“Under the auspices of the Daughters of Hawai‘i the centenary of Kauikeaouli Kamehameha III, was observed this year in an unusual manner …”

“… first in memorial services at Kawaiahaʻo church in this city (Honolulu,) March 17th, at the unveiling of the tablet prepared to mark his birthplace at Keauhou, Kona, Hawai‘i, and again at its erection on that historic spot August 15th …”

“… both of which occasions were made impressive with eulogies in Hawaiian and in English, and in song and recitation illustrative of ancient custom now rarely met with. Queen Liliuokalani and Mrs. E. K. Pratt, claiming lineal descent from Keawe, founder of the Kamehameha dynasty, participated in both commemorative services, which were largely attended.” (Thrum, 1914)

“The centenary of the birth of Kamehameha III was celebrated March 17, 1914, at Kawaiahaʻo church, this city, under the auspices of the Daughters of Hawai‘i, services commencing at 4 pm.”

“This historic church that has witnessed so many of the royal ceremonials of the Hawaiian people was taxed on the occasion to the utmost of its seating capacity, to view the unveiling of the memorial tablet which had been prepared by the Daughters of Hawai‘i to mark the birthplace of Kauikeaouli at Keauhou, Kona, Hawai‘i.”

“The tablet was hidden from view by the royal standard of Liliuokalani and a Hawaiian flag loaned by Hawai‘i’s venerable ex-queen for the sacred ceremonial.”

“The queen and high chiefess Elizabeth Kekaaniau Pratt, both of whom are lineal descendants of Keawe, the ancient king of Hawai‘i and founder of the Kamehameha dynasty, were seated on either side of the memorial stone in the nave of the church.”

“Back of the queen and Mrs. Pratt were high chiefs Beckley and Hoapili, clad in the ceremonial feather cloaks and helmets of the royal courtiers.”

“Fred Kahapule Beckley, the spear bearer, is a direct descendant on his father’s side from Kame‘eiamoku, which Albert Kalaninoanoa Hoapili, the kalihi bearer, is a lineal descendant of Kamanawa.”

“These two therefore represented the spear and kahili bearers who are shown on the Hawaiian coat of arms, and are descendants of the two chief court alii of Kamehameha I.”

“On either side of the royal court representatives were the kahili bearers in ordinary, sixteen young men from the Kamehameha school, robed in capes and the costumes of warriors of old. representative of the court attendants.”

“The chancel and pulpit platform were tastefully decorated with beautiful ferns and palms while above was the royal standard
and Hawaiian flag.”

“The services opened with the grand old hymn, ”How Firm a Foundation,” by the choir and congregation, after which Rev. HE Poepoe gave the invocation. Then the royal chanter, Mrs Naha Hakuole, chanted the koihonua or song of genealogy of the king.”

“After this the queen drew the cord releasing her royal standard or personal flag, while Mrs. E. Kekaaniau Pratt released the Hawaiian flag covering the tablet.”

“This tablet was a polished block of fine grain deep lava from the Moiliili quarries, surfaced some ten square feet on which the … inscription stood out in bold letters, within a neat border….” (Thrum 1914)

“Like impressive ceremonies attended the dedication of the memorial tablet at its placement, marking the king’s birthplace, August 15th, at Keauhou, for which purpose the queen and a large delegation of prominent lady representatives of the various
Hawaiian societies, and a number of others, journeyed from this city.”

“The tablet was conveyed to Kailua by steamer, where it was met by a royal double canoe, manned by paddlers clothed in semblance of feather cloaks and bedecked with brilliant colored leis.”

“This large canoe was accompanied by a flotilla of small ones filled with ancient costumed warriors. Upon the stone being lowered into the double canoe the fleet paddled down the coast to its destination, Keauhou.”

“At its landing twelve stalwart descendants of warrior chiefs, each clad in costume emblematic of the rank and station of his ancestors, conveyed it by a litter to its designed place where services were held before a large concourse of Hawaiians that had gathered to do homage to their alii.” (Thrum 1914)

“The unveiling of a handsome tablet of Hawaiian lava granite, to the accompaniment of sacred chants composed a century ago, marked the 100th anniversary of the birth of Kauikeaouli, the third of the Kamehamehas, which yesterday afternoon was observed at old Kawaiahao church by the Daughters of Hawai‘i.”

“It was a fitting memorial to that ruler who, known to his subjects as the beneficent king, gave to the inhabitants of these islands their first written constitution, and, to make the observance further complete, the tablet will be taken to Keauhou, Kona, where it will mark the birthplace of ka moi lokomaikai.” (Star Bulletin, March 18, 1914; Nupepa-Hawai‘i)

Wilkes Trail

Hawaiians laid out trails and evolved practices which assured availability of shelter, drinking fluids and firewood. (NPS)

In 1840, Lt Charles Wilkes, as part of the US Exploring Expedition, came to Hawai‘i to conduct experiments and make observations, including swinging pendulums on Mauna Loa’s summit to calculate the force of gravity. They hiked from Hilo to the summit.

Wilkes noted, “I had the pleasure of being accompanied by Mr. Brinsmade, our worthy consul, and my friend Dr GP Judd, both of whom volunteered to accompany me in the novel and arduous enterprise I was about to undertake.”

They first landed in Hilo, “The scene which the island presents as viewed from the anchorage in Hilo Bay, is both novel and splendid : the shores are studded with extensive groves of cocoa-nut and bread-fruit trees, interspersed with plantations of sugar-cane …”

“… through these, numerous streams are seen hurrying to the ocean; to this succeeds a belt of some miles in width, free from woods, but clothed in verdure …”

“… beyond is a wider belt of forest, whose trees, as they rise higher and higher from the sea, change their characters from the vegetation of the tropics to that of polar regions ; and above all tower the snow-capped summits of the mountains.”

“From Hilo, Mauna Loa looks as if one might walk over its smooth surface without difficulty; there is, indeed, so much optical deception in respect to this mountain, that it served to give us all great encouragement, and we set about making our preparations with a determination to succeed in the attempt to reach its highest summit.”

“Beside about two hundred natives, the party consisted of Lieutenant Budd, Passed Midshipman Eld, Midshipman Elliott, Mr Brinsmade, Dr Pickering, Mr Brackenridge, Dr Judd, myself, and ten men, including our servants from the ship.”

“This was a large party; but when it is considered, that besides our instruments, tents, &c., provisions were to be carried, it will not be considered so disproportionate, especially as it generally requires one-third of the number, if not more, to carry provisions for the rest.” (Wilkes)

Then, the confusion started, “our chief scribe, Kalumo, who had the books containing the lists (of who was to do what,) was missing, and there was an uproar resembling that of Bedlam.”

“In consequence of the absence of Kalumo, the natives had an opportunity of trying the weight of some of the bundles, and before he was forthcoming, many of the lightest loads had very adroitly been carried off. … it was soon found that there would be many loads for which we had no bearers, and these were, of course, all those of bulk and weight”.

Wilkes was forced to hire, at double pay through another chief, a second group of porters to carry the bulky and heavy items … two days later and 30 miles inland … and close to the summit of Kilauea volcano, Wilkes had become increasingly disenchanted … (NPS)

Then, things got worse … Wilkes took the ‘wrong road;’ actually, he ignored references to take traditional trials, and, leading a party of 300 Caucasians and Hawaiians, Wilkes took off on a trackless beeline from Kilauea toward Mauna Loa’s summit, guided by a midshipman holding a compass. (NPS)

Wilkes substituted his own route for the Hawaiian Ainapo trail. Wilkes’ line of march was through wooded country, but without streams or waterholes. Shoes of the Caucasians scuffed and soles abraded on the lava they crossed.

Most of the Hawaiians were barefoot. To mark the path for the straggling porters, Wilkes’ associates built fires and blazed trees. Bushes were broken with their tops laid down to indicate the direction of travel. (NPS)

“Our (first) encampment was called the Sunday Station, on account of our having remained quietly here on that day. The altitude given by the barometer was six thousand and seventy-one feet, at which we found ourselves above the region of clouds, and could look down upon them.” (Wilkes) It ended up being the principal base camp.

Much unnecessary thirst, hunger, cold, altitude sickness, fatigue, and snowblindness were suffered by both Caucasians and Hawaiians of the expedition when Wilkes substituted his own route for the Hawaiian Ainapo trail.

‘Mountain’ sickness, probably caused from the combination of fatigue, dehydration, chill, hunger, and the altitude, was prevalent.

Fuel was scarce to make fires for warmth or cooking, Hawaiians sold water at 50 cents a quart to thirsty sailors and accepted warm clothing if cash was not available.

To the rescue came the Hawaiian guides ‘Ragsdale’ and Keaweehu, a famous bird catcher. Both had apparently been waiting at Kapapala for the expedition to arrive and planned to guide the expedition up the Ainapo trail.

Ragsdale was hired to supply water for the camp. His men delivered it the next day – fifteen gallons carried in open-top vessels over the trackless ten miles of rugged lavas which separated Wilkes’ camp from the Ainapo trail.

At about the same elevation on the Ainapo was a large lava tube with pools of water inside. This tube was used by Hawaiians on the Ainapo trail and was easily supplied with grass (for insulation from the cold ground) and firewood from a point on the trail not far below. (NPS)

Eventually, Wilkes ended up with other camps on the way up to and at the summit area of Mauna Loa: “Recruiting Station” just below the 10,000-foot elevation (used primarily staging & medical care) …

… “Flag Station” between the 12,000- and 13,000-foot elevation (Wilkes “left a flag on a rocky peak near by” and “Pendulum Peak” near the summit where they conducted pendulum and other observations.

After conducting their experiments and observations, “When day broke, on the 13th January, all was bustle on the summit of Mauna Loa.”

“Every one was engaged in taking down and packing up the instruments and equipage, loaded with which the native labourers scampered off. Some of them, indeed, unable to bear the cold any longer, and hoping to obtain loads afterwards, withdrew without burdens.”

This is a story about a Belgian Priest Father John Berchmans Velghe and a church he built, and painted, in Honaunau, South Kona on the Island of Hawai‘i.

The history of the Church began early in 1842. At that time, Father Joachim Marechal, SS.CC. was assigned to care for both South Kona and Ka‘u Districts.

He set his residence and first chapel on the border of the two Districts. Within a short time, due to Father Joachim’s zeal and zealous work and teaching of several lay catechists, the Church was firmly established in South Kona.

The first Catholic school in the area opened at Honaunau beach village under the care of Serapia, a catechist, and Clement Hoki, a school teacher, the missionary priests lived in South Kona only intermittently until about 1859.

The original chapel, located on the shore of Honaunau Bay near the Puʻuhonua o Honaunau (City of Refuge) was known as St Francis Regis Chapel.

Father Joachim died unexpectedly April 12, 1859. Father Aloys Lorteau, SS.CC., his successor, took up residence in Honaunau and served there for 37 years until 1898, when he died aboard the vessel, Maunaloa, on Easter Monday on his way to Honolulu for medical and hospital attention.

By the mid-1880s most of the Honaunau people had moved away from the beach area to more fertile soil about two miles up the slopes. Father John became resident priest who replaced Father Aloys in December, 1899.

Father John was born in Courtrai, Belgium, July 14, 1857. His baptismal name was Joseph Velghe. He attended the academy at Sarzeau in Brittany and became a novice at Mitanda de Ebro in Spain.

He studied at the Sacred Hearts’ Scholasticate in Louvain, where on June 29, 1888, he was ordained a priest. Velghe was a member of the Sacred Hearts of Jesus and Mary Society, familiarly known as the Picpus Fathers; Father Damien was a member of this Society.

At the ordination Joseph Velghe took the name of Father Jean Berchmans Velghe after a sixteenth century Belgian who had been canonized a Saint.

Father John was sent to the Marquesas and remained there until a tropical fever forced him to leave in 1899. He was then instructed to go to South America.

However, a yellow fever epidemic blocked the sea lanes and he was re-assigned to the district of South Kona and put in charge of the Catholic Churches and parishes from Honaunau to Hoʻopuloa.

Then he began the task of building a new church; he moved what he could of St. Francis Regis Chapel to upper Honaunau. Saint Benedict’s Church was built between 1899 and 1902. It is a small rectangular structure with a vaulted interior ceiling.

Although the structure he built does not present anything innovative architecturally, its interior space is both artistically and architecturally important, for the artwork serves as an extension of the architecture. (NPS)

The structure is “a little masterpiece of imaginative functionalism, of unity between structure, adornment, and architectural purpose.”

The columns within the structure are the trunks of painted coconut palm trees, and the altar wall, with carefully illusionistic perspective, transfers the soaring reaches of the Burgos Cathedral in Europe to Honaunau. (NPS)

Father John had no formal training as an artist, natural talent shines through his work. It is even more remarkable that his materials were ordinary building wood and regular house paint. Even that was not easy to come by at the time of construction.

Designed, constructed and painted as a miniature European Gothic Cathedral by Father John, St. Benedict Church is now considered to be rather unique in the annals of American Art.

An excellent teacher and self-taught artist, Father John painted the interior walls of the church with some striking scenes of the Bible which depict various important religious truths. His biblical murals soon became famous, and St. Benedict Church came to be known as “The Painted Church.”

It has become a major tourist attraction of the Kona coast, and thousands of visitors come to see it every year. It is listed in the Hawaii State Register of Historical Places and the National Register of Historical Places.

Father John’s health deteriorated and he had to return to Belgium in 1904, he was never able to finish the church. He went to the scholasticate in his place of birth, Courtrai, for two years.

Then he lived for short periods in the monasteries of the Sacred Hearts, residing in a number of their establishments in the Low Countries.

Even throughout his last years he continued to paint. A few of his works are still preserved in Europe – such as his “Seven Sorrows of Mary”, copied from the like-named series of pictures by the noted Belgian painter Joseph Janssens, in the Church of Saint Anthony in Louvain. (NPS)

As a teacher, while teaching at the Sacred Hearts’ Apostolic School at Aarschot, Belgium, in around 1924 or 1926, he met the young student Matthias Gielen, who was to become Father Evarist of Hawai‘i, the artist who did the churches at Mountain View and Kalapana on the Island of Hawai‘i.

With advancing age, and unable to care for himself, Father John was placed in a Sanitarium at Lierre, Belgium in 1935; he died there on January 20, 1939, at the age of eighty-one. (Lots of information here is from NPS and Painted Church.)

Māhukona

Māhukona (lit., leeward steam or vapor,) a seamount on the northwestern flank of the island of Hawai‘i, is the most recently discovered shield volcano in the Hawaiian Islands.

A ‘gap’ in the chain of regularly-spaced volcanoes in the sequence of younger shield volcanoes forming on the southernmost portion of the Hawaiian-Emperor chain was first noticed in 1890. Māhukona filled that gap.

Māhukona is one of the smallest Hawaiian volcanoes – it grew to at least about 1,000-feet below sea level, but never formed an Island and went extinct prematurely. (Garcia, et al)

But this is not about a lost volcano; this is about harbor that the volcano was named, Māhukona, the nearby port on the Island of Hawai‘i. Let’s look back …

Māhukona Harbor was developed and expanded as a port for the sugar plantations in Kohala and as a landing for interisland steamers. (Pukui)

Competitors Wilder Steamship Co (1872) and Inter-Island Steam Navigation Co (1883) ran different inter-island steam ships routes between the Islands, but decided to not engage in head to head competition, here.

Wilder’s steamers left Honolulu and stopped at the Maui ports of Lāhainā, Māʻalaea Bay and Makena and then proceeded to Māhukona and Kawaihae.

From Kawaihae, the steamers turned north, passing Māhukona and rounding Upolu Point at the north end of Hawaiʻi and running for Hilo along the Kohala and Hāmākua coasts, stopping at Laupāhoehoe. (Visitors for Kīlauea Crater took coaches from Hilo through Olaʻa to the volcano.)

The Treaty of Reciprocity (1875) between the US and the Kingdom of Hawai‘i eliminated the major trade barrier to Hawai‘i’s closest and major market. Through the treaty and its amendments, the US obtained Pearl Harbor and Hawai‘i’s sugar planters received duty-free entry into US markets for their sugar.

In the late nineteenth century, sugar plantations were prospering on the Big Island. Six plantations in North Kohala, the area that includes the island’s north shore, used a couple of crude landings along that rugged coastline for exporting their products.

Steers would pull heavy wagons full of sugar or molasses to the landings where, braving high surf and swell, men loaded the cargo onto flatboats, which would transport the goods offshore to awaiting steamers.

In winter, the use of the landings was often too risky due to large breakers, so the sugarcane byproducts were transported over the hill to Māhukona, a protected small cove on the leeward side of the island.

Then, Samuel G Wilder secured a charter for a narrow gauge railroad from the port of Māhukona for 20-miles along the north coast of Hawaii in Niuliʻi. Wilder, who was the minister of interior of the Kalākaua government at that time, signed his own charter on July 5, 1880.

An amendment signed by King Kalākaua on August 13 gave the company a subsidy of $2,500 per mile on the completion. Wilder left the government the following day and organized Hawaiian Railway on October 20. Construction started April 1881. (Hilton)

Wilder also started with improving Māhukona port through the addition of numerous wharfs and a storehouse. By March of that year, the first section of ties and tracks had been laid.

In January 1883, the tracks covered almost twenty miles, reaching the northernmost sugar mill at Niuliʻi, and the Hawaiian Railroad was complete.

Raw sugar manufactured in the Kohala mills was bagged, transported by rail to Māhukona, and stored in warehouses until the arrival of a freighter. When a freighter moored offshore, lighters carried out the bags. (Pukui)

In May 1883, the Hawaiian Railroad Company earned a claim to fame hosting a ceremonial train ride for King Kalākaua. The original statue of King Kamehameha I which had been lost at sea, then found and restored, was waiting in Kapa‘au to be unveiled.

Kohala outdid itself in preparation for the King’s stay. The King thrilled Kohala by arriving in a Russian gunboat which fired him a royal salute. King Kalākaua and his entourage rode the first Big Island train. The teak passenger cars in which they were seated earned their new name, the ‘Kalākaua cars.’ (Schweitzer)

The steam locomotives traveled twelve miles per hour; the train was a novelty for locals, and tourists were visiting from Hilo to take a ride. Plantation owners were also pleased with the new railroad as their revenues started to surge. (LighthouseFriends) (Samuel Wilder died in 1888.)

In 1889, Charles L. Wight, president of the Hawaiian Railroad Company, noted “Foreign vessels call here about every three weeks and they often lose much time not knowing where to come in. In thick weather it is also hard for steamers to find the place. In addition it will be of material assistance to the vessels bound up the channel.” (LighthouseFriends)

In 1897 the rail name was changed to the Hawai‘i Railway Company. In 1899, during the first year of existence of the Territory of Hawaii, the Wilder family withdrew from the railroad and shipping business and sold the Hawai‘i Railway to the four principal plantations it served: Union Mill Co, Hālawa Plantation, Kohala Plantation and Niuliʻi Plantation.

In April of 1937, Kohala Sugar Co bought out the other plantations, acquired all of the stock in the Hawai‘i Railway Company and reincorporated (September 30, 1937) as Māhukona Terminals Inc.

Kohala Sugar laid spur tracks to the mills and their corresponding fields. This marked the first physical connection of the railroad to the sugar cane operations. Previously, trucks hauled the raw cane to the mills where the sugar cane was processed and put in sacks which were then loaded onto trains.

The Māhukona harbor was closed when the US declared war against Japan on December 8, 1941. Business gradually declined and in 1945 the Hawai‘i Railway was abandoned. (OAC)

Māhukona Harbor was the major port serving the Kohala Sugar Company and North Kohala people until it closed in 1956. Houses, a store and recreational facilities stood near the harbor.

Until the mid-1960s, the regional highway system left North Kohala as one of the most physically isolated places on the island. The only highway into or out of North Kohala was the 22-mile road over the Kohala Mountain into Waimea.

A 6-mile road from Hawi to the Māhukona harbor was the only penetration into the dry side. On the other side, the highway stopped at the Pololu Valley lookout. North Kohala formed an ‘end at the road community’ in all respects. (Community Resources)   Kohala Sugar closed in 1973.

North Kohala legislator (from 1947 to 1965) Akoni Pule advocated strongly for a second access road into his district. The Akoni Pule Highway (named for him) was dedicated in 1973. (South Kohala CDP) (In 1975, the Queen Kaʻahumanu Highway was completed from the Keāhole Airport to Kawaihae Harbor.)

Pauka‘a Lighthouse

The US Lighthouse Service had the earliest impact on the maritime histories of Alaska and Hawai‘i. In 1716, the first North American lighthouse was established, but it was not until 1852 that the first light towers were built on the West Coast.

When the US bought Alaska from Russia in 1867, a light was already established at Sitka. In 1898, just over 20 years after acquiring Alaska, the US annexed Hawai‘i. The territorial government was first responsible for aids to navigation. (USCG)

Between 1824 and 1848 Hilo became a significant center for foreign activities, primarily as a result of the establishment of religious mission stations by American missionaries.

Passengers and cargo landed at Hilo in the surf along the beach until about 1863, when a wharf was constructed at the base of present day Waiānuenue Street.

By 1874, Hilo ranked as the second largest population center in the islands, and within a few years shortly thereafter Hilo with its fertile uplands, plentiful water supply and good port became a major center for sugarcane production and export.

Hilo Bay is partially protected by a reef located in 10 to 20 feet of water (later named Blonde Reef after Lord Byron’s vessel, HMS Blonde, which successfully anchored there in 1825.) (The Blonde had carried the bodies of Liholiho (who was born in Hilo) and Kamāmalu back from London, where they died from measles during a visit there.)

Several sites were suggested for the first light to mark Hilo Bay, but the one finally selected was on the shore at Paukaʻa, two-and-a-half miles north of Hilo. The light was erected and first lit on August 13, 1869.

The local sheriff was responsible for overseeing Paukaʻa Light, and in 1871 he sent a report to the Hawaiian minister of the Interior. “I visited the lighthouse yesterday and find that the Chinaman in charge is very negligent in his duties, not trimming the light properly. I showed him the proper way and tonight it shows finely from here.” (Lighthouse Friends)

In 1873, the light structure nearly blew over in a strong wind, prompting the sheriff to send another report to the minister. “This is a very valuable light to vessels coming into Hilo and it should not be allowed to go out of repair; $100 will put it in good condition. I have lately bought an excellent safety lamp for it, which throws a light visible at sea from 10 to 12 miles.”

Incoming vessels from abroad were being charged three dollars for lighthouse dues, and the sheriff requested that some of the collected money be used to elevate the light to make it more visible.

To justify his proposal, he included the following account of an exchange he had when requesting payment of the lighthouse fee. “One captain when charged for lights wanted to know where the lighthouse was and said he had not seen anything around that looked like a lighthouse.”

In 1890, a new Pauka‘a Light was built on the bluff above the original site. Adding the height of the bluff, the new Pauka‘a Light had a focal plane of 159 feet. After the Lighthouse Board took control of Hawaii’s lights in 1904, a thirty-eight-foot mast was erected in place of the tower.

The government wharf at Waiākea was constructed at Kalauokukui Point between 1897 and 1899, and was upgraded in 1902. Hilo Bay was still unprotected from high winds and storm surges that caused ships to break loose from their moorings and risk grounding.

Early sailing directions into Hilo bay were: “From Eastward – Give Leleiwi Point a berth of 1 mile in rounding it and steer 280° true (W 1/8 N mag) for 4 ½ miles, heading for Pauka‘a light until ½ to ¾ mile from shore …”

“… then steer 184° true (S ½ E mag,) keeping this distance offshore and taking care to pass westward of Blonde Reef whistling buoy. Anchor southward of the black can buoys, marking the south-westerly edge of Blonde Reef, with the Hilo Sugar Company’s mill bearing 279° true (W mag,) in 7 to 8 fathoms.”

“From Northward.—After rounding Pepe‘ekeo Point steer 184° true (S ½ E mag,) keeping ½ to ¾ mile offshore and taking care to pass westward of Blonde Reef whistling buoy, anchor as directed in the preceding paragraph.”

“Dangers – The lead is generally a good guide on the south side of the bay, but the shoaling is abrupt to Blonde Reef and the reefs around and eastward of Coconut Island.” (Coast Pilot Notes on Hawaiian Islands, USGS, 1912)

In the late 19th century, the growing sugar industry in East Hawai’i demanded a better and more protected port, and a breakwater was constructed on Blonde Reef to shield ships from rough waters as they entered Hilo Harbor.

In 1908, construction began on a breakwater along the shallow reef, beginning at the shoreline east of Kūhīo Bay. The breakwater was completed in 1929 and extended roughly halfway across the bay. In 1912, contracts were awarded to construct Kūhiō Wharf, to dredge the approach to the new wharf, and to lay railroad track into the new harbor facility.

Between 1927 and 1928, the approach to Pier 3 was dredged and the pier was widened. In 1929, the 10,080-foot long rubble mound breakwater was completed.

Contrary to urban legend, the Hilo breakwater was built to dissipate general wave energy and reduce wave action in the protected bay, providing calm water within the bay and protection for mooring and operating in the bay; it was not built as a tsunami protection barrier for Hilo.

In fact, in 1946, Hilo was struck by a tsunami generated by an earthquake in the Aleutian Islands; it was struck again in 1960 by a tsunami generated by the great Chilean earthquake – both tsunami overtopped the breakwater and Hilo sustained significant damage, including to the breakwater.
