When Women Lost Their Citizenship

At the time of the founding of the US, female citizens did not share all of the same rights as men, including the right to vote. It wasn’t until August 18, 1920, when the 19th Amendment was passed and American women were granted the right to vote.

But at that time, a woman’s suitability for citizenship still depended on her husband’s status – he had to be “eligible” whether he wanted to swear allegiance or not. (Archives)

On March 2, 1907, Congress passed the Expatriation Act, which decreed, among other things, that US women who married non-citizens were no longer Americans.

Congress mandated that “any American woman who marries a foreigner shall take the nationality of her husband.” Upon marriage, regardless of where the couple resided, the woman’s legal identity morphed into her husband’s. (Archives)

If their husband later became a naturalized citizen, they could go through the naturalization process to regain citizenship. But none of these rules applied to American men when they chose a spouse. (NPR)

“(There was a) time that we went through when American women lost their citizenship when they married men born in foreign countries who had not yet become Americans.”

Hawai‘i’s “(Gobindram (GJ) Watumull) was within a month of becoming a citizen when the Supreme Court of the United States handed down a decision that people coming from India would not be considered by the average man on the street as a white man …”

“… and, therefore, he could not become a citizen; and the attempt was made subsequently to take away the citizenship of those who already had it.”

“The case that went to the Supreme Court was that of Dr. Thind, an Indian whom all of you know, but being a Sikh, he had a full beard and a turban and of course he had very bright fiery eyes.”

“However, although he lost his right to citizenship by the Supreme Court decision, he soon became an American citizen because he joined the U.S. Army, but the rest of the Indians had to suffer from it.”

“And I, who had married (Watumull), an alien not eligible for citizenship, then lost my American citizenship. Of course for several years I did not leave the Islands, much less go to a foreign country, but had I traveled I would have had to obtain a British passport which I was very averse to doing.” (Ellen Watumull)

This inequity in citizenship rights prompted Ohio Congressman John L. Cable to act. He sponsored legislation to give American women “equal nationality and citizenship rights” as men.

Ellen Jensen, an American from Portland, married GJ Watumull, from India, in 1922. He had the Watumull stores and later foundations and investments in Hawai‘i. Ellen lost her American citizenship because she had married a British East Indian subject.

Ellen fought the law, and won.

“(T)he Cable Act, as it was then called, was amended, enabling American women to retain their citizenship if they married foreigners who were eligible for citizenship.”

“But it was not until 1931 that the law was further amended, stating that no American woman would lose her citizenship no matter whom she married, whether the man was eligible for citizenship or not.” (Watumull)

“Immediately afterwards, (she) went to the Federal Court in Honolulu and became naturalized (the first woman to do so following the passage of the law).”

“And you will all remember that on the fifth of May, 1971 (Ellen) observed the fortieth anniversary of my becoming a two-hundred-percent American.” (Ellen Watumull)

“As far as we know too, (GJ Watumull) was the first person to become naturalized when the law was passed and signed by the President.”

“I shall never forget when the telephone rang and (GJ Watumull) said, ‘This is Citizen Watumull speaking.’” (Ellen Watumull)

Grandmother of Three Kings

Kalākua (also Kaheiheimālie) was daughter of Keʻeaumoku, a chief from Hawaiʻi Island and Namahana, from the royal family on Maui.

Kalākua’s siblings included Queen Kaʻahumanu, Hawaiʻi Island Governor John Adams Kuakini, Maui Governor George Cox Kahekili Keʻeaumoku II and Lydia Nāmāhāna Piʻia. She was described as physically being ‘tall and gigantic,’ like her siblings. (Bingham)

“(Kalākua) was never a woman to indulge in flirtations, and her name was never coupled with gossip. She may have had her longings, but she remained true to her husband; and her children were never rumored to have been born of a double paternity like so many of the chiefs.”

“Double paternity was considered an honor because it gave a double or triple line of chiefly descent, thick and intermingled, and formed an honorable ancestry doubly blessed in such riches and knowledge as chiefs desire.”

“Not so (Kalākua,) who considered herself sufficiently honored with the root already established. Kamehameha was her uncle, and both he and Keʻeaumoku were directly descended from Haʻae.” (Kamakau)

She first married Kalaʻimamahu, the brother of Kamehameha I. They had a daughter, Kekāuluohi; Kekāuluohi became Kamehameha’s youngest wife.

Liholiho (Kamehameha II) later took her as one of his wives and around 1821 Kamehameha II gave Kekāuluohi to his friend Charles Kanaʻina. By Kanaʻina, Kekāuluohi had a son William Charles Lunalilo (the first grandson of Kalākua to become king.)

Kekāuluohi succeeded her half-sister Kīnaʻu as Kuhina Nui. Initially, she was considered something of a “place-holder” for Kīnaʻu’s infant daughter Victoria Kamāmalu, who would later assume the office. (Archives)

Kalākua was also married to Kamehameha I; she had four children. Their two sons died as infants; the oldest daughter, Kamāmalu, became wife of Liholiho (Kamehameha II,) and the youngest daughter, Kīnaʻu, later became Kuhina Nui.

Kīnaʻu later married Mataio Kekūanāoʻa; they had several children, including Alexander Liholiho (the second grandson of Kalākua to become king, known as Kamehameha IV), Lot Kapuāiwa (the third grandson of Kalākua to become king, as Kamehameha V,) and Victoria. (Liliʻuokalani) That made Kalākua grandmother of three future Kings.

“The death of Kamehameha made the first separation from the man she had lived with for twenty years. There was no woman of his household whom Kamehameha loved so much as (Kalākua.)

“Kamehameha is never known to have deserted (Kalākua,) but it has often been said that she did not love him so much as her first husband Kalaʻimamahu from whom Kamehameha took her away.” (Kamakau)

“In September, 1823, she heard in Hawaii of Keōpūolani’s death and sailed at once for Lāhainā to attend the burial ceremonies. The chiefs had all assembled at Lāhainā, the body of the chiefess had been concealed, and (Hoapili) was in mourning.”

“After the days of mourning were ended (Kalākua) became the wife of (Hoapili) (October 19, 1823,) they became converted, were married under Christian vows, and took the names of Hoapili-kāne and Mary Hoapili-wahine [the Hawaiian form of Mr. and Mrs.]”

“At this time she had not thought much about religion. The chiefs took to drinking and sensual indulgence after the death of the chiefess [Keōpūolani], but (Kalākua) listened to the word of God as taught by the missionaries although in her heart she still enjoyed life and fun.”

“Hoapili had accepted the word of God because of Keōpūolani. (Kalākua) turned to Christianity first, and Kaʻahumanu followed.” (Kamakau)

Dinner with the Chiefs

Sir George Simpson was governor in charge of North American operations of the Hudson’s Bay Company (HBC had established its first post at Honolulu in 1834).

The following is a portion of an account by Simpson of his journey around the world – this snippet focuses on his description and impressions at a dinner with the chiefs in Honolulu, in February 1842.

“Ledyard and Cochrane, to the best of the author’s knowledge and belief, were the only travelers that ever attempted before himself to accomplish an overland journey round the world; they both followed an easterly direction; and they both returned, the former from Irkutsk and the latter from Kamschatka, without having even seen the American Continent.”

“In offering this remark, the author wishes merely to state the fact, for he has much pleasure in admitting, that, if either of those enterprizing individuals had enjoyed his peculiar advantages, the task would not have been left for him to achieve.”

“In one respect, however, he has performed more than either Cochrane or Ledyard contemplated, for, in addition to the Russian Empire and British America, he has embraced within his range Upper California and the Sandwich Islands.” (Preface)

Now for Kekūanāo‘a’s supper …

“Over and above what may be considered as necessaries for the table, the group in general, and Honolulu in particular, is supplied, in an eminent degree, with nearly all the luxuries of every clime.”

“At the feasts of the foreign residents, champagne and claret flow with lavish hospitality, while the lighter and rarer viands of every name are brought direct from the richest countries on the globe, from. England and France, from the United States and Mexico, from Peru and Chili, from India and China.”

“In fact, such sumptuousness of living, as we experienced, day after day, from our numerous friends, is perhaps not to be found anywhere out of London, and even there is seldom found in all its unadulterated genuineness.”

“Nor are the principal natives of Honolulu far behind the respectable foreigners in this matter. In proof of their advance in material civilization, let me contrast an instance of royal gastronomy, recorded by the Rev. Mr. Stewart twenty years ago, with an evening in my own banqueting experience, spent at Governor Kekūanāo‘a’s.”

“We were received by the Governor in his Hall of Justice, an apartment large enough for the church of a considerable parish, being sixty feet long, thirty broad, and about thirty-five or forty feet high to the ridge pole of the roof.”

“The chiefs were all handsomely attired in the Windsor uniform, their clothes fitting to a hair’s breadth: so particular, indeed, are the aristocracy in this respect, that they have imported a tailor from England for their own exclusive benefit.”

“Supper being announced, the chiefs, each taking one or two of our party by the arm, conducted us across an open area to another apartment of considerable size, built in the European fashion and handsomely furnished with tables, buffets, chairs, sofas, &c., the whole, or nearly the whole, being of native wood and native workmanship.”

“The main table would have done no discredit to a London mansion, covered, as it was, with glass and plate, and lighted with elegant lamps.”

“The fare was very tempting. It consisted of fruits of all kinds, sweetmeats, pastry, Chinese preserves, &c., with excellent tea and coffee, the latter, which had been grown in Woahoo by the governor himself, being fully equal to Mocha.”

“Our plates, by the by, had been marked with our names; and we had been told to take our seats accordingly, His Excellency sitting at one side among his guests.”

“In fact the whole proceedings blended the most punctilious regard to etiquette with the cordiality of natural politeness, beating out and out and over again, all that we had seen in California, in every respect, in room, in furniture, in equipage, in viands, in cookery, in attendance and in dress.”

“Nor were our native companions themselves so decidedly inferior as civilized vanity might fancy. The chiefs, especially our host, were men of excellent address …”

“… and, as they spoke English enough to be understood, we soon forgot that we were sipping our coffee in a country, which is deemed uncivilized, and among individuals who are classed with savages.”

“During our sojourn the governor and his chiefs favored us with their company at dinner. They conducted themselves with ease and propriety …”

“… having now laid aside the habits of intemperance, in which their order was wont to indulge, as also the peculiar style of conversation to which such habits generally led.” (Simpson)

Simpson left the Islands in March 1842 and sailed to Sitka, intending to continue his trip round the world by way of Russia and Europe.

The last phase of Simpson’s journey took him across Siberia back to Europe and London, where he arrived on October 21, 1842. The entire trip had taken only 19 months and 19 days.

‘Friend of the Mission from the First’

“He had been the friend of the Mission from the first – had forsaken his vices, embraced the Gospel, joined the Church of Christ, and maintained a consistent life.”

“When he found that he must die, he resolved to retire to the island, and to that spot in that island, which had been familiar in his early days.”

“As he stood upon the shore of O‘ahu ready to depart, with the Missionaries near him, and multitudes of natives about him weeping because they should see his face no more …”

“… he declared, in the presence of all, his confidence in the Missionaries, and his joy in the religion which they had brought to the Islands and to himself …”

“… and then desired that all might be quiet, while, on the beach and under the open heavens, one of the Missionaries should commend him and them to the protection and guardianship of Almighty God.”

“Having retired to the home of his fathers, he a few days after died; and as he died, this venerable warrior and chieftain said, ‘I am happy – I am happy’ – a speech, which, we venture to say, no dying Islander ever uttered before the Missionaries arrived and preached the Gospel.”

“Some months before his death, he had his parting advice to his people committed to paper. Just before he left O‘ahu, it was read to him.”

“‘These are my sentiments still,’ said he; ‘and, on the day that I am taken away, I wish the people to be assembled, and these words to be read to them as mine.’”

“This document, like his other compositions, since his professed obedience to the Gospel, is described as breathing a spirit of piety, and exhibiting evidence of the Christian hope.”

“The evidences of his Christian character are thus enumerated by Mr. Bingham – ‘The consistency of his life with what he knew of the requirements of the Word of God – his steady adherence to Christian principles, which he professed to follow since his contest, preservation, and victory at Tauai …’”

“‘… his steady, warm, and operative friendship for the Missionaries; and his constant, earnest, and efficient endeavours, while his health would allow it, to promote the cause of instruction and religious improvement among the people …’”

“‘… his constancy in attending the worship of God – his firmness in resisting temptation – his faithfulness in reproving sin – his patience in suffering – his calm and steady hope of heaven, through the atonement of Christ …’”

“‘… whom he regarded as the only Saviour, to whom he had, as he said, given up himself, heart, soul, and body, to be his servant for ever —all combine to give him a happy claim to that most honourable title of Rulers on earth, a Nursing Father in Zion, and to the name of ‘Christian, the highest style of man.’’”

“‘This world,’ he said, ‘is full of sorrow: but, in heaven, there is no sorrow nor pain – It is good! – It is light! – It is happy!’”

“It is a subject of gratitude, that the life of so important a man was preserved during the troubles of last year, when his sudden removal might have been followed by most disastrous consequences.”

“Thanks should be rendered, also, for the gracious support which was afforded him, during his long illness, as death gradually advanced.”

“The power of religion was strikingly manifest in the victory, which, in this instance, faith gained over inveterate habits, pride, the love of sin, and the love of the world: nothing but Christian truth ever obtained such a conquest.”

“Such a man as Karaimoku would be a blessing to any nation.”

“He only wanted an early education, to have made him an accomplished statesman. The nation must long lament his loss, for there is no one who can fill his place.” (Missionary Register, 1828)

“Kalanimōku, whom the natives called (“kaula hao, iron cable, of the country, a compliment higher than the discharge of twenty-one guns from the fort would have been” (Bingham)), died in 1827.”

“Anticipating the approach of his dissolution from the progress of dropsy (edema – a condition characterized by an excess of watery fluid collecting in the cavities or tissues of the body), the old chief sailed from Honolulu for Kailua (Kona), where he wished to die.”

“Here, under an unsuccessful operation for his disease, he fainted, and after a few hours expired, on the 8th of February. In him the heathen warrior was seen transformed into the peaceful, joyous Christian.” (Anderson)

The Russians are Coming

The 1700s and 1800s were a time of imperial expansion and colonial occupation for many European nations, including Russia. In 1733, Russian Tsar Peter I commissioned the Great Northern Expedition, an ambitious exploration of Eastern Siberia and the Northern Pacific Ocean.

Vitus Bering (1681-1741), a Dane in the service of the Russian Navy, and Aleksei Chirikov (1703-1748) a Captain in the Russian Navy, were commissioned to explore and map Russia’s northeast coast.

In 1741, their explorations landed them in Alaska and they realized that the Siberian fur trade could be profitably extended further east. In the beginning, private companies conducted the fur trade throughout the Aleutian Islands and around Kodiak. (NPS)

In 1799, Tsar Paul I consolidated these private companies into one entity, the Russian American Company. This gave the Russian American Company (RAC) a monopoly on Russia’s North American trade. It also entrusted the RAC with the government of Russia’s North American colonies. (NPS)

During the early part of this century Russian America was governed by Count Baranoff, who resided at Sitka, he was a ‘rough, rugged, hospitable, hard-drinking old Russian; somewhat of a soldier, somewhat of a trader; above all, a boon companion of the old roystering school, with a strong cross of the bear.’ (Alexander)

When Baranof laid down the management of the Russian American Company, the dominion of the Czar in North America was at its greatest breadth

Its outposts were from St. Michael to Ross in California; from Sitka to Attu Island. For nearly 30 years he had been extending the limits of the possessions of his Imperial Master (Andrews)

Anxious to establish a trade with the Sandwich Islands, and well aware of their growing importance, in 1814, Baranoff sent the Bering to negotiate with the native monarch. (Dall)

Hawai‘i’s Russian story starts when three-masted Bering (sometimes spelled Behring) wrecked on the shores of Kaua‘i’s Waimea Bay early on the morning of January 31, 1815. The Behring had a load of seal skins/otter pelts bound for the Russian-American Trading Company in Sitka, Alaska.

The ship’s cargo and the sailors’ possessions were confiscated by Kaua‘i’s ruler, Kaumuali‘i.

The Russian-American Company (the owner of the ship and its cargo) sent Bavarian Georg Anton Schäffer to the Hawaiian Islands to retrieve the cargo or seek appropriate payment.

Later that year, Schäffer arrived in Honolulu. There, Kamehameha granted him permission to build a storehouse near Honolulu Harbor.

But, instead, Schäffer began building a fort and raised the Russian flag. When Kamehameha discovered this, he sent several of his men to remove the Russians from O‘ahu, by force, if necessary. The Russians judiciously chose to sail for Kaua‘i, instead of risking bloodshed.

Once on Kaua‘i, Schäffer gained the confidence of King Kaumuali‘i, when he promised the king that the Russian Tsar would help him to break free of Kamehameha’s rule.

“It would appear that the Russians had determined to form a settlement upon these islands; at least, preparations were made for the purpose; and I was informed by the commandant, that if I chose, I might get a situation as interpreter.”

“Amongst other things, I told him that I understood the Russians had some intention of forming a settlement on the Sandwich islands.”

“This reached the captain’s ears; and he gave me a severe reprimand, for having, as he expressed it, betrayed their secrets.
He desired me to say no more on the subject in future, otherwise I should not be permitted to quit the ship.”

“I know not what obstacle prevented this plan from being carried into effect; but although the Neva remained several months in the country, I never heard any more of the settlement.” (Campbell)

In 1817, however, it was discovered that Schäffer did not have the support of the Russian Tsar. He was forced to leave Hawai‘i, and Captain Alexander Adams, a Scotsman who served in the navy of the Kingdom of Hawai‘i, raised the Kingdom of Hawai‘i flag over the fort in October 1817.

Eventually, over-hunting greatly diminished the number of sea otters and fur seals in the North Pacific. By the 1850s, New Archangel, which once owed its existence to the fur trade depended instead on a shipyard, a fish saltery, sawmills and an ice-exporting business.

The RAC and the Russian government no longer profited from the colony, instead focusing their main commercial activities on tea importing. The Crimean War highlighted Russian America’s vulnerability to attack by other European nations.

The Tsar decided to sell in 1867 rather than lose the territory in another war. The US States bought Alaska for $7.2 million, or approximately 2 cents per acre, and Russia ended its 126-year-old North American enterprise. (NPS)
