11th Hour of the 11th Day of the 11th Month

World War I – known at the time as “The Great War” – officially ended when the Treaty of Versailles was signed on June 28, 1919, in the Palace of Versailles outside the town of Versailles, France.

However, fighting ceased seven months earlier when an armistice, or temporary cessation of hostilities, between the Allied nations and Germany, went into effect on the 11th hour of the 11th day of the 11th month.

For that reason, November 11, 1918, is generally regarded as the end of “the war to end all wars.”

In November 1919, President Wilson proclaimed November 11 as the first commemoration of Armistice Day with the following words:

“To us in America, the reflections of Armistice Day will be filled with solemn pride in the heroism of those who died in the country’s service and with gratitude for the victory, both because of the thing from which it has freed us and because of the opportunity it has given America to show her sympathy with peace and justice in the councils of the nations…”

The United States Congress officially recognized the end of World War I when it passed a concurrent resolution on June 4, 1926, with these words:
“Whereas the 11th of November 1918, marked the cessation of the most destructive, sanguinary, and far reaching war in human annals and the resumption by the people of the United States of peaceful relations with other nations, which we hope may never again be severed, and”

“Whereas it is fitting that the recurring anniversary of this date should be commemorated with thanksgiving and prayer and exercises designed to perpetuate peace through good will and mutual understanding between nations; and”

“Whereas the legislatures of twenty-seven of our States have already declared November 11 to be a legal holiday: Therefore be it Resolved by the Senate (the House of Representatives concurring), that the President of the United States is requested to issue a proclamation calling upon the officials to display the flag of the United States on all Government buildings on November 11 and inviting the people of the United States to observe the day in schools and churches, or other suitable places, with appropriate ceremonies of friendly relations with all other peoples.”

An Act (52 Stat. 351; 5 U. S. Code, Sec. 87a) approved May 13, 1938, made the 11th of November in each year a legal holiday—a day to be dedicated to the cause of world peace and to be thereafter celebrated and known as “Armistice Day.”

Armistice Day was primarily a day set aside to honor veterans of World War I, but in 1954, after World War II had required the greatest mobilization of Soldiers, Sailors, Marines and Airmen in the Nation’s history; and later, American forces had fought aggression in Korea, the 83rd Congress, at the urging of the veterans service organizations, amended the Act of 1938 by striking out the word “Armistice” and inserting in its place the word “Veterans.”

With the approval of this legislation (Public Law 380) on June 1, 1954, November 11th became a day to honor American veterans of all wars.

Later that same year, on October 8th, President Dwight D. Eisenhower issued the first “Veterans Day Proclamation” which stated:

“In order to insure proper and widespread observance of this anniversary, all veterans, all veterans’ organizations, and the entire citizenry will wish to join hands in the common purpose.”

“Toward this end, I am designating the Administrator of Veterans’ Affairs as Chairman of a Veterans Day National Committee, which shall include such other persons as the Chairman may select, and which will coordinate at the national level necessary planning for the observance. I am also requesting the heads of all departments and agencies of the Executive branch of the Government to assist the National Committee in every way possible.”

The first Veterans Day under the new law was observed with much confusion on October 25, 1971. It was quite apparent that the commemoration of this day was a matter of historic and patriotic significance to a great number of our citizens, and so on September 20th, 1975, President Gerald R. Ford signed Public Law 94-97 (89 Stat. 479), which returned the annual observance of Veterans Day to its original date of November 11, beginning in 1978.

This action supported the desires of the overwhelming majority of state legislatures, all major veterans service organizations and the American people.

Veterans Day continues to be observed on November 11, regardless of what day of the week on which it falls. The restoration of the observance of Veterans Day to November 11 not only preserves the historical significance of the date, but helps focus attention on the important purpose of Veterans Day:

Today, Veterans Day, is a celebration to honor America’s veterans for their patriotism, love of country, and willingness to serve and sacrifice for the common good.

Common Hawaiian-sounding Words … But Are They Hawaiian?

Are These ‘Traditional’ or New Words and meanings to the lexicon in Hawaiʻi?

While we use them in common language, and most often think of them as traditional Hawaiian words, it seems some words are relatively new to the islands and not part of the traditional Hawaiian language.  Let’s take a look.

Lūʻau
To many, the lūʻau is the quintessential experience and expression of Hawaiian dining and hospitality.  The reality is, it’s a relatively new word.

Traditionally, the ʻahaʻaina or pāʻina were the calls to feast and party together.  These feasts marked special occasions — such as reaching a significant life milestone, victory at war, the launching of a new canoe or a great endeavor. They believed in celebrating these occasions with their friends and families.

In an April 1, 1850 story in ‘The Friend,’ the term lūʻau is used (possibly for the first time – in a translation of ‘Visit of the French sloop of war Bonite, to the Sandwich Islands, in 1836,’) stating, “At the King’s order the luau was served up.  A gastronomic feast is called luau at the Sandwich Islands.”

“It takes its name from an indispensable dish of young taro leaves boiled, or cooked in fat.  In an instant, the cloth was covered with young pigs, fowl, sweet potatoes, luau, etc – all these having been enveloped in leaves and cooked in the earth by the means of red hot stones.”  (The Friend, April 1, 1850)

It’s also not clear if this is the first reference to “lūʻau;” but it predates what Pukui notes as the first use of the term ‘luau,’ where she says it goes back at least to 1856, when it was used in the Pacific Commercial Advertiser. The term “lūʻau” is mentioned again in references to the wedding celebration on Alexander Liholiho and Emma Rooke, when on June 19, 1856 they became known as King Kamehameha IV and Queen Emma.  (This may be the reference Pukui was referring to.)

Palaka
It was a sad day when Arakawas in Waipahu (operating from 1909 to 1995) closed its doors.  Gone was the assortment of colors and sizes of palaka wear (the shirts were originally only blue and white,) as well as the myriad needs filled by the diversity and depth of the merchandise in the store.  Arakawas headed the growth of the palaka shirt.

Peter Young Kaeo (1836 – 1880), resident of the leprosy settlement at Kalaupapa, reported in a letter to his cousin Queen Emma, dated November 4, 1873, that he recently visited the settlement store and there bought several yards of cotton twill “to make me some frocks palaka” this is the first known use of the word palaka to describe the style of clothing: short cuts with no tail and meant to be worn outside of the pants.  (Korn)

Scholars state that ‘palaka’ is a transliteration into Hawaiian of the English word ‘frock,’ the term used for the loose-fitting, long-sleeved work shirts worn by the sailors that came to Hawaiʻi.  Gradually, the word came to describe a type and pattern of cloth; typically made into shirts (into plaid-like woven, not printed pattern.)

Pukui notes it is a checkered shirt; in the 19th century, a coarse work shirt worn by males, mentioned frequently in the literature and especially in Peter Kaʻeo’s letters in 1873–74 to his cousin, Queen Emma, and hence probably from English “frock” rather than from “block”. (Pukui)

Kaukau
Back to food; the notable reference was in a short note from Princess Kaʻiulani to Robert Louis Stevenson.  In part she wrote, “Papa and I would like to have you come to our house on Tuesday next for dinner and Papa promises good Scotch “kaukau” for all you folks.”  (She was referencing ‘food’ or ‘eats.’)

The Hawaiian term for food is ʻai. Kaukau in this context is not an Hawaiian word.  Hawaiian dictionaries note ‘kaukau’ meant a heap of stones in a field used as a temporary altar on which the fruit of the field is laid as an act of worship or a snare to catch birds.

Pukui suggests that this term meaning to eat or drink, is probably local pidgin English derived from “chow chow,” Chinese for food.  It is used by foreigners in conversation with natives, and vice versa.  On the plantations, lunch break was “kaukau time.”

Hui
OK, this one is not as clear; the word is used in the Hawaiian language as “A coming together of two or more things; a uniting; an assembly. (In the Maori language, hui, means, come together.)”  Today, in Hawaiʻi, a ‘hui’ is a partnership or association of folks cooperating in a common cause.

Hui is also a Chinese word, generally meaning ‘conference’, but which is sometimes used to refer to a secret society.  The ‘Hui’ had special meaning in November 1894 when Sun Yat-sen, on his third trip in Hawaiʻi, established the Hsing Chung Hui (Revive China Society,) his first revolutionary society.

On another visit to Hawaiʻi (in 1903,) Sun reorganized the Hsing Chung Hui into Chung Hua Ke Min Jun (The Chinese Revolutionary Army) in Hilo.  In 1905, in Tokyo, Sun reorganized the Hsing Chung Hui and other organizations into a political party called the Tung Meng Hui.  Likewise, the Chinese Revolutionary Army was reorganized and all of its members Tung Meng Hui members.

This party spread all over China and rallied all the revolutionists under its wings.  He then made his last visit to Hawaiʻi to form the Hawaiʻi Chapter of Tung Meng Hui.  The revolutionary movement in China grew stronger and stronger. Tung Meng Hui members staged many armed uprisings, culminating in the October 10, 1911 Wuhan (Wuchang) Uprising which succeeded in overthrowing the Manchu dynasty and established the Republic of China.  (Hmmm, was he using Hawaiian of Chinese in his organizational formation?)

Lomi Lomi Salmon
Back to food; lomi lomi salmon … but Hawaiʻi’s waters don’t teem with salmon; so, how did this become a lūʻau staple and into a compartment of our lūʻau plates?

Near the turn of the last century, the most valuable commercial fisheries in the world, excepting only the oyster and herring fisheries, were those supported by salmon.  Of these the most important, by far, were the salmon fisheries of the Pacific coast of North America (California, Oregon, Washington and Alaska, including also British Columbia.)

Hudson’s Bay Company (HBC) had its regional headquarters was in the Pacific Northwest in the mid-1800s.  Salmon was a mainstay of life of the Northwest Coast Indians.  Fresh or preserved salmon, in turn, became a staple food for HBC posts west of the Rocky Mountains.

By 1830, the HBC was preserving salmon on the Columbia River and at Fort Langley on the Fraser River as well, mainly to feed Company personnel, but with some 200 to 300 barrels of Columbia River salmon exported that year, presumably all to Hawai’i.  Preserved salmon found a ready market on O’ahu, particularly among native Hawaiians.

Just when that notable dish, lomi lomi salmon, first made its appearance is unknown, but if it was in fashion by the 1830s, the HBC can take credit for being the main provider of its principal ingredient.  During the 1830s, HBC sold several hundred barrels of salmon a year in Honolulu.  The 1840s saw a major increase in sales; the peak year was in 1849, with 2,610 barrels exported to Honolulu.

Lomi Lomi salmon, not a traditional Hawaiian dish (however, Hawaiian salt was used in preserving the salmon destined for Hawaiian consumption.)   The source of the salt shipped by HBC to the Northwest Coast could have come from the Moanalua salt lake on Oʻahu, whose salt was considered the best for salting provisions and as a table salt in Honolulu.

Foster Botanical Garden

In 1853, Queen Kalama leased 4.6 acres of land to William Hillebrand, a botanist as well as a physician; he and his wife built a home in the upper terrace area of the present garden. The magnificent trees which now tower over this area were planted by him.

Six years after his arrival, he and nine other Honolulu physicians petitioned to charter an organization called the Hawaiian Medical Society. Today, it is the Hawaii Medical Association.

Appointed physician to the royal family at The Queen’s Hospital (now The Queen’s Medical Center), Hillebrand also served as chief physician at the hospital from 1860 to 1871.

While on a mission for the King to bring Chinese immigrants to work in the islands’ sugar fields, Hillebrand introduced Common Myna birds to Honolulu (as well as “carrion crows, gold finches, Japanese finches, Chinese quail, ricebirds, Indian sparrows; golden, silver and Mongolian pheasants; and [two] axis deer from China and Java”.)

After 20 years, Hillebrand returned to Germany, where he published Flora of the Hawaiian Islands in 1888.

In 1884, the Hillebrand property was sold Thomas R. Foster and his wife Mary E. Foster, who continued to develop the garden at their homesite.

In 1919, Foster leased two-acres to the Hawaiian Sugar Planters’ Association for its experiment station, under the direction of Dr. Harold L. Lyon, a botanist and plant pathologist.

Lyon proceeded to build on the work of plant conservation and landscape architecture which Dr. Hillebrand and Mrs. Foster had initiated. By 1925, his plant nursery had produced over a million trees, most of them exceptional varieties which were not grown elsewhere.

Hundreds of new species of trees and plants had been imported, cultivated and distributed throughout the Hawaiian Islands.

Upon Mrs. Foster’s death in 1930, the 5.5 acre site was bequeathed to the City and County of Honolulu as a public garden and was opened to the public on November 30, 1931, with Lyon as its first director.

Over a span of 27 years, Dr. Lyon introduced 10,000 new kinds of trees and plants to Hawaiʻi. The Foster Garden orchid collection was started with Dr. Lyon’s own plants.

Through purchases by the City and gifts from individuals, under the directorship of Paul R. Weissich (1957-89), Foster Garden expanded to over 13.5-acres and also developed four additional sites on Oahu Island to create the 650-acre Honolulu Botanical Gardens system (including, Hoʻomaluhia Botanical Garden, Koko Crater Botanical Garden, Liliʻuokalani Botanical Garden and Wahiawa Botanical Garden.)

Taken as a whole, these five gardens feature rare species from tropical environments ranging from desert to rainforest, comprising the largest and most diverse tropical plant collection in the United States.

In addition to being a pleasant place to visit, Foster Botanical Garden is a living museum of tropical plants, some rare and endangered, which have been collected from throughout the world’s tropics over a period of 150 years.

Today the garden consists of the Upper Terrace (the oldest part of the garden); Middle Terraces (palms, aroids, heliconias, gingers); Economic Garden (herbs, spices, dyes, poisons); Prehistoric Glen (primitive plants planted in 1965); Lyon Orchid Garden; and Hybrid Orchid Display.

It also contains a number of exceptional trees, including a Sacred Fig which is a clone descendant of the Bodhi tree that Buddha sat under for inspiration, a sapling of which was gifted to Mary Foster by Anagarika Dharmapala in 1913.

In 1975, the Hawaiʻi State Legislature found that rapid development had led to the destruction of many of the State’s exceptional trees and passed Act 105 – The Exceptional Tree Act.

The Act recognizes that trees are valuable for their beauty and they perform crucial ecological functions. All told, Foster Botanical Garden contains 25 of about 100 Oʻahu trees designated as exceptional.

College Hill

In 1829, Hiram Bingham was given the lands of Kapunahou – he subsequently gave it to the American Board of Commissioners for Foreign Missions (ABCFM) – to establish Punahou School.

Founded in 1841, Punahou School (originally called Oʻahu College) was built at Kapunahou to provide a quality education for the children of Congregational missionaries, allowing them to stay in Hawaiʻi with their families, instead of being sent away to school.  The first class had 15 students.

The land area of the Kapunahou gift was significantly larger than the present school campus size.  Near the turn of the last century, the Punahou Board of Trustees decided to subdivide some of the land – they called their subdivision “College Hills.”

Inspired by the garden suburb ideals then becoming popular both in North America and Europe, and especially England, College Hills was initiated as a way of raising revenue for the school.

College Hills was one of several enclaves for Honolulu’s wealthier residents and marked the true beginning of park-like suburban developments in Hawaiʻi.

Following upon earlier subdivisions, such as the 1886 Seaview Tract in the area now known as “lower Manoa,” the College Hills Tract was an important real estate development in the history of Honolulu.

Using nearly 100 acres of land previously leased out as a dairy farm, Punahou subdivided the rolling landscape into separate parcels of from 10,000- to 20,000-square feet.

The “Atherton House” was built on one of the most attractive of these parcels (actually six lots purchased together.) Situated on a slight rise, and protected by the hillside of Tantalus rising to the west (Ewa) side, the Atherton House, part of the new wave of Mānoa residences. It represented the move of one of Hawaiʻi’s elite families into an area thought before to be countryside.

College Hills soon became a desirable residential area served by a streetcar, which traveled up O‘ahu Avenue and made a wide U-turn around the Atherton home on Kamehameha Avenue.

The Atherton House was the residence of Frank C Atherton and his wife Eleanore from 1902 until his death in 1945. (Mrs. Atherton continued living in the house until the early-1960s.)

Designed by architect Walter E Pinkham, the shingled two-story wood-framed house reflects the influence of the late Queen Anne, Prairie and Craftsman styles, but its lava rock piers, ʻōhia floors and large lanai denote it as Hawaiian.

The house was a gift to Atherton from his father, Joseph Ballard Atherton, the family patriarch in Hawaiʻi, who was one of a small group of North Americans and Europeans that became prominent in Hawaiʻi’s business and political life toward the end of the 19th century.

Arriving in Honolulu from Boston in 1858, JB Atherton worked first for the firm of DC Waterman, before taking a position with the larger company of Castle and Cooke.

In 1865, JB Atherton married Juliette Montague Cooke, a daughter of the Reverend Amos Starr Cooke, one of the islands’ early missionaries. Together they had six children (including Frank.)

JB Atherton became a junior partner of Castle and Cooke; by 1894, as the sole survivor of the firm’s early leadership, he became president.

He worked closely with the Pāʻia Plantation and the Haiku Sugar Company on Maui, and in 1890 was one of the incorporators of the ʻEwa Plantation Company. Together with BF Dillingham, he organized the Waialua Agricultural Company, Ltd and became the first president

Atherton served for many years the president of Castle and Cooke, one of the “Big Five” companies in Hawaiʻi. At Castle and Cooke, he distinguished himself as an energetic and progressive leader, who helped transform Hawaii’s economy away from the single agricultural crop of sugar toward greater diversity.

Eventually, Frank C Atherton would become vice-president and then president of Castle and Cooke.

For 60 years the “Atherton House” was the home of the Atherton family; the Atherton’s children donated it to the University of Hawaiʻi in 1964 to serve as a home for the University of Hawaiʻi president – the University named the home “College Hill.”

While it is the designated home for the University of Hawaiʻi president, and now bears the name “College Hill,” it didn’t get its name because the UH president lives there.  (The Mānoa residence was built five years before the University was founded.)

Oʻahu College – as Punahou School used to be called – was located nearby. Thus, the Mānoa Valley section where Frank and Eleanore Atherton had their country home was called “College Hills Tract.”

Waiāhole Ditch

In 1897, the Oʻahu Sugar Company established a large-scale sugar plantation on the dry, southwestern side of Oʻahu.  Irrigation water for the sugar-cane plantation was initially pumped from the Pearl Harbor aquifer.

Because of the high pumping cost, the Oahu Sugar Company constructed the Waiāhole Ditch System to transport, by gravity, surface water from the northeastern side of the Koʻolau Range.  The Waiāhole Ditch collection and delivery system was initially constructed during 1913-1916.

The system intercepts large amounts of dike-impounded ground water at high altitudes (above approximately 700 to 800-ft) that previously discharged to Waiāhole (and its tributaries Waianu and Uwao), Waikāne and Kahana Streams through seeps and springs.

The main tunnel through the Koʻolau Range was primarily designed as a transmission tunnel. The success of this tunnel in intercepting large amounts of dike-impounded ground water in the Koʻolau Range led to the construction of additional high-level ground-water development tunnels.

Between 1925 and 1935, six tunnels with headings directed into the Koʻolau Range were added to the ditch system to develop ground water stored in dike compartments. Four development tunnels (Uwao, Waikāne 1, Waikāne 2 and Kahana) were considered successful.

For nearly a century, the Waiāhole Ditch System has diverted an average of approximately 27-million gallons per day of water from the wet, northeastern part of windward Oʻahu, to the dry, central part of the island to meet irrigation needs.

This diverted flow consists of ground water gained from the connecting tunnels, the four development tunnels, and the trans-Koʻolau tunnel and of surface water gained primarily from Kahana Valley.

The flow diversion through the tunnel is pretty low tech; a redwood board determines the flow direction and amount.  Depending on which marker the board is raised or lowered to, more or less water flows to leeward or windward areas.

If the board is raised, more water flows to the leeward side.  Conversely, the more the board is lowered, the greater the amount of water that flows to Waiāhole stream.

The Waiāhole Ditch collection and delivery system is a 26.5-mile-long system, also called “the ditch,” extending from Kahana Valley on the Windward side to the Kunia area on the Leeward side.

The effects of Waiāhole Ditch diversions received significant attention in 1993, when it became known that large amounts of diverted water were not being used for irrigation and instead were being released into streams on the leeward side of Oʻahu.   This coincided with the Oʻahu Sugar Company announcement of the closure of its sugar-plantation operations.

Windward stream water for leeward uses initiated a legal proceeding (Waiāhole Ditch Contested Case) before the Hawaiʻi Commission on Water Resource Management (CWRM) over rights to the water.

The Waiāhole case arose from the efforts of small family farmers and Native Hawaiians, led by citizen groups Hakipuʻu ʻOhana, Ka Lahui Hawaiʻi, Kahaluʻu Neighborhood Board, Makawai Stream Restoration Alliance and a coalition of supporters (collectively the “Windward Parties”), to restore streams originally diverted by Central O`ahu sugar plantations.

But large scale agricultural and development interests, including Campbell Estate, Robinson Estate, Kamehameha Schools, Dole/Castle & Cooke, and others, joined by the State, pushed to continue the flow of Windward water to leeward lands to subsidize golf course irrigation, short-term corporate agriculture, and housing development.

After seven months of administrative hearings, the Water Commission issued its first decision in 1997, which both the Windward and Leeward parties appealed to the Hawaiʻi Supreme Court.

The Windward Parties argued that not enough water had been restored to the streams, while Leeward interests complained that too much water had been returned.

In August 2000, the Hawaiʻi Supreme Court issued a landmark decision in the first appeal.  Although the Court acknowledged the Commission’s efforts at stream restoration, it vacated the Commission’s decision and sent the case back to the Commission.

After holding more hearings, the Commission issued a second decision in December 2001, which the Windward Parties again appealed.

The Court ruled that much of the decision failed to comply with the State Water Code and public trust principles, and the Commission had failed to make sufficient findings, based on evidence in the record, to support its various rulings.

It ordered the Commission to reconsider the amount of water the Windward streams need to support native stream life and community uses, vacated permits the Commission had issued to Leeward interests, and ordered the Commission to make a new decision on the permits that followed from the evidence.

On July 14, 2006, the Hawaiʻi State Commission on Water Resource Management issued a split decision in the landmark water rights litigation over the stream flows diverted by the Waiāhole Ditch System on O`ahu.

Four members of the Commission (a majority) voted to largely maintain the allocations the Commission approved in its original 1997 decision, including extensive diversions for Leeward uses, such as corporate agriculture and golf courses.

However, two Commissioners issued a dissent criticizing the majority for failing to give more protection to Windward stream resources and uses.

As Water Commission Chair, I was happy to have authored the dissent (with significant assistance from the Attorney General’s office) and pleased that Chiyome Fukino, state Department of Health Director, joined me in the dissent.

In 2010, the Intermediate Court of appeals vacated the water use permit issued in the 2006 decision and remanded the case back to the Water Commission. (Lots of information here from USGS and EarthJustice reporting on the ditch system and Waiāhole Ditch case.)
