Junior … Intermediate … Middle

The arrival of the first company of American Protestant missionaries in Hawaiʻi in 1820 marked the beginning of Hawaiʻi’s phenomenal rise to literacy.

The missionaries were scattered across the Islands, each home was usually in a thickly inhabited village, so that the missionary and his wife could be close to their work among the people. The missionaries established schools associated with their missions .

On July 14, 1826, the American missionaries finalized a 12-letter alphabet for the written Hawaiian language, using five vowels (a, e, i, o and u) and seven consonants (h, k, l, m, n, p and w.) That alphabet continues today.

Planning for the written Hawaiian language and development by the missionaries was modeled after the spoken language, attempting to represent the spoken Hawaiian sounds with English letters.

Interestingly, these same early missionaries taught their lessons in Hawaiian to the Hawaiians, rather than English. The missionaries learned the Hawaiian language, and then taught the Hawaiians in their language. In part, the mission did not want to create a separate caste and portion of the community as English-speaking Hawaiians.

Common schools (where the 3 Rs were taught) sprang up in villages all over the Islands. In these common schools, classes and attendance were quite irregular, but nevertheless basic reading and writing skills (in Hawaiian) and fundamental Christian doctrine were taught to large numbers of people. The chiefs became proponents for education and edicts were enacted by the King and the council of chiefs to stimulate the people to reading and writing.

“Statute for the Regulation of Schools” passed by the King and chiefs on October 15, 1840. Its preamble stated, “The basis on which the Kingdom rests is wisdom and knowledge.”

“Peace and prosperity cannot prevail in the land, unless the people are taught in letters and in that which constitutes prosperity. If the children are not taught, ignorance must be perpetual, and children of the chiefs cannot prosper, nor any other children”.

The 1840 educational law mandated compulsory attendance for children ages four to fourteen. Any village that had fifteen or more school-age children was required to provide a school for their students.

William Richards, a missionary, was appointed Minister of Public Instruction and helped develop a highly-organized educational system. He was later replaced by missionary Richard Armstrong. Richard Armstrong is known as the “the father of American education in Hawaiʻi.”

In 1855 the office of Minister was replaced by the Board of Education, whose members were appointed by the King, and the department was named the Department of Public Instruction.

The educational system and means of instruction evolved over time, in the Islands and across the continent. Younger learners were first in ‘preparatory’ or ‘grammar’ schools in the Islands (we now generally refer to these as elementary schools.)

Older learners were in ‘colleges’ (i.e. Oahu College (Punahou,) St Louis College;) these are now typically called high schools.

Historically, grades K-8 were considered ‘elementary.’ In 1888 on the continent, Charles Eliot launched an effort to reorganize schooling, arguing that the last years of elementary school was a waste and students should be working on college preparatory courses instead. Rather than grades 7 and 8 as part of elementary, the push was to put them in the high school.

Then, on July 6, 1909, the Columbus, Ohio, Board of Education authorized the creation of the first junior high school in the US. (Ohio History Central)

In the Islands, between 1909 and 1920 the education system underwent a series of changes. In 1909, school agents were replaced by supervising principals; in 1913 the building and maintenance responsibilities of the school agents were transferred out of the department to the Counties. In 1920, a report was published on the survey of schools conducted by the Bureau of Education of the Federal Department of the Interior.

The report noted that on the continent typical middle-class families in America were sending their children to public secondary schools, but in Hawai‘i, public schools were so few and geographically isolated, that many had to go to private schools or were forced to drop out.

Therefore, the commission recommended the establishment of secondary or Junior high schools which should offer more academic and vocational choices to feed various high schools. (NPS) There was a rapid increase in the establishment of Junior high schools.

By 1922, there were six in the rural parts of the state. In 1928, Central Grammar School became Central Junior High School with an enrollment of approximately 1,200 students and 47 teachers. It was one of 5 Junior high schools in Honolulu (with Lincoln, Washington, Kalākaua and Lili‘uokalani.) (NPS)

Then, in 1932, the board of education changed all formerly-named Junior High Schools to Intermediate Schools. (NPS) The education department continued to maintain a policy of naming Intermediate schools after American Presidents or members of the Hawaiian Royal family.

Then, a new reform movement took place with the Junior/Intermediate-aged students (~11-13;) rather than have a focus on college preparatory, school reformers were looking for an educational program to meet the intellectual, emotional, and the interpersonal needs of young adolescents. (Jadallah)

In 1963, William Alexander first used the expression middle school to describe the schools between elementary and high school. Alexander, regarded as the ‘father of the middle-school,’ led the movement to create middle-schools and a middle-level curriculum that would meet the unique needs of young adolescents. (McFarland)

The Carnegie Corporation (1989) issued a report that profoundly affected the education of young adolescents. ‘Turning Points’ advocated reforms intended to make their education more personalized, supportive, and active: interdisciplinary teams, cooperative learning, involvement with families and community, mentoring, and active teaching. With a new program, school names started to change again. While no wholesale change took place (as happened with the Junior High to Intermediate,) Intermediate schools in the Islands started adopting the ‘Middle School’ philosophy and label.

Today, while the Junior High School reference is long gone, there are many Intermediate and Middle Schools across the Islands.

Ossipoff Meets Mid-19th Century

The Walter Irving Henderson House in Kona was featured in a 1958 edition of Sunset Magazine – they said, “The house is small but takes care of a large number of guests without crowding.”

It is a combination of classics – the first floor structure was built, circa 1864, as a small church or meeting house; in 1953, the deteriorated church was renovated and the second floor was added, for use as a beach house.

The first-floor stone walls were part of the original Kahului Church building, and were constructed in a style that was typical of the Kona District in the mid-19th century.

Lava rock was a plentiful raw building material in Kona, while other construction materials such as wood were not as readily available. Once missionaries arrived, and began to build permanent houses of worship, they found that building with stone was the most economical and expeditious means of constructing what they needed.

These buildings were constructed with local lava rock held together with lime mortar produced with coral, typically burned on site. In some cases, the stones used came from local heiau. (It is not known if that was the case here, though there are records of heiau nearby.)

It is also not known who built the Kahului Church. One of the most well-known builders of Kona’s nineteenth century stone churches was the Reverend John D Paris, an American Board of Commissioners for Foreign Missions Protestant missionary who was first in charge of the mission’s Kaʻū area, and then the North Kona area.

Many church buildings constructed in the Kona area are attributed to Paris; however this is thought to be a former Catholic church.

The first floor stone walls were constructed circa 1864 when the land was granted to Kapae in Royal Land Grant #2961, and the Kahului Church building is believed to have been constructed.

It is likely that the readily available lava rock building material allowed the missionaries to build in a similar style to Paris. For example, this type of construction was also used in the larger St. Michael’s Catholic Church in Kailua town.

An 1892 map shows Kahului Church, along with a nearby structure labeled “Makuakane” (which translates approximately to “father” in English, giving a strong indication that this was likely a Catholic priest’s house.)

The structure was modified from the original one-story church form to its existing two-story appearance in 1953; the entire second floor and interior of the first floor were designed by celebrated local architect Vladimir Ossipoff.

Ossipoff’s design for the Henderson House was innovative, and created an extremely unique house that, though it does not look like most of his other work, nonetheless embodies the majority of his aesthetic and philosophy of design.

Ossipoff was a prominent architect in the Islands, working between the 1930s and 1990s. He was recognized locally, nationally and internationally for his designs. He is best known for his contribution to the development of the Hawaiian Modern movement.

This style is characterized by the work of architects who “subscribed to the general modernity of the International Style while attempting to integrate the cultural and topographical character of the (Hawaiian) region.” (Sakamoto)

The main portion of the first floor of the house is one large open room, and has a scored, finished concrete floor, painted plastered walls, and an open beamed ceiling that exposes the floorboards of the second floor.

The thick stone walls create deep niches at the door and window openings; the center-opening doors and shutters installed do not extend beyond the width of the walls.

The property perimeter has a dry stack rock wall, dating possibly to the early- to mid-1800s. This was when a government commission began requiring formal property boundaries be erected by the year 1862.

Walls of this type, comprised of stones fitted together without mortar to hold them in place, had commonly been constructed in pre-contact times for a variety of uses.

As early as Kamehameha I in the 1820s, dry-stack walls were used in the Kona area as barriers to prevent wandering cattle. As ranching grew in the later part of the nineteenth century, more walls were needed to contain the growing number of cattle.

In Kona building and repairing dry-stack stone walls was common until the 1930s, but diminished throughout the Territory of Hawaii with the greater availability of alternate materials for walls and fences at that time.

The house was recently reviewed for listing on the State Register of Historic Places and the National Register. (Most of the information here is from Jones, NPS.)

Herbert, William & Jack

Good seafaring men of Maine stock, whose parents went to California in Forty-nine, they followed a natural inclination, and the application of Yankee methods soon built up a business which has grown to be one of the most important in the Islands. (Rogers)

The family hailed from San Diego – four boys, Herbert, William, Jack and Edgar, and older sister Edith. The family patriarch, John, had sailed through the Isthmus of Panama to San Francisco from New Brunswick in 1849 then skippered the schooner Champion for several years along the West Coast.

The boys must have inherited this nautical bent because, at an early age, they were hiring themselves out for fishing trips using a small skiff that they sailed around the bay. In the summer of 1899, all four boys ran a glass-bottomed boat excursion at Catalina Island.

Then, on January 19, 1900, 29-year old Herbert and 25-year old William had their first view of Honolulu after a ten-day journey from San Francisco.

Shortly after, Jack, age 18, arrived on October 16, 1900; youngest of all, Edgar, arrived in July 1901 (but being only fifteen at the time, he attended McKinley High School before returning to California to study medicine.)

Shortly after arrival, the boys were “building a boat fitted in the bottom with a cased pane of the finest plate glass procurable, one-fourth of an inch thick. This will be so placed that it can be easily removed, as one of the most important conditions for success is that the glass be perfectly clean.”

“This kind of boat is much used on Catalina island.… With a glass bottomed boat, where the light from above is excluded be a wide awning the bottom may be inspected at from twelve to eighteen fathoms.”

The boys planned “to take passengers out to the reef surrounding the (Honolulu) harbor”. (Pacific Commercial Advertiser, October 31, 1901) They did other things to entertain people, as well.

Fifty members of the Methodist Church were their guests; “the entertainment taking the form of a moonlight ride about the harbor, and refreshments at the island home of the hosts.”

They “spent the evening upon the waters or the bay. There was a compete round of the harbor made, the launches going out to where the lights of the battleship Wisconsin outlined the mass of the great ship, and then the return(ed) (for) an hour spent in games and partaking of refreshments, after which there was another ride about the placid bay before the good nights.”

“The evening was enlivened with music, several of the young people taking musical instruments with them. The arrangements were made by Mrs. Katherine Clarke, the chairman of the social committee.” (Pacific Commercial Advertiser, October 25, 1901)

They also added other adventure. “Professor PM Stewart who occupies one of the chairs of language in Cambridge University, England, has had an experience during his visit to Honolulu that probably never came to him before. He went shark fishing”

“On Friday he caught a shark. His wife who has attracted much attention in this city on account of being a very tall striking looking blonde with very ultra English appearance, accompanied him and to catch the first shark.”

“He hooked one shark yesterday morning and drew the shark close to the boat and then started to dispatch the sea wolf with a spade. The weapon was bent and then Professor Stewart took a hatchet to strike the monster. In his excitement the professor struck the line with the hatchet cutting the line and allowing the shark to escape.”

“Later in the day a second shark was caught near the bell buoy. This time the shark was dispatched without cutting the line and was towed in shore. The shark measured about 14 feet in length and was of the man eating variety.”

The boys “have hit on a new scheme for shark fishing. They are able now to take the sharks with a hook and line instead of harpooning them as was done formerly. Some very successful expeditious have been taken out by tile young men.” (Hawaiian Star, June 2, 1906)

They also looked at other fish activities …

It was the idea of Jack. “He has been plying the waters of the bay at all hours of the day and night for many years and had grown so accustomed to seeing the buzzing blue fish leap out of the water as his launch plowed past that he knew, almost to a foot, where every school of flying fish is between the bell buoy and Diamond Head.” (Pacific Commercial Advertiser, August 23, 1910)

“Yesterday a new sport was born; Waikiki bay was the birthplace, and HP. Wood of the Hawaii promotion committee was the accoucheur. For the first time in the history of the field and gun were flying fish flushed with a steam launch and shot on the wing.”

“It was a brand new experience in the hunting line that a party of local nimrods and visitors indulged in yesterday morning, an experience that will undoubtedly be shared in by many others before long. Taking pot shots at fish on the wing is sport of the first water, affording plenty of exercise in the good sea air, giving the opportunity for quick shooting, providing for the use of all the alertness contained within a man and being not too hard upon the fish.”

It all was not fun and games. In those days, there might be from five to twenty sailing ships off Sand Island. When a ship came in, the anchor line had to be run out to secure the ship; if the ship was coming to the dock, a line had to be carried to the pier.

In the early years of the company, they used its first boat, Billy, to service the ships by carrying supplies and sailors to ships at anchor outside the harbor, as well as run lines for anchoring or docking vessels. They also pulled boats off the reefs, conducted salvage operations and various other harbor-related activities.

Regularly, the brothers were called upon to help in rescue and salvage operations, including, “For more than an hour yesterday morning Prince Kuhio Kalanianaole and the three companions with whom he started to make the sail from the harbor to Pearl River, in is yacht the Princess, battled for their lives in the waves which swept over their heads …”

“It was left for some young men on the galleries of the Myrtle Boat house to see, without a glass, the accident and the position of the sailors, and to rush an order to (Herbert and William) and to send their fastest launch to the rescue.”

“When the men were reached they were all in fair shape though they felt the effects of the battering of the waves and were considerably exhausted by the strain upon them. They were taken into the launch and a line passed to the yacht and she was towed to her anchorage off the club house.” (Pacific Commercial Advertiser, November 17, 1902)

Oh, the boys of this story, the brothers, Herbert, William and Jack (and a bit of their early history) … they were the Young brothers. Their company, Young Brothers, eventually grew over the years into an active interisland freight company. Young Brothers continues today.

In 1999, Saltchuk Resources, Inc of Seattle, Washington, the parent company of Foss Maritime, acquired Young Brothers and selected assets of Hawaiian Tug & Barge. In 2013, Hawaiian Tug & Barge was rebranded and incorporated into the Foss Maritime fleet, while Young Brothers remains a wholly own subsidiary of Foss.

The youngest of the Young Brothers, Jack, is my grandfather. (Lots of information here is from YB-100.)

Edwin Lani Hanchett

On September 26, 1967, the telephone rang with the news the Rev. Edwin Lani Hanchett, the first priest of the Episcopal Church of Hawaiian ancestry, rector of St. Peter’s, Honolulu, had been elected Hawaii’s first suffragan Bishop by the House of Bishops meeting in Seattle; he later (January 18, 1970) became the first Bishop of Hawaiian ancestry of the Episcopal Church.

The eldest child of six (five boys and one girl,) Hanchett was born at Hoolehua, Molokai, on November 2, 1919 to Dr Alsoberry Kaumualiʻi Hanchett and Mary Hazel (McGuire) Hanchett.

His father was the first person of Hawaiian ancestry to graduate from Harvard Medical College; the first doctor of Hawaiian descent to practice in the Islands; first City-County physician in Honolulu and first doctor at the Shingle Memorial Hospital, Molokai.

His grandfather, Salem Hanchett of Massachusetts, went to sea as a teenager aboard a Pacific whaler, and settled on Kauai during the reign of King Kaumualiʻi; he married Aluhua Aka, a descendent of Kaumualiʻi.

In 1848, he was granted citizenship in the Kingdom of Hawaiʻi, and seven years afterward, he obtained a license to operate a Wailua River ferry at a time when no bridges spanned the river. (Soboleski)

Hanchett was baptized in the Holy Cross Chapel and confirmed at St Alban’s Chapel, Iolani School (from which he graduated – Class of 1937.)

He attended the University of Hawaii (1937-1939) and the Church Divinity School of the Pacific, Berkeley (1958.)

Originally a pre-med student, Hanchett worked at the City-County Emergency Hospital (1938-1941) at the corner of Miller and Punchbowl, only a block from St. Peter’s.

On June 21, 1941, Hanchett married Puanani Akana (the fourth of nine children born to John and Julia Spencer Akana (she graduated from the Priory in 1937) of Kalihiwai, Kauai; they had four children: Carolyn, Suzanne, Stuart and Tiare.

During the war, Hanchett took a position in the Navy Yard at Pearl Harbor, supervising for the duration that section of the Supply Department servicing and supplying naval aircraft; he later worked in the Territorial Tax Office in Lihue.

He was a full-time youth worker for Kauai in 1950, becoming a lay-reader, and reading for orders. On July 20, 1952, he was ordained deacon at Christ Church, Kilauea, parish church of his wife’s family.

The ordination to the Diaconate was the fulfillment of a cherished dream ever since his days in ʻIolani School for boys; he had hoped that someday he might study for Holy Orders.

The next day, Hanchett left with his family for Holy Innocents’, Lahaina, Maui. As Archdeacon of Maui, Hanchett assisted the churchpeople of Molokai to establish Grace Church, Hoolehua and was instrumental in helping establish Camp Pecusa at Olowalu, Maui.

“Camp Pecusa” (PECUSA was an acronym for “Protestant Episcopal Church United States of America”) began as a church-sponsored camp for children in 1950 at Fleming’s Beach at Kapalua.

Campers stayed in big Army tents left over from World War II. Five years later, as the popularity of the camp continued to grow, Pioneer Mill leased the site Olowalu to the Church. The church held the lease on the campground until 2005, when the land was bought by a private company (now Camp Olowalu.)

Hanchett was ordained priest by Bishop Kennedy on September 19, 1953 (Ember Saturday). He later presided as vicar of St. George’s, Pearl Harbor during 1960-1961, and as rector of St. Peter’s, Honolulu, beginning in 1961.

Then, on January 18, 1970, he became diocesan Bishop at Saint Andrew’s Cathedral.

When cancer claimed his life in 1975, Rev. James Long, canon of the diocese noted, “We all loved him so and we loved him for what he was — a great friend, a great priest and great bishop and, above all, a man of great spirituality.”

Roman Catholic Bishop John Scanlan said, “The entire Hawaiian community has lost a valiant and gentle Christian man in the passing of Bishop Lani Hanchett.”

Martial Law

The Japanese attack on Pearl Harbor on December 7, 1941 lasted 110-minutes, from 7:55 am until 9:45 am. By 10:30 am, in co-operation with the Navy, the Army began to apply a tight censorship to prevent the transmission from Hawaiʻi of any unauthorized information about the attack or about the condition of Oʻahu’s defense forces after it was over.

Shortly after, Joseph Boyd Poindexter, Governor of the Territory of Hawaiʻi, by proclamation, invoked the powers granted him under the M-Day Act.

Titled ‘Hawaiian Defense Act 1941,’ the M-Day Act (M standing for mobilization) was first introduced in the legislature in April, 1941. It contemplated that in a maximum emergency, the Governor was authorized to declare a state of emergency in attempt to avoid the necessity of martial law. (Green)

At 11:30 am, December 7, 1941, Governor Poindexter exercised his powers and “declare(d) and proclaim(ed) a defense period to exist throughout the Territory of Hawaiʻi.”

However, at 3:30 pm of the same day, Poindexter issued a second proclamation where he placed the Territory of Hawaiʻi under martial law and authorized the “Commanding General, Hawaiian Department, during the present emergency and until the danger of invasion is removed, to exercise all the powers normally exercised by me as Governor”. He followed-up with a telegram to the President of the US.

“I have today declared martial law throughout the Territory of Hawaii and have suspended the privilege of the writ of habeas corpus. Your attention is called to section 67 of the Hawaiian Organic Act for your decision of my action.” (Governor Poindexter to President Roosevelt, December 7, 1941)

(Writ of habeas corpus (‘that you have the body’) is a process in the US system used to bring a party who has been criminally convicted in state court into federal court. Usually, writs of habeas corpus are used to review the legality of the party’s arrest, imprisonment or detention.) (Cornell Law School)

The President responded, “Your telegram of December 7th received and your action in suspending the writ of Habeas Corpus and placing the Territory of Hawaii under martial law in accordance with USC Title 48, Section 532 has my approval.” (President Roosevelt to Governor Poindexter, December 9, 1941)

The Army’s Commanding General of the Hawaiian Department (Lt General Short) became the Military Governor of Hawai’i, assuming comprehensive executive, legislative and judicial powers.

The martial law regime affected every resident of the Territory of Hawaiʻi, citizen and foreign alike. Never before or after in American history were US citizens kept under martial law in such numbers or for so long a time.

On the first day, December 7th, an advisory board was appointed consisting of informed local citizens. At 6:04 pm, the police radio broadcast: “From now on nobody allowed out of their homes.”

All saloons were closed, and a Provost Court and Military Commission were appointed for the enforcement of the orders of the Military Governor. (Green)

In his first proclamation as Military Governor on December 7, 1941, Lt General Short stated that: “I shall therefore shortly publish ordinances governing the conduct of the people of the Territory with respect to the showing of lights, circulation, meetings, censorship, possession of arms, ammunition, and explosives, the sale of intoxicating liquors and other subjects.”

“In order to assist in repelling the threatened invasion of our island home, good citizens will cheerfully obey this proclamation and the ordinances to be published; others will be required to do so. Offenders will be severely punished by military tribunals or will be held in custody until such time that the civil courts are able to function.”

Martial law suspended constitutional rights, turned the civilian courts over to the military, imposed blackout and curfew, rationing of food and gasoline, censorship of mail and news media, temporary prohibition, realigned business hours, froze wages, and regulated currency.

All civilians over six years of age were required to be fingerprinted. Except for taxes, General Orders, issued by the Military Governor, regulated every facet of civilian life, from traffic control to garbage collection. Violations were punished summarily by provost courts or military tribunals; there was no right of appeal. (Hawaiʻi Army Museum)

Under martial law, military officers assumed all legislative, executive and judicial powers.

The two houses of the Hawaiʻi legislature, as well as judges of all courts, Territorial and federal, were not on the organizational chart as part of the martial law government. Under the martial law regime, there was no room for legislation, other than decrees by the military.

While members of the legislature and many emergency committees met daily in the halls of the legislature in ʻIolani Palace, the military governor did not recognize the legislature as a source of legislative power. Likewise, since law enforcement was concentrated in the military commissions and provost courts, the local courts held no position. (Anthony)

The courts of the Territory were closed as of December 8, 1941 by order of the military. On January 27, 1942, the Military Governor stated that the courts were restored to their full jurisdiction “as agents of the Military Governor.”

On the criminal side, however, the courts could not under the order summons a grand jury; on the criminal or civil side they could not grant a jury trial, or at any time grant a writ of habeas corpus. (US District Court, 1944)

Japanese Americans were incarcerated in at least eight locations on Hawaiʻi. These sites that include Honouliuli Gulch, Sand Island, and the U.S. Immigration Station on Oahu, the Kilauea Military Camp on the Big Island, Haiku Camp and Wailuku County Jail on Maui, and the Kalaheo Stockade and Waialua County Jail on Kauaʻi.

In all, between 1,200 and 1,400 local Japanese were interned, along with about 1,000 family members. The number of Japanese in Hawai‘i who were detained was small relative to the total Japanese population here, less than 1%.

Beginning in July 1942 the powers of government were gradually restored to civilian authority, but some degree of martial law continued.

On February 8, 1943, power was restored to the Governor, the courts and the legislature. The commanding general proclaimed, “Full jurisdiction and authority are hereby relinquished by the Commanding General to the Governor and other officers of the Territory of Hawaiʻi”. (Anthony)

This did not extinguish all of the military control; the title and office of the Military Governor’ were retained. In July, 1944, the office was renamed Office of Internal Security. On October 24, 1944, President Roosevelt terminated martial law and restored the writ of habeas corpus. (Anthony)

Military Generals having control of the Islands and their terms included: Walter C Short (December 7, 1941 – December 17, 1941,) Delos C Emmons (December 17, 1941 – June 1, 1943) and Robert C Richardson, Jr (June 1, 1943 – October 24, 1944.)

This was not the first proclamation of martial law in the Islands. On January 17, 1893, martial law was declared by the Provisional Government of the Hawaiian Islands.

Then, on January 7, 1895, Republic of Hawaiʻi President Sanford B Dole declared martial law following Kaua Kūloko (Civil War 1895) when forces attempted to return Queen Liliʻuokalani to the throne following the overthrow of constitutional monarchy. Martial law, then, lasted until March 18, 1895.
