Alexander House Settlement

The Hawaiian settlement house movement was a smaller version of the American movement best represented by Chicago’s Hull House. Staffed by members of the middle class, these institutions sought to help immigrant families adapt to the language and customs of their new country.

The word ‘settlement’ had connotations of the frontier middle-class ‘settling’ in the inner city. Settlement houses in Hawai‘i and the US offered educational services, staged community events, build libraries and in general tried to enhance the lives of their neighborhoods.

Behind the settlement house effort was the progressive belief in the importance of social cohesion, the belief that individuals are not autonomous but part of a web of social relationships and that welfare of any single person is dependent on the welfare of society as a whole. (Castle)

“The ‘Settlement’ as developed both in England and the United States is concerned with the social and moral well-being of its community in both concrete and spiritual form.”

“But since its field is among people of many races and creeds and of widely different economic standing it cannot restrict itself by adhering to any channel of dogma or belief which represents only a portion of the community. Like any rule this one has its exceptions, but that is the general principle upon which a Settlement must work if it wishes to be a community organization.”

“The Settlement field is that of applied social science; what we might call the firing line of our social, political, and economic theory.”

“This field always represents the frontier between the great body of theory and principle and the great body of condition and fact – applying, adapting and proving or disproving the one to the other by concrete expression. That is the field and the fundamental principle adopted by the Alexander House Settlement.” (The Friend, December 1922)

The precursor of the Alexander House Settlement was a Chinese Mission located in Wailuku to which Miss Charlotte L Turner came to take charge in 1893.

After seven years of this work Miss Turner and Miss NG Malone, also formerly a mission worker on Maui, were on a vacation in the East and while visiting ‘Settlements’ in Chicago, New York and Boston conceived the idea of establishing a settlement on Maui. Both returned to Wailuku and went to work to put this idea into concrete form.

These two finally secured contributions enough to start building and also secured the land upon which to build. The land, about two acres, was deeded by the “Directors of the Wailuku Sugar Co. to the Hawaiian Board of Missions for Educational, and Christian work only,” reversion to the Sugar Company when no longer so used being a part of the deed.

In 1900 work was begun. No stone was left unturned to help along in the good work. Prison labor was given by the county. Even the Mission workers (Miss Turner and her assistants), literally “by the sweat of their brows” with hoes and other implements did a share of the work. (The Friend, December 1922)

The first building erected was known as the “Settlement Building” and was situated on the corner of Main and Market streets. It was completed and opened in 1900, its main use being for a kindergarten.

The name “Alexander House Settlement” was chosen as Miss Turner says because “It was customary to name them (settlements) after the men and women whose lives had been consecrated to the uplift of humanity, hence, the name ‘Alexander House’ after ‘William and Mary Alexander’ the influence of whose lives is still felt on Maui, and throughout the Islands and whose names we love to honor.”

The settlement house should not be confused with the former Alexander home of missionaries William and Mary Alexander farther up Main Street in Wailuku.

After the Settlement began functioning, it was found necessary to build a residence for the workers and the present residence was erected in 1901. In 1909 they added a gymnasium and swimming tank (pool) and bowling alley.

A reading room was finally opened, papers were subscribed, books were donated and finally a Library Association was formed which enlarged the library and each year raised enough money to keep the “Library” open at stated hours afternoons and evenings. From this effort has grown the Maui County Free Public Library.

In 1916 land was also acquired on which to build a tennis court; later a second court was constructed and then four more. In 1919, a new field, or rather a new organization of its field of endeavor, gave the Settlement a much larger scope.

At this time the plantations entered into an agreement whereby their welfare work was put under the general supervision of the Settlement. (The Friend, December 1922)

The Alexander Settlement served as the address of the Maui Civilian Conservation Corps (CCC) recruitment office from 1934 to 1941; the CCC later changed to the “TH Employment Service, Wailuku, Maui.”

Throughout the years of its existence, Alexander House hosted concerts, parties and entertainments as fundraising events. Community outreach programs in health care and physical education were developed by Alexander House and the complex housed the Chamber of Commerce, the Red Cross, Community Chest and other public service groups.

Later, the Alexander House Settlement’s kindergarten and land was transformed into a United Service Organization (USO.) By 1950, Alexander House closed its doors and was replaced by the National Dollar Store and by American Security bank. (Later the corner bank site was redeveloped as an office building.)

Kahului Harbor

Before European contact, ‘Iao Stream served to irrigate lo’i in terraces that extended well up into ‘Iao Valley. Nearby is Kanaha Fishpond, which is said to have been built by Chief Kiha-Piʻilani, son of Piʻilani and brother-in-law of ʻUmi, (in about the 16th century.)

After contact, the port and town of Lāhainā was the first trading location to become established on Maui. As early as 1819, whaling lured thousands of sailors to Lāhainā. Meanwhile, even by 1837, Kahului was described as a settlement of 26-pili grass houses.

During King Kamehameha’s campaign to unify the Hawaiian Islands, the principal military encounter on Maui took place within Kahului Bay. For two days, there was constant fighting between the two sides until Kamehameha conquered them with the help of the western military expertise and firearms of his western advisors, John Young and Isaac Davis.

It was a bloody battle and by the time it was over, the beach between Kahului and Pāʻia was covered with the canoes and bodies of fallen warriors.

With the success of the first oil wells in Titusville, Pennsylvania, the whaling trade began to decline in the 1860s. It was about at this time when Maui turned to the emerging sugar industry to fill its economic void.

The isthmus between Haleakala and West Maui contained rich soils ideal for crop cultivation. Within a few short years, the region soon supported one of the largest sugar plantations in the world.

In 1876, following the Reciprocity Treaty, other Westerners gained interest in Maui’s agriculture potential, including Claus Spreckels (who came to Hawaiʻi from San Francisco.)

Spreckels leased land from the government and obtained the water rights needed to build a large irrigation ditch that provided water for crops. These events set the stage for the establishment of Maui’s first railroad system.

Rail transported cane from the fields to the harbor. Passenger cars were added to the rail system and in 1879 Thomas Hobron founded the Kahului Railroad Company, the first railroad in Hawaiʻi that provided passenger service between the population centers at Wailuku and Kahului Harbor.

Early development at Kahului Bay started in 1863 with the construction of the first western building, a warehouse near the beach.

In 1879, to facilitate the loading and unloading of goods and passengers, the first small landing was constructed in Kahului Bay. By the turn of the 19th century, Kahului supported a new customhouse, a saloon, a Chinese restaurant, and a small but growing population. (DOT)

When Bubonic Plague was noted in Kahului on February 10, 1900, “we found that the inhabitants of Chinatown, where the disease was discovered, had been moved to a detention camp some distance from the town, Chinatown destroyed by fire”. (Carmichael) The rebuilding of Kahului town coincided with the evolution of Kahului Bay into a full-scale commercial harbor. (Noda; DOT)

Kahului Commercial Harbor is a man-made port, dredged from naturally occurring Kahului Bay. As a harbor, its chief advantage was a narrow break in the coral caused by the fresh water from the Waikapu River, which emptied into Kahului Bay at one time. The break allowed ships to anchor inside the protecting reef.

The anchorage was less than ideal. It was exposed to the full force of the trade winds, there was very little deep water and a heavy surge as well. The harbor has a long history of development, including construction of breakwaters and harbor dredging dating back to the early 1900s. (DOT)

The development of the harbor began in earnest under the leadership of Henry Baldwin. During this time, the railroad and harbor depended on each other to provide service to the merchants and the sugar cane plantations. (Noda; DOT)

The harbor complex originated in 1900 when a 400-foot long east breakwater was constructed by the Kahului Railroad Company.

In 1901, the rail company purchased its first tugboat, the Leslie Baldwin, to tow lighters to and from vessels. Harbor development was initiated three-years later by Kahului Railroad Company, who was at the time a subsidiary of Hawaiian Commercial and Sugar Company.

“(T)he growing commercial importance of Kahului Harbor, a seaport of this Territory, in the Island of Maui, demands that adequate facilities be provided for the proper handling of freight and passenger traffic under government supervision and control”.

The Territorial Senate then addressed a Resolution, asking “That the sum of $100,000.00 be inserted in the Appropriation Bill for the purpose of defraying all costs incidental and necessary to condemn the new Claudine Wharf and moorings in Kahului Harbor, Maui, now owned and controlled by the Kahului Railroad Company, Limited”

“… whereby said wharf and moorings shall become the property of the Territory of Hawaiʻi; and also to construct a new wharf in said harbor at which large vessels may dock and load or discharge freight and passengers.” Wm T Robinson, Senator 2nd District; February 23, 1911.

Pier 1 was initially 500-feet in length and was constructed between 1921 and 1924, along with a pier shed that was 374 feet long. Subsequent construction lengthened Pier 1 to 929-feet.

The first 627-feet of Pier 2 was constructed in 1927 at the location of the old “Claudine Wharf,” and extended in 1929 by 894-feet.

The first involvement of the Army Corps of Engineers with the project came in 1913 when the east breakwater was extended 400-feet. The west breakwater was constructed to 1,950-feet in 1919, and the structures were extended to their current lengths in 1931. (DOT)

The harbor basin has been widened and deepened at various times to reduce navigational hazards due to increased traffic within the harbor and to accommodate larger vessels.

Kahului Harbor is one of nine commercial harbors (seven deep-draft and two medium-draft) found throughout the state. Because of Hawaiʻi’s geographic isolation, nearly all of its imported goods arrive via island ports.

Honolulu Harbor serves as the hub of Hawaiʻi’s commercial harbor system from where inter-island cargo distribution branches out to serve the neighbor islands. (Lots of information here is from Hawaiʻi DOT Harbors Master Plan.)

‘Pāʻia High School’

“Because of the fact that there is no site available for the proposed high school at Paia, Maui, the building of which was authorized by the last legislature, it was decided at the meeting of the school commissioners yesterday afternoon that the school will have to be located elsewhere on the Valley Isle, although no definite site was named.”

“When built, however, the school will bear the name of the Pāʻia high school in keeping with the order of the legislature.” (Star Bulletin, June 27, 1913)

“It was at first thought that the school would be located at Pāʻia, but there was difficulty in securing a good site there. The Hāmākuapoko location is an ideal one and the people of Maui are lucky in getting such a fine site for their High School.”

“The county will build the school and the structure will be an up-to-date one. The Department of Public Instructions provides three teachers, and it will be up to the people of Maui to pay the salary of a fourth instructor.” (Maui News, July 5, 1913)

“There will be no tuition charged for admission, although this was the first plan. It is expected that the school will open with some thirty-five pupils in September in the upper department and many more in the school as a whole.” (Star-Bulletin, July 14, 1913)

Maui’s first co-educational high school opened in 1913 in a small frame building at Hāmākuapoko, close to bustling Pāʻia town and near the large plantation camps of East Maui. (OMHS) (It was known as Pāʻia High School, Maui High & Grammar School and, more commonly, Maui High School – now, Old Maui High School.)

When Maui High School was founded, the island was a rural community of some 32,000, mostly immigrants working in cane fields and sugar mills. Education was available only through grammar school, though boys could continue into their teen years at Lahainaluna, then a vocational-trade school.

The upper classes hired tutors, or sent their children to Punahou on O‘ahu or to the Mainland for secondary education. But a growing Caucasian middle class wanted their children educated at home. (Engledow)

“The school is answering a long-felt need on Maui. The basis for admission is a good knowledge of English. Heretofore it was impossible for pupils that spoke English at home to get the full attention they needed at various Maui schools, where the students were held back more or less by those who did not know English.”

“This was the condition everywhere in spite of the most earnest efforts of principals and assistants to have the condition otherwise.” (Star-Bulletin, October 6, 1913)

“The special train that the Kahului Railroad Company put on for carrying the pupils to that school is a very great convenience, for now the boys and girls can leave Wailuku as late as 8:30 and still arrive in time for the school work at the usual hour. This train is patronized by the pupils along the line of the railroad. The children near by come by other conveyance.” (Star-Bulletin, October 6, 1913)

Over the years, the campus expanded to 17,000 square feet along with the enrollment. (EPA) Noted Hawaiʻi architect Charles W. Dickey was chosen to design a large and inspiring school building, taking advantage of the site’s climate, landscape and views. In 1921 the concrete, mission-style administration and classroom building was opened.

Many more classrooms were added to the 24-acre campus, as well as teachers’ cottages, a gymnasium, an agricultural complex, athletic fields and a cafeteria. Students came from surrounding communities, central Maui and Upcountry, often by horseback, via Kahului Railroad trains or buses, or over the well-worn footpaths from neighboring plantation camps. But island demographics changed. Central-Maui landowner, Alexander & Baldwin, formed Kahului Development Co, Ltd (KDCo) (the predecessor of A&B Properties, Inc) to serve as a development arm of the agricultural-based entity.

This timing coincided with the sugar company’s plan to close down some plantation camps. To provide for housing for its sugar workers, as well as meet post-WWII housing demand, KDCo announced a new residential development in Central Maui, in the area we now refer to as Kahului.

“Dream City,” a planned residential community was launched and over the next couple decades 3,500+ fee simple homes were offered for sale in 14-increments of the new development.

Under this 25-year plan, Kahului quickly became one of the first and most successful planned towns west of the Rockies – and the first in Hawai‘i.

As the development proceeded, the plantation camps were closed down, one by one, according to a schedule that gave the workers and the workers unions ten years’ advance notice.

It was announced that the plantation planned to be out of the housing business within ten years of the start of the project, and February 1, 1963, was the date it was all supposed to shut down. It took a little longer than that, but the schedule was implemented pretty much as planned.

Enrollment at Maui High began to steadily decline, as plantation camps closed and families moved to modern subdivisions in central Maui.

In 1972, the present Maui High School campus opened in the Dream City of Kahului. The school is now comprised of twelve major buildings, 36 portable classrooms and several athletic facilities on 75 acres.

At the time, over 60% of the school’s student body traveled from the northeast sector, a predominantly agricultural and rural community. Central Maui students were added to the school’s population at that time. (Maui High)

A notable alum of the Old Maui High was Patsy Takemoto, a Hāmākuapoko Camp student in the class of 1944; we knew her as Patsy Mink.

She became the first Japanese-American woman to be elected to the Territorial House of Representatives, the first Asian-American woman to be elected to the US Congress, a 1972 candidate for US president (running on an anti-war platform) and the author of Title IX legislation, aka The Patsy T Mink Equal Opportunity in Education Act. Today, the Friends of Old Maui High School are working with government and private groups to develop a preservation plan, obtain funding and eventually rehabilitate the Dickey-designed building (to become the Patsy Takemoto Mink Center.)

Halekiʻi and Pihana Heiau

The Wailuku area was a major gathering place and royal center of the Maui high chiefs and those of rank. The area from Waiheʻe to Wailuku was the largest continuous area of wet taro cultivation in the Hawaiian Islands.

Royal Centers were where the aliʻi resided; aliʻi often moved between several residences throughout the year. The Royal Centers were selected for their abundance of resources and recreation opportunities.

To the southeast of ʻIao Stream, below Pihana Heiau, was Kauahea where warriors lived and were trained in war skills. This was a boxing site in the time of Kahekili. (Naone)

The Wailuku spring was located below Pihana Heiau and the taro grown in this area was for the use of the aliʻi (nobility class) only. Much of the evidence for this agricultural system was destroyed by the 1916 flood and by historic cultivation for sugarcane and pineapple.
When Kekaulike, father of Kahekili and Kamehameha Nui, heard that Alapaʻi (the ruling chief of Hawaiʻi) was at Kohala on his way to war against Maui, he was afraid and fled to Wailuku in his double war canoe.

Others with him went by canoe and some overland; the chiefs prepared a litter for Kekaulike and bore him upland to Halekiʻi. There, in March 1736, Kekaulike died.

Fearing the arrival of Alapaʻi, bent on war, the chiefs cut the flesh from the bones of Kekaulike in order to lighten the load in carrying the body to ʻIao for burial. (Kamakau)

The body of Kamehameha Nui (an uncle of Kamehameha I,) who ruled Maui before his brother Kahekili succeeded him, was laid here before being taken to a final resting place on Molokai. Kahekili himself lived here at times (ca. 1765.)

It was at Pihana, in about 1778 or 1780, that Keōpūolani was born (daughter to Kiwalaʻo and Keku‘iapoiwa Liliha.) After Kamehameha defeated Kekaulike’s grandson, Kalanikupule, at ʻIao in 1790, he followed Keōpūolani and her grandmother, Kalola, to Molokai – later taking her as a wife.

In 1797, she gave birth to a son, Liholiho (later known as Kamehameha II,) was born in Hilo; Kauikeaouli, her second son (later Kamehameha III,) was born in Keauhou, North Kona.

Liholiho, after he had been established as heir to Kamehameha’s kingdom, recited the prayer rededicating Pihana Heiau to the gods of his father.

Halekiʻi and Pihana Heiau are the most accessible of the remaining pre-contact Hawaiian structures of religious and historical importance in the Wailuku-Kahului area.

Located about ¼-mile inland along the west side of ‘Iao Stream, they overlook ‘Iao Stream, Kahului Bay and the Wailuku Plain.

Traditional history credits the menehune with the construction of both heiau in a single night, using rock from Paukukalo Beach.

Other accounts credit Kihapiʻilani with building Halekiʻi, and Kiʻihewa with building Pihana during the time of Kakaʻe, the aliʻi of West Maui. Some say that they were built under the rule of Kahekili.

Halekiʻi or ‘house of images’ is thought to be a chiefly compound with thatched hale (houses) built atop the stone platform of the heiau and guarded by the kiʻi (images) placed on the terraces around the sides of the platform.

Pihana was the major heiau of the Wailuku area, historical references suggest, and it is reported to be a luakini, where human sacrifices were offered.

The full name of Pihana is Pihanakalani or ‘gathering place of the aliʻi.’ Others have recorded the name of the heiau as Piʻihana. (Naone)

The two heiau are constructed of stacked waterworn basalt boulders collected from ʻIao Stream. The sides of the heiau were stepped or terraced and an ili-ili (waterworn basalt pebbles) paved platform existed on the top of the heiau.

Constructed upon the terrace and platform surfaces were a number of features, including depressions, pits, walls, and small enclosures. Kenneth Emory of Bishop Museum was in charge of the reconstruction of portions of Halekiʻi in 1959.

The heiau were important for the ritual ceremonies prior to the battles that eventually resulted in the uniting of Maui with the other Hawaiian Islands under Kamehameha I

The site is also important for its association with Kahekili, a major figure in Maui’s history who is connected with Halekiʻi-Pihana from circa 1765-1790, and with Kamehameha I during his conquering of Maui (1792.) (Lots of information here is from NPS and Naone.)

John Palmer

“Strictly speaking, there is no harbor at this island.”

“The anchorage is merely a roadstead, which is on the south side of it, and protects the shipping from the northerly gales, which are the most prevalent. In case of a sou’easter, however, ships must put to sea or be driven on the reef. We found about seventy sail at anchor, about sixty-five of them American whalemen.”

“The town of Lahaina is beautifully situated on the level land skirting the sea, and extends along the shore a distance of two miles. Back from the shore it reaches to the foot of the mountains, thus lying hemmed in, as it were, by the sea in front and the mountains in the rear.”

“The reef extends the whole length of the town, about forty rods from shore, and, but for a small opening or break in it, boats would be unable to land.”

“Seamen are obliged to be clear of the beach at drumbeat – eight o’clock in the evening. No person is allowed to remain on shore over night, unless furnished with a proper pass by the captain of the port …”

“… any one found on the beach, or in the town, with no pass, after the proper time, is marched to the calaboose, where he is kept in confinement till morning, and then muleted in a pretty round sum for breaking the laws. This is generally paid by the captain, and afterward, with pretty good interest, deducted from Jack’s pay.” (Jones, 1861)

Some didn’t like, nor follow, all of the rules …

“The main circumstances as related by eye-witnesses were as follows: The crew of the English whale ship John Palmer, Capt. Clark, enticed several base women on board.”

“Hoapili, the governor of the island, demanded of the captain that they should be delivered up to him according to the law of the nation. The Captain evaded and ridiculed the demand.”

“One day when the captain was on shore, the governor detained him and his boat, insisting that his demand should be complied with. The Captain sent orders, by the boats of other ships, to his men on board, to fire upon the town if he should not be released in an hour.”

“The excitement became very great and some foreigners who had formerly been favourable to the mission were gained over to take part in it.”

“He (Clark) soon, however, promised that if the Governor would release him, the women should be sent on shore.” (Dibble)

In October, 1827, an assault was made at Lahaina by the crew of the ‘John Palmer’ … the crew had opened fire on the village with a nine-pound gun, aiming five shots at Mr Richards’s house, which, however, did little damage.

Hoapili received the backing of Richards and other missionaries. As the guns of the whaler fired, the women took refuge in the cellar. No one was killed.

“The next morning, he sailed for Oahu, and as might be expected of such a man, without fulfilling his promise.” (Dibble)

A few days after this affair, December 8th, 1827, the first written laws were published against murder, theft, adultery, rum-selling, and gambling. (Alexander)

Likewise, the Lahaina Fort, originally built of mud and sand to protect the town from riotous sailors when Lahaina was used as an anchorage for the North Pacific whaling fleet, was reinforced and coral blocks added to the walls and canons, salvaged from foreign ships, were added to the armament.

“Immediately in front of the landing is a large fort, built of coral rock, yet not very formidable in its appearance. The black guns which peer over the dingy walls are of small calibre, and not capable of doing much execution. The site is a most excellent one, as the whole shipping lies within its range.” (Jones)

The old fort was demolished in 1854 and the coral blocks used in other construction projects in Lahaina. After the fort was demolished, a courthouse was built on the site. A portion of the old Lahaina Fort was reconstructed in 1964.
