxation and recreation. The camp still had a contingent of 10 officers and 148 enlisted men; three Red Cross hostesses, a Librarian and a good jazz band.”

“There were 12 good riding horses, 4 pack mules for trips to the summit of Mauna Loa, a number of bicycles, a tennis court, a bowling alley, a fine library, and a first-class bakery in a building by itself. Never-the-less KMC personnel got to work sprucing up the place, the General was coming.”

Eisenhower stayed in Cabin 44; it was called Hale-o-Nalii (house of the chief – it served as quarters for general’s at KMC).  It was later renamed Eisenhower House, due to the fact that ~that~ general slept there.

On one night, Eisenhower “was feeling very rested and would enjoy some entertainment and asked for suggestions.”  He was offered, “‘How about a party with cocktails, dinner and a Hawaiian troop of dancers and musicians?’”

“The idea was accepted, but that meant we had only one day to prepare for everything.”  (Pauline Wollaston, the KMC Commander’s wife, Hawaii Tribune-Herald, Dec 14, 1986)

“All went well. The general ordered several highballs, the dinner was superb, and he loved the entertainment. While this was going on I happened to glance at one of his aides – a gray-haired, battle-worn general. Tears were streaming down his face.”

“I asked him what was the matter, could I do something for him.  He answered, ‘Oh, you all already have! When I see this great man enjoying himself, I can’t control my emotions.’”

“Gen. Eisenhower left the next morning; and all along the roadway, from KMC to the airport, there were children and adults waving and cheering.” (Pauline Wollaston, Hawaii Tribune Herald, Dec 14, 1986)

Eisenhower also served as president of Columbia University (1948–1953) and as the first Supreme Commander of NATO (1951–1952).  He was elected the 34th President of the United States (January 20, 1953 – January 20, 1961).   (Lots of information here from KMC, Hawaii Tribune-Herald, army-mil and GlobalSecurity.)

Secret Mission on the Strategic Potential

In June 1872, Secretary of War William Belknap gave US Army Major-General John McAllister Schofield confidential instructions to investigate the strategic potential of having a presence in the Hawaiian Islands, and to examine its ports.

They “ascertained the defensive capabilities of their different ports, examined into their commercial facilities, and collected all the information in our power on other subjects in reference to which we ought to be informed in the event of a war with a powerful maritime nation”.

Schofield and Brevet Brig. Gen. BS Alexander left San Francisco on December 30, 1872 aboard the USS California and arrived in Honolulu on January 15, 1873. After having an audience with new King Lunalilo, the men examined the islands.

In Schofield and Alexander’s May 8, 1873 report, they found that, “There are many other so-called harbors, or places for anchorage, but they are mostly open roadsteads affording shelter only from certain winds, and they are all entirely incapable of being defended by shore batteries.”

“Even the harbor of Honolulu itself can not be defended from the shore. It is a small harbor lying seaward from the land and only protected from the sea by outlying coral reefs. “

“An enemy could take up his position outside of the entrance to the harbor and command the entire anchorage, as well as the town of Honolulu itself. This harbor would therefore be of no use to us as a harbor of refuge in a war with a powerful maritime nation.”

“With one exception there is no harbor on the islands that can be made to satisfy all the conditions necessary for a harbor of refuge in time of war.”

“This is the harbor of ‘Ewa,’ or ‘Pearl River,’ situated on the island of Oahu, about 7 miles west of Honolulu.” They went on to recommend that the US obtain a cession of Pearl Harbor, together with its shore for four miles back.

“From our examinations we are of the opinion that this island and the adjacent shore to the north and west of it afford the most advantageous location for a naval depot of supplies and equipment in all these waters. But there is not sufficient water at present for heavy vessels to enter this Pearl River harbor.”

“At the entrance to the harbor is a coral reef some 250 to 300 yards in width, with a depth of water of only 2 to 3 fathoms on the reef at low water.”

“This reef appears to extend around the island, being broken only at the entrance to Honolulu Harbor, and in fact we are informed that a platform of coral reefs fringe most of the shores of all the islands of the Hawaiian group, broken only in few places. “

“This coral found at the entrance to Pearl River is ‘dead;’ that is, it is not growing, and the reef is therefore not increasing in size. This ridge of coral forms a barrier or bar across the entrance to this harbor about 300 yards wide, measuring perpendicularly to the shore.”

“It is comparatively level on the top, from 2 to 3 fathoms of water over it at low tide. Its sides are vertical, or nearly so, the depth of water increasing in a few feet to 4 or 5 fathoms.”

“The outer, or sea side, then is found to be steeper than the inner, or shore side. At the distance of half a mile outside of the reef there is a depth of 15 fathoms, while at the same distance inside the reef the depth is only 8 fathoms.”

“If this coral barrier were removed Pearl River Harbor would seem to have all or nearly all the necessary properties to enable it to be converted into a good harbor of refuge.”

“It could be completely defended by inexpensive batteries on either or both shores, firing across a narrow channel of entrance. Its waters are deep enough for the largest vessels of war, and its ‘locks,’ particularly around Rabbit Island, are spacious enough for a large number of vessels to ride at anchor in perfect security against all storms.”

“Its shores are suitable for building proper establishments for sheltering the necessary supplies for a naval establishment, such as magazines of ammunition, provisions, coral, spars, rigging, etc., while the island of Oahu, upon which it is situated, could furnish fresh provisions, meats, fruits, and vegetables in large quantities.”

The report noted that while eager to open a free market for their sugar, the Hawaiian government and native Hawaiians were not interested in the US annexing the islands at that time.

They stated, “The cession of Pearl River could probably be obtained by the United States in consideration of the repeal of the duty on Sandwich Island sugar.”

“Indeed, the sugar-planters are so anxious for a reciprocity treaty, or so anxious rather for free trade in sugar with the United States, that many of them openly proclaim themselves in favor of annexation of these islands to the United States.”

“The members of the present Government of the Hawaiian Islands seem fully alive to the necessity of relieving their principal industry from the heavy burden under which it now suffers, and no other mode of relief seems possible but annexation or reciprocity.” (Schofield and Alexander, 1873)

In February 1873 the Honolulu Chamber of Commerce, representing the interests of the plantation owners among the Islands, petitioned King Lunalilo to negotiate a reciprocal treaty with the US mainland.

The suggestion was to offer to cede the Pearl River “lagoon” to the US as an inducement for reduced tariffs for Hawai‘i’s agricultural products. In July the American Minister notified Washington D.C. that the King had offered to negotiate a treaty on this basis.

However, four months later a notice appeared in the Hawaiian Gazette to the effect that the King was satisfied that “a treaty carrying with it the cessation of Pearl Harbor would not receive the legislative approval required by the Constitution of the Kingdom,” and hence the offer was withdrawn.

Apparently there was contention over the issue of “cessation” versus “lease” regarding access to Pearl Harbor. King Lunalilo died in February of the following year without an heir. At this point, politicians in Hawai‘i courted popularity with the masses by opposing any possible cession of territory to foreign powers. (Van Tilburg)

In 1875 the US signed a treaty with the Hawaiian government allowing the US free access to sugar and other Hawaiian products in return for land that eventually became the Pearl Harbor naval base.

The US later obtained exclusive use of the inlet and the right to maintain a repair and coaling station for ships. After the US annexed Hawaii in 1898, the US established a naval station at Pearl Harbor and began to build a naval ship yard.

John McAllister Schofield was a lieutenant general during the US Civil War who led his troops during such battles as Franklin and Nashville. After the war, Schofield served as Secretary of War under President Andrew Johnson and later served as Commanding General of the United States Army from 1888 to 1895.

After serving as Secretary of War, Schofield was promoted to major general in the Army, and then commander of the Military Division of the Pacific.

In 1908, Schofield Barracks was established next to the town of Wahiawā to provide defense of Pearl Harbor and the island of Oahu. Named in honor of John McAllister Schofield, it covers over 17,000 acres and is the largest Army post in Hawaii. Since 1941 it has been home to the 25th Infantry Division, known as the Tropic Lightning. (National Archives)

ABCD

“The New Navy of the United States was launched in the waters of uncertainty.”  (New American Navy, Long, 1903)

Following the Civil War, the US Navy rapidly demobilized, and for the next 15 years the fleet was shrinking and becoming technologically obsolete.

A law of 1883 had signaled the end of the old Navy. Repairs were prohibited on wooden warships whenever the cost would exceed 20% of the cost of a new ship of the same size and type.  New construction favored steam while still carrying sails.  In addition, American ships were to be built of American-made steel. Then, naval shipbuilders were introducing a new policy, new ships.

Bids for the new vessels were opened on July 2, 1883. Eight firms participated in the competition. The proposal of John Roach, whose shipyard was at Chester, Penn., was the lowest, and it was accepted.

The unfortunate financial failure of John Roach in 1885 forced the government to take over and complete the first of the new fleet.  (Long, 1903)

“The United States started a squadron of cruisers … the sole purpose of which, sailing under the euphonious title of ‘the Squadron of Evolution,’ will be to demonstrate in a peaceable sort of a way to the rest of the world that the United States Government has a navy, or rather the nucleus of a navy.” (New York Times, November 19, 1889)

The first four vessels of the “New Navy” came to be known as the ABCD Ships because their names began with the first four letters of the alphabet – Atlanta, Boston, Chicago and Dolphin.

They were also known as the “White Squadron” (named for the group’s white-painted hulls.)  Later, other ships were added to the growing, modernizing Navy.

Three years later the Squadron was strengthened by the addition of the cruiser Baltimore and the gunboat Vixen and was ordered to prepare for action by Undersecretary of the Navy Theodore Roosevelt.

There are some Hawaiʻi ties to a couple of the ABCDs – the Atlanta and the Boston.

Named for a city in northwestern Georgia (originally called Terminus and later Marthasville,) the community was renamed Atlanta when it was incorporated as a city in 1847.

The ship was the second to carry the City’s name (the first was a gunboat acquired by the Navy in the autumn of 1858 and later renamed Sumpter.)  The new Atlanta was part of the new Navy.

When Queen Kapiʻolani traveled to celebrate the Queen Victoria’s Golden Jubilee in England in 1887, while on a stop in New York, Commodore Bancroft Gherardi invited the Queen to visit the Brooklyn Navy Yard – he wanted to show off some of the new Navy ships.

Queen Kapiʻolani was able to adjust her schedule and visited the facility on her last day in New York.  “Seldom has the yard looked so well.  The commodore’s residence and the Lyceum building had been profusely decorated by Sailor Douglass with the colors of the two nations.”

“Just before the royal party reached the yard a battalion of marines arrived from the Minnesota.  At the same time out came the naval band and discoursed some popular music.”

“The masts, spars and rigging of the Atlanta and Boston were then manned, and Commodore Gherardi and staff in full uniform advanced to the wharf to meet their guests, who were taken on board the Atlanta.”  (The Day, May 25, 1887)

“The Atlanta had been just put into commission and her majesty was shown how quickly the great guns could be handled. Close alongside was the Boston, her powerful propeller churning the water incident to the breaking in of her.”  (Iron Trade Review May 5, 1898)

In a follow-up thank you note (May 30, 1887) from Henry Alpheus Peirce Carter (who coordinated the Queen’s state visits) to US Secretary of State Thomas Francis Bayard notes, “Her Majesty Queen Kapiʻolani (requests) you to convey to the honorable Secretaries for War and of the Navy, her grateful thanks for the attentions and honor paid her … by Commodore Gherardi and officers of the United States Navy at the navy-yard at Brooklyn, on the occasion of her visit”.

“… Her Majesty was the recipient of the kindest attentions, both public and private, and she desires that her very sincere acknowledgments may be properly conveyed to those officers of the Army and Navy of the United States stationed (there.)”  (HAP Carter, May 30, 1887)

A later sight of the Boston was not as pleasant.

It happened in the Islands; Captain Wiltse gave the order … “Sir: You will take possession of the Government building, and the American flag will be hoisted over it at 9 am. Very respectfully, GC Wiltse, Captain US Navy, Commanding USS Boston.”

In accordance with that order, the battalion of the Boston landed at Brewers Wharf, in the city of Honolulu, at 5 pm, January 16, 1893.

After the battalion was formed, they marched first to the United States consulate, where Lieut. Draper, with his company, was detached with orders to proceed to the legation and leave half his command in charge of the orderly sergeant, returning with the remainder to the United States consulate, himself, and remain there as a guard until further orders.

The remainder of the battalion then marched down King Street. In passing the palace the battalion, in column of companies, gave a marching salute, trumpeters sounding four ruffles in honor of the royal standard, which was flying there.

At 2:30 pm the next day, a civilian, armed, reported that a policeman had been shot while attempting to stop a wagonload of ammunition which was being conveyed to the old armory where the civilian forces enrolled by the committee of safety were then assembling, and that a large crowd was collecting on Merchant Street.

The battalion was immediately assembled under arms in the yard in rear of the building to await developments. Until nearly 6 o’clock, the men leading the citizens’ movement had assumed charge of the Government building without opposition of any kind; the civilian companies under arms had marched in and established a line of sentries about the Government building.

The Boston’s battalion was kept in rear of the camp, at their company parades, with arms stacked. About 1 pm, they were notified that a Provisional Government, of which Mr. SB Dole was presiding officer, was in complete possession.  A letter from the United States minister recognized it as the de facto government of the Hawaiian Islands, and the battalion was to consider it as such.

On January 19 new quarters were provided for the battalion at the unoccupied house on King street, the property of Mr. CR Bishop.  That home was formerly the home of Abner Pākī and his wife Laura Kōnia (Kamehameha III’s niece.)  Their child, Bernice Pauahi Pākī and hānai daughter, Liliʻu (later Queen Liliʻuokalani) were raised as sisters.  The battalion of the Boston named this former home of the Queen Camp Boston.

A proclamation from Minister Stevens establishing a protectorate over the Hawaiian Islands in the name of the United States, pending negotiations with the Hawaiian Commissioners at Washington, was read.

At 9 am, the United States ensign was hoisted over the building, the battalion and civilian forces presenting arms.  The Hawaiian flag, hoisted on the pole in the grounds, received the same salute.  (Lots of information from the Report of the Committee on Foreign Relations.)

Camp Smith

A committee of the Continental Congress met at Tun Tavern in Philadelphia to draft a resolution stating that “two Battalions of Marines be raised” for service as landing forces with the fleet.  November 10, 1775, the Marine Corps was born.

The Treaty of Paris in April 1783 brought an end to the Revolutionary War and as the last of the Navy’s ships were sold, the Continental Navy and Marines went out of existence.  (They were formally re-established as a separate service on July 11, 1798.)

Today, the US military organizational structure is a result of the National Security Act of 1947. This is the same act that created the US Air Force and restructured the “War Department” into the “Department of Defense.”

Headed by a civilian Secretary of Defense, there are three military departments: the Department of the Army, the Department of the Navy and the Department of the Air Force. Within these, there are five military branches: Army, Navy, Air Force, Marine Corps and Coast Guard (the Coast Guard is under the Department of Homeland Security.)

In Hawaiʻi, on March 17, 1941, an act of Congress approved the purchase of a sugar cane field for a Navy hospital. Construction commenced in July. Following the attack on Pearl Harbor on December 7, construction of the planned 1,650-bed facility was rushed to completion. The hospital was commissioned on November 11, 1942, but continued expansion was necessary due to the demands of the war.

Known as Aiea Naval Hospital, it was built to serve thousands of WWII wounded Sailors and Marines.  As for the capabilities of the hospital, they correlated directly with the war.

In 1943, the number of staff and facilities grew tremendously. New wards were constructed to better support the waves of casualties, numbering in the hundreds, arriving from the Solomon, Gilbert and Marshall Islands.

On January 1, 1944, Admiral Chester W Nimitz personally presented awards to the many combat-wounded service members at the hospital. Patients were assembled in front of the hospital where 632-men who fought during the Battle of Tarawa received awards.

The hospital expanded again in 1944, adding staff and temporary wards to hold up to 5,000-patients.  Of the 41,872-admissions in 1944, 39,006 patients were relocated to the mainland or returned to duty.

Aiea Naval Hospital had improved efficiency for admitting patients by the time casualties began arriving from Saipan, Guam and Tinian in the Mariana Islands.

February and March of 1945 was the hospital’s bloodiest months, when nearly 5,700-servicemen from the battles of Iwo Jima and Okinawa received medical care simultaneously.

Until the mid-1980s, there was a bowling alley there, used by Aiea Naval Hospital as therapy for patients injured during WWII and  was once the primary rear-area hospital for the Navy and Marine Corps during that war.

“Down where Bordelon Field is, a lot of the areas here on the camp were used as gardens. The patients would go work in the gardens. They’d use the food from the gardens to feed the patients, but that was more a rehabilitation-type activity.”  (Stubbs, marines-mil)

Decommissioned on May 31, 1949, four years after the end of WWII, the hospital was deactivated and the Army and Navy medical assets were moved to what is now Tripler Army Medical Center.

“It sat idle for a long time and they were in the process of selling all the property. General Smith came up and looked at it and decided this was what he wanted for the home of the (Fleet Marine Force Pacific) headquarters.”  (Stubbs, marines-mil)

A year later, the Territory of Hawaiʻi began plans to claim the old hospital for a tuberculosis sanitarium. However, in 1955 the Marine Corps purchased it for the future home of the Fleet Marine Forces Pacific.

On June 8, 1955, it was renamed Camp HM Smith (named for General Holland McTyeire (HM – nicknamed “Howlin’ Mad”) Smith, the first commanding general of Fleet Marine Force Pacific, it became a strategic command base for the largest field command in the Marine Corps, now known as US Marine Corps Forces, Pacific (MarForPac,) with an area of responsibility covering more than half the Earth’s surface.

After purchasing the land, the first Marines arrived in October 1955. The camp did not become fully operational until two weeks before its dedication, January 31, 1956.

Camp Smith today consists of 220-acres at Camp Smith proper, 137-acres at Puʻuloa Rifle Range in ʻEwa Beach and 62-acres in Mānana Housing. Camp Smith is unique in that it’s the only Marine Corps installation that supports a unified commander, Commander, Pacific Command (CDRUSPACOM.)

(A unified combatant command is a US joint military command composed of forces from two or more services, has a broad and continuing mission and is organized either on a geographical basis or on a functional basis.)

The new headquarters for the US Pacific Command (USPACOM) located on Camp Smith, accommodating more than 1,350-personnel for the US Pacific Command and the Special Operations Command, Pacific, was recently dedicated.

Named the Nimitz-MacArthur Pacific Command Center (NMPCC), the six-story, 274,500-square-foot facility overlooks Honolulu and replaces a nearly 60-year-old structure originally built as a hospital during WWII.

The NMPCC is one of the nation’s premier facilities for Command, Control, Communications, Computers and Intelligence (C4I) systems. C4I plans were developed around the “battle cell” concept for distributed command and control.  (Lots of information and images here from marines-mil.)

Coaling Station

Prior to the early-1900s, most vessels were powered by sail; the absence of a fuel to move was a major factor in the flexibility of fleets. And, the carrying capacity of the sailing ship made it an indispensable element in its own logistic support.

For centuries, the most critical item of supply was water, which sailing ships found difficult to carry in sufficient quantities and to keep drinkable for long voyages. Food was somewhat less of a problem, except for its poor quality in the days before refrigeration, the sealed container and sterilization. (britannica)

The advent of steam propulsion resulted in faster and more direct travel for ships (in the early years, ships with steam engines still sailed, and used the engines only as auxiliary power – coal was burned to produce the steam to power the engines.)

The gain in control of where you were going (without reliance/variation in the wind) was a significant improvement for the long haul. But, for a time, the inordinate amount of space that had to be allocated to carry coal seriously inhibited the usefulness of early warships.

Steam warships were slow to catch on, but by the late-1850s, all new warships built by the Navy featured steam engines. The engines did not make the ships dramatically faster, and many steam ships continued to use sails preserve fuel on long trips. These ships looked and functioned much like ships from the age of sail except for the tell-tale smokestack rising above their decks. (Bailey)

The replacement of sailing ships with steam led to a requirement for fuel to be widely available. Ultimately, this produced the need for numerous coaling stations – places where the ships replenished/refueled their supply of coal.

Noting the need for a refueling site in the Pacific, Captain AT Mahan noted, “To any one viewing a map that shows the full extent of the Pacific Ocean, with its shores on either side, two circumstances will be strikingly and immediately apparent. He will see at a glance that the Sandwich Islands stand by themselves in a state of comparative isolation, amid a vast expanse of sea”.

“From San Francisco to Honolulu, 2,100 miles easy steaming distance, is substantially the same as from Honolulu to the Gilbert, Marshall, Samoan, Society, and Marquesas groups (the nearest inhabited islands,) all under European control”.

“Too much stress cannot be laid upon the immense disadvantages to us of any maritime enemy having a coaling station well within 2,500 miles of every point of our coast line from Puget Sound to Mexico. Were there many others available we might find it difficult to exclude from all. There is, however, but the one.”

“Shut out from the Sandwich Islands as a coal base, an enemy is thrown back for supplies of fuel to distances of 3,500 or 4,000 miles – or between 7,000 and 8,000, going and coming – an impediment to sustained maritime operations well nigh prohibitive.”

“It is rarely that so important a factor in the attack or defence of a coast line – of a sea frontier – is concentrated in a single position, and the circumstance renders it doubly imperative upon us to secure it, if we righteously can.”

In the 1860s, a coaling station was established in Honolulu to refuel coal burning American ships. US warships followed a policy of cruising the Hawaiian Islands starting in 1866, and rented a coaling station for them. (globalsecurity)

The lease of land for the coaling station was the first regular US Navy shore-side presence in the Hawaiian Islands. This station practically fell into disuse shortly after it was built due to the policy that required warships to use sail power wherever possible. (navy-mil)

Then, in 1873, Secretary of War, William W Belknap, issued confidential instructions to investigate the defensive capabilities of Honolulu to Major-General John McAlister Schofield (the Barracks up the hill from Pearl Harbor were later named for him (1908)) and Lieutenant-Colonel Barton S Alexander. General Schofield reported: “The Hawaiian Islands constitute the only natural outpost to the defenses of the Pacific Coast. In possession of a foreign naval power, in time of war, as a depot from which to fit out hostile expeditions against this coast and our commerce on the Pacific Ocean, they would afford the means of incalculable injury to the United States.”

“With one exception there is no harbor on the islands that can be made to satisfy all the conditions necessary for a harbor of refuge in time of war. This is the harbor of ʻEwa, or Pearl River. … If the coral barrier were removed, Pearl River Harbor would seem to have all, or nearly all, the necessary properties to enable it to be converted into a good harbor of refuge.”

“It is to be observed that if the United States are ever to have a harbor of refuge and naval station in the Hawaiian islands in the event of war, the harbor must be prepared in advance by the removal of the Pearl river bar. When war has begun it will be too late to make this harbor available, there is no other suitable harbor on these islands.”

As a means of solidifying a site in the central Pacific, the US negotiated an amendment to the Treaty of Reciprocity in 1887. King Kalākaua, in his speech before the opening session of the 1887 Hawaiian Legislature, stated (November 3, 1887:)

“His Majesty the King of the Hawaiian Islands, grants to the Government of the US the exclusive right to enter the harbor of Pearl River, in the Island of Oʻahu, and to establish and maintain there a coaling and repair station for the use of vessels of the US and to that end the US may improve the entrance to said harbor and do all things useful to the purpose aforesaid.”

Ten years later, “Secretary Long has sent to Congress a report of the project for the establishment of a naval coaling and repairing station at Pearl Harbor, Hawaiʻi, submitted by Rear Admiral Miller, commander-in-chief of the Pacific naval station.”

“As a result of the surveys and examination Admiral Kirkland reported that … the Government should acquire possession of the whole of the Waipiʻo Peninsula, comprising 800-acres of land, if a station is to be located at Pearl Harbor.”

“Secretary Long recommend(ed) that Beckoning Point be selected as a site for the contemplated station, on account of its proximity to East Loch, which has the largest anchorage, as drydocks may be easily built, and as there is ample room for space to dock and undock vessels of any size.” (Sacramento Daily Union, April 2, 1898)

In May, 1899, a coaling station with a capacity of 1,000-tons was established and plans involved increasing that capacity 20-fold. Six months later the Naval Station, Honolulu, was established.

As an example of the coal demand for ships, the battleship USS Massachusetts burned 8-12 tons of coal per hour at full power. In order to fully stock for a deployment at sea, a warship would load thousands of tons of coal on board ship, all of it moved by hand. (Colamaria)

The US Navy dredged the first deep-draft channel into its coaling station at Pearl Harbor in 1903, and suddenly the US had a strategically important naval station in the middle of the Pacific Ocean. (Sanburn) On May 28, 1903, the first battleship, USS Wisconsin, entered the harbor for coal and water. (navy-mil)

The next decade saw steady and continuous growth. On September 23, 1912 Pearl Harbor was closed to all foreign commercial shipping, and foreign warships might enter only by special permission. (Young)

The post-World War I period was characterized by irregular growth of the Naval Operating Base. Appropriations tended to diminish with the economies of the twenties. In 1921, the Naval Station in Honolulu was forced to close because of insufficient funds. Although the Secretary of the Navy referred to Hawaiʻi as the “Crossroads of the Pacific,” nothing was being done to take advantage of its position. (navy-mil)

Networks of coaling stations were established, effectively extending the range of warships; however, the era of the steam warship powered exclusively by coal was relatively brief-lasting from 1871 until 1914.

Fuel oil was the emerging fuel technology. In the early-1900s oil refining procedures had been standardized to the point that fuel oil (bunker oil) was now a better option to feed the fires that powered the ships (plus, the bunker oil took up less storage room on the ships.) (Scott)

The USS Texas, commissioned in 1914, was the last American battleship built with coal-fired boilers. It converted to burn fuel oil in 1925 – resulting in a dramatic improvement in efficiency. By 1916, the Navy had commissioned its first two capital ships with oil-fired boilers, the USS Nevada and the USS Oklahoma.

To resupply them, “oilers” were designed to transfer fuel while at anchor, although underway replenishment was possible in fair seas. During World War I, a single oiler refueled 34 destroyers in the mid-Atlantic – introducing a new era in maritime logistics. (American Oil & Gas Historical Society)

Wartime needs called for more expansion to the Pearl Harbor base facilities. Construction began on a fourth large drydock at the location of the old Coaling Station; these went into service in 1944.
