La Ho‘o-mana‘o O Kamehameha I

Kamehameha Day was first celebrated in 1871 by Kamehameha V as a day to honor his grandfather, Kamehameha I (however, it was first celebrated on December 11 of that year.)

Here’s a little background on the celebration (Kepā Maly gave me information from SM Kamakau) and the reasoning why we now celebrate Kamehameha Day on June 11.

“The celebration of Kamehameha Day on June 11 came about in the following way.”

“On December 11, 1871, the birthday of Kamehameha V who was at that time ruling king, a public celebration was held with horse-riding and other sports.”

“It was agreed to make this celebration an annual event, but because of the uncertain weather in December to change the date to June.”

“Kamehameha V died soon after, and the holiday remained as a “Day in Commemoration of Kamehameha I,” (La Ho‘o-mana‘o o Kamehameha I.)”

So, while linked to Kamehameha V’s birth date (December 11,) because the weather is better in the summer, the decision was made to have the Kamehameha I celebration six months from the King Kamehameha V’s birthday (i.e. June 11 – the date has no direct significance to Kamehameha I.)

The 1896 legislature declared it a national holiday.

“Kamehameha Day was generally observed by the people. Elaborate preparations were made for the celebration of the day, with sumptuous feasts and sports, and every effort was brought to bear in order to insure the success of the occasion.”

“It might well be said that, in the language of the poet, its observance was usually attended with:
‘The boast of heraldry, the pomp of power,
And all that beaut’, all that wealth e’er gave.’”

“The celebration itself was characterized by a cheerful spirit and good-fellowshlp. “Aloha,” the watchword that opened every heart and brightened every soul, was greeted on every side, and hospitality, unalloyed and unbounded, was displayed at every door. There was no distinction in race, color or creed.” (John C Lane, Mayor, 1916)

In 1939, Hawaiʻi Revised Statutes under the Territorial Legislature of Hawai‘i created the King Kamehameha Celebration Commission – that law remains in effect, today.

State law notes: §8-5 King Kamehameha celebration commission … “The commission shall have charge of all arrangements for the celebration each year generally observed throughout Hawai‘i Nei on June 11, to commemorate the memory of the great Polynesian Hawaiian warrior and statesman King Kamehameha I, who united the Hawaiian Islands into the Kingdom of Hawai‘i”.

In 1978 the legislature renamed this holiday King Kamehameha I Day.

Almost from its first observance this day was celebrated chiefly by horse races in Kapi‘olani Park; but the races eventually gave way to today’s parades of floats and pāʻū riders.

On February 14, 1883, the Kamehameha statue was unveiled at Aliʻiōlani Hale during the coronation ceremonies for King Kalākaua.

The stance of the statue, with spear in left hand and right outstretched with open palm, showed the “successful warrior inviting the people … to accept the peace and order he had secured.”

There are now five different statues of Kamehameha:
• The first replica stands prominently in front of Aliʻiolani Hale in Honolulu
• The initial (repaired) casting of the statue is at Kapaʻau, North Kohala
• Another replica is in US Capitol’s visitor center in Washington DC
• Another statue is at the Wailoa River State Recreation Area in Hilo
• A statute, created by Herb Kane, is at the Grand Wailea Resort Hotel & Spa on Maui

Prior to the Hawaiian Constitution

Collaboration between Ali‘i and the American Protestant missionaries resulted in, among other things, the introduction of Christianity, the creation of the Hawaiian written language, widespread literacy, making Western medicine available, and the evolution of a new and distinctive musical tradition with harmony and choral singing.

In addition, the missionaries collaborated with the Chiefs on the promulgation of a constitutional government. William Richards, a member of the Second Company of American Protestant missionaries was instrumental in transforming Hawaiian governance, through a constitution with individual rights.

In a March 15, 1841 letter from Richards to Captain Charles Wilkes, he gives his general observations on Hawaiian culture and description of economic and political conditions leading up to Declaration of Rights (1839) and Hawai‘i’s first constitution (1840.) The following are excerpts from that letter:

“As far as there was a regular government it was mainly of a feodal character and vested in the various ranks of landlords from the king down. The power of each particular lord was generally supreme or nearly so, over his own vassals, nor was that power entirely confined to personal dependants.”

“There was so much politeness, or respect, or fear, whatever it might be called, existing between the different chiefs, that any one chief might call on the dependants without much danger of giving offence.”

“Thus the people were often compelled to serve many masters, and often too out of the regular line of landlords landholders &c …. As a general thing however each chief had his particular lands, & tenants, and agents and servants, and ruled his own little kingdom according to his own laws, being himself however entirely subject to his superior, as his own agents were to him.”

“Civil rights were very little respected, nor were they scarcely known to exist. There were some general rules however a kind of common law, which when violated, the offender was often and perhaps generally punished, particularly if the crime was of an aggravated kind.”

“Kamehameha I in repeated instances punished murder by death. Grand larceny was a capitol offence if the injured person had power to execute what was considered to be law, and the chiefs and even the king not unfrequently espoused the cause of the injured party, and inflicted punishment for flagrant crimes.”

“As far as there was any real system to the government, it was deeply interwoven with their religious tabus, as well as with their feodal tenures, and a full account of the government therefore, would embrace an entire history of the tabu & also of the feudal system.”

“From the earliest periods of Hawaiian history, it appears that the tenure by which the lands have been held has in most respects been feodal, and the origin of the feuds was nearly the same as among the Goths, the Huns, the Vandals, and other northern nations of Europe.”

“A chieftain who could collect a sufficient number of followers to conquer a district or an Island, as soon as he had accomplished his object collected his victorious army about him for the purpose of dividing the spoil, or what they called ‘Cutting up the lands.’”

“The leader or king took his choice among the best of the lands, and on these lands placed some of his own particular servants, as agents to superintend the cultivation for himself.”

“The originall tenants who were on the farms at the time they were seized by the invading army usually remained under the new conquerers, at least many or most of them, and by these the land was cultivated for the king under such new agents as he saw fit to appoint.”

“After the king had taken his choice, he then divided out the whole conquered territory among the leaders of his army, giving the most valuable portions to those who had acted the most distinguished part.”

“In doing this, the king had full opportunity to show his skill & wisdom, for it was no easy task to give satisfaction in the division of the lands. Before the work was finished, difficulties often arose, and not unfrequently rebellions and new wars.”

“Every receiver of lands or feudatory was bound to his particular benefactor in the same manner as the first ranks were to the king, and thus a perfect feodal connexion was established between the king and his lowest subject through the various ranks of lords and tenants.”

“By this means, the chiefs secured and retained their authority over the people—and the rich over the poor. The authority and controll was almost perfect. It was the only system of governing with which the Hawaiians have been acquainted, and even to the present day, it is next to impossible to convince the elder chiefs that authority and subordinations can be maintained by any other means.”

“An old chief said to me, ‘If we can not take away their lands, what will they care for us? They will be as rich as we.’”

“The consequence of this system was that the common laborers did not themselves receive probably on an average more than one third of the avails of their labors, while the different orders of chiefs received the remaining two thirds.”

“The great amount however taken by the superiors was not the worst feature of this oppressive system. The remaining one third was not safe. Or rather there was no distinct dividing line by which the tenent might know and hold his own.”

“If a man by uncommon industry, brought his farm to a higher state of cultivation than his neighbor, he was not thereby sure of having more for his own use, and he could not distinctly lay his hand on any article of value and say that was his own.”

“But notwithstanding all these advantages which the superiors enjoyed over their inferiors, yet favoritism, jealousy, but more than all natural fickleness of character were so universal, that no landholder considered himself safe in his possessions, and therefore even ridiculed the idea of making extensive improvements.”

“So insecure did the people feel themselves to be in the possession of their lands, that the more reflecting class always tried to obtain and often did obtain a small division under different chiefs, so that when they were dispossessed of one, they might be saved from starvation by the produce of the other.”

“There were however customs, rules, and an acknowledged propriety of conduct in relation to taxation and dispossessions of lands. But there being no fixed law, nor courts of justice, or source of appeal, the people were in effect tenants at will, each particular class to their direct landlords.”

“And what was more, it was usually the case that when a man was dispossessed of his lands, he was usually dispossessed of most, if not all of his personal estate which had been acquired either directly or indirectly from the lands he had possessed.”

“The greatest changes took place at the death of the landlords, when the right to the feuds descended to their heirs. These heirs almost as a matter of course would have a different class of favorites from their predecessors, and therefore would dispossess the old tenants, and put their personal favorites in their places.”

“When the king deceased, great changes in every part of his dominions was the consequence. If a chief either of higher or lower rank deceased, then all the estates in his particular feoffment, and those only, were affected.”

“But among all the better classes it was considered improper to eject the direct cultivaters of the land and hence it was often the case that all the different ranks of chiefs were dispossessed, while the last dependants, the cultivaters of the soil, were continued in their possessions. Had this always been the case it would have greatly mitigated the evils of the system.”

“This feodal tenure under the present system of government has not entirely ceased to exist, but it is greatly modified. Indeed in principle it has nearly ceased, but in practice it continues to a very considerable extent.”

“The new laws define the rights of the different classes, and prescribe the rules by which each class shall be governed. Officers are also appointed to see that the rules are observed, and assess damages according (to) law where the rights of one class are invaded by the people of another class.”

“No tax whatever can be laid and no property seized, not even by the king, except by express provision of law. No landlord can disposs(ess) his tenants of their fiefs for the right of the tenants is declared perpetual.”

“The tenure therefore by which the lands are now held may be considered that of perpetual lease, subject to forfeiture for non payment of rent, the amount of which is regulated by laws in which the people have a voice and no new tax can be laid without the assent of their representatives.”

“The principle evils which no[w] remain to weaken the tenure by which lands are held, are the ignorance of the officers of the new system, and their fear of acting against the interests of chiefs and persons of rank. These evils however are fast diminishing.”

‘US Sits in Power’

In 1893, immediately following the coup d’état that deposed Queen Lili‘uokalani, thousands of native Hawaiians formed the Hui Aloha ʻĀina.

The purpose of the organization was to “preserve and maintain, by all legal and peaceful means and measures, the independent autonomy of the islands of Hawaii.” The Hui had both men’s and women’s branches.

In 1893, they reported 7,500 members in the men’s branch, and 11,000 in the women’s branch. From 1893 to 1898, the Hui Aloha ʻĀina, often in coalition with a slightly older organization, the Hui Kālaiʻāina, organized mass meetings, petitions, and citizen testimonies.

In 1897, when the American-identified oligarchy negotiated a new treaty of annexation, the hui, together with Queen Lili’uokalani, organized a massive petition drive protesting the planned annexation. (Silva)

Never-the-less, in 1900, Congress enacted the Organic Act, which set up a territorial government in which the citizens of Hawai‘i were given the right to vote in local elections and to elect a non-voting delegate to the House of Representatives.

But, as in other territories of the United States, they were not allowed to vote for their governor, or for the President of the United States. Appointments to the judiciary were also made by Washington, DC or by the appointed governor. (Silva)

That all men could now vote meant that Kanaka Maoli could possibly control local politics. With a population around 40,000, they were still the largest group in Hawai’i, except for Japanese immigrants, who were prevented from voting through language and citizenship provisions in the law.

The two organizations then called for a joint mass meeting, on June 9, 1900, to which women as well as men were invited. Kalauokalani, president of Hui Kālaiʻāina, was called on to present the idea to the people.

He first explained that the United States had not and was not likely to begin heeding the demands of the lāhui to restore the Queen.

He went on to say that the only hope was for the people to participate in the government that the United States was handing down to them, through exercising their right to vote. (Silva)

Related to this, Queen Liliʻuokalani wrote a letter (that was published in Ke Aloha ‘Āina, June 9, 1900:) “Aloha to all of you: I did not think that you, the lāhui, were still remembering me, since ten years has passed since I became a Mother for you, the lahui, and now the United States sits in power over me and over you, my dear nation.”

“What has befallen you is very painful to me but it could not be prevented. My mind has been opened (hoohamama ia) because of what the United States has now given to the lāhui Hawaii.

“Here is what I advise – that the people should look to the nation’s leaders, Mr Kaulia [President of the Hui Aloha ‘ʻĀina] and Mr Kalauokalani (President of the Kālaiʻāina Society.]”

“A great responsibility has fallen upon them to look out for the welfare of the lāhui in accordance with the laws that the United States has handed down, to ensure that the people will receive rights and benefits for our and future generations, and I will also derive that one benefit [ie, the welfare of the people.]”

“We have no other direction left, except this unrestricted right [to vote], given by the United States to you the people. Grasp it and hold on to it; it is up to you to make things right for all of us in the future.” (Lili‘uokalani, Ke Aloha ‘Āina, June 9, 1900)

In 1900, the Kanaka Maoli (aboriginal Hawaiians) had formed their own political party, called the Home Rule Party, through merging two organizations, Hui Aloha ʻĀina and Hui Kālaiʻāina. (Silva)

That year, the Home Rulers elected Robert Wilcox as Hawaiʻi’s first delegate to the US Congress. (However, on July 10, 1902, Prince Kūhiō split from the Home Rule Party, joined the Republican Party and won the Congressional seat in the election on November 4, 1902. He served as an elected Republican delegate to Congress until his death (1922.))

Some suggest the early Territorial Legislative elections and party affiliations were based on race (Home Rule for Hawaiians and Republicans for whites.)

However, it’s interesting to note that in 1901, 1903 and 1905 there was successive decline in representation by Home Rule candidates in the Legislature, although there continued to be a total of around 30-Hawaiians (out of 45) in the Legislature.

The next election (1907,) there was only 1-Home Rule party member serving in the Senate, and none in the House; however, a total of 32-Hawaiians were in the Legislature; there were more Hawaiians in the Legislature then, than that first 1901 session.

With Republicans dominating both chambers, it is clear that most of the Hawaiians were Republicans. (While the Home Rule Party was race-based, the Republican Party was not.)

It is evident that native Hawaiians did not need the ‘Home Rule’ race-based political party to get representation in the local or national legislatures. After a decade of election losses, the Home Rule Party was disbanded after the elections of 1912.

However, Hawaiian representation in the Legislature continued to be just under 30 – out of a total of 45 (15-Senators and 30-Representatives.) (Report of Secretary of the Interior)

When Hawai‘i held its first modern election, on January 6, 1851, approximately 13.9% of the population of Honolulu went to the polls. The 1862 election was a high-water mark, with a turnout of 20.9%. Four years later only 1.6% cast ballots.

Another peak was reached in 1887, with 16.7%. Participation rates dropped precipitously during the following decade, and by 1897 less than one percent of the population was voting. The 1862 level was not reached again until after World War II. (Schmitt)

In 1959, when Hawai‘i first became a state, Islands voters were at the top of the nation with 84% for Primary Elections and 93% for the General.

However in looking at the trends, voter participation rates haven’t really improved over the century and a half from Hawai‘i’s first election; Hawai‘i has the lowest voter turnout rate in the nation. (CNN)

To put this into perspective, the best state had well over 75%, while the nation’s average was just 61%. This has been a recurring problem as every year the percentage of voters who participate in elections drops. Hawai‘i has dropped to half of its 1959 participation rate (48% in 2008.) (Nishida)

Along Ali‘i Drive

Current archaeological research indicates that from ca. AD 1000 to 1200 permanent settlement was in the windward areas of Hawai‘i Island, where rainfall was sufficient for successful growing of crops near the shore, population gradually spread throughout these windward areas during these centuries.

By the A.D. 1200s-1300s, it seems likely that Kona or parts of Kona had formed into a small settlement(s) with a ruler, local chiefs and commoners. Oral histories indicate that other settlements existed on the island, with Hilo and Hamakua (the later controlled by Waipi‘o) and several in Kohala of note. Small national heiau were present at this time.

Most historians estimate that Pa‘ao came to Hawai‘i (reportedly from Tahiti) around AD 1300. He arrived with his warriors, priests (kahunas) and new rulers (ali‘i). Pa‘ao is credited as initiating and/or expanding the kapu system of social structure, religion and order in Hawai‘i.

In the A.D. 1400s-1500s, the island became unified under the Pili line of rulers; based in Waipi‘o on the Hāmākua coast. In the time of the ruler ‘Umi-a-Liloa, ca. A.D. 1490-1525, the Royal Center was moved from Waipi‘o and Royal Centers in Kona became of importance.

From Kailua-Kona to Keauhou covers the entire length of Ali‘i Drive, seven miles of roadway and over seven centuries of Hawaiian Royalty archaeological, historic and cultural traditions that have shaped Hawai‘i into what it is today.

The focal point of Hawaiian social order and kapu was the ali‘i, or royal class. From this highborn group came the ruler-caretakers of the islands. The Ali‘i of Hawai‘i achieved such envied status primarily through strong genealogical connections.

In the centuries prior to 1778, several large and densely populated Royal Centers were located along the shoreline between Kailua and Hōnaunau.

According to archaeological reports and cultural traditions, there were seven Royal Centers in use in Kona and four that existed along what is now Ali‘i Drive on the Kona Coast, circa A.D. 1600-1800:

  1. Kamakahonu, Kailua – Occupied by Kamehameha I between 1813 and 1819.
  2. Hōlualoa – Area with numerous heiau and good surf. Associated with Keolonahihi in the ca. 1300, Keakamahana and Keakealaniwahine in ca. 1600 and Kamehameha I in the 18th Century.
  3. Kahalu‘u – Complex of multiple heiau surrounding Kahalu‘u Bay.
  4. Keauhou – This area is noted for the largest hōlua slide in Hawai‘i called Kaneaka, the surfing area called Kaulu, and numerous heiau.

The Royal Centers were areas selected by the ali‘i for their residences and ali‘i often moved between several residences throughout the year. The Royal Centers were selected for their abundance of resources and recreation opportunities, with good surfing and canoe-landing sites being favored.

With Kamehameha’s death in 1819, Liholiho (his son) and Ka‘ahumanu (his widow) assumed control of the kingdom. Shortly thereafter, the capital of the kingdom was moved from Hawai‘i Island, never to return.

In the absence of the king, high chief Kuakini (brother of Ka‘ahumanu) was eventually appointed governor of Hawai‘i Island and became an extremely powerful figure on the island. Kuakini resided primarily in Kailua Village. Here, the missionaries arrived in 1820, establishing a station where Kuakini and his many subjects lived.

On July 18, 1823, Ellis and his missionary companions traveled via the ala loa or ancient foot trail near the coast. There are a number of documentary resources (i.e. Māhele records, journal accounts, and survey documentation) that place the ancient ala loa in the vicinity of the “Government Road”, now known as Ali‘i Drive.

Along the seven-mile stretch of land between Kailua to Keauhou, Ellis counted 610 houses and 19 heiau, and estimated the uplands contained another 100 houses.

Allowing five persons to a house, Ellis and his companions estimated that there were 3,550 persons in the area. Ellis` narratives provide readers with further descriptions of the communities through which the group passed; he notes (segments of text relating to the coastal area:)

“Leaving Kairua (Kailua), we passed on through the villages thickly scattered along the shore to the southward.. The country around looked unusually green and cheerful, owing to the frequent rains, which, for some months past, have fallen on this side of the island. Even the barren lava, over which we travelled, seemed to veil its sterility beneath frequent tufts of tall waving grass, or spreading shrubs and flowers.”

In 1882, Queen Kapi‘olani brought four trees to Kona. Two were reportedly cuttings from a banyan tree at ‘Iolani Palace where they had been presented by royals from India. One banyan was planted at Hulihee Palace and later, in 1906, the Maguire family transplanted one that now stands near the entrance to Kailua Pier.

The other two trees were Moreton Bay Figs. One was planted at Holualoa Bay to mark the site where canoes were blessed and launched and it recently met its demise. The second was a gift from the Queen to Alexander Burgess and he planted it fronting his beach house – the present site of the Banyan Court Mall.

Today, Ali‘i Drive is a perfect setting for walking, running or biking, for the casual to competitive. Mile markers pace individual performance and guide exercisers along its level, picturesque course.

Historic Kailua Village also hosts renowned international sporting events (Hawaiian International Billfish Tournament, Ironman Triathlon Championship and Queen Lili‘uokalani Long Distance Canoe Races.)

Beautiful views and sweeping vistas make for pleasant drives; turn a corner and you move quickly from a strong lava flow shoreline to crystal clear white sand beaches, then quickly back again.

Historic sites once covered much of the Kailua to Keauhou section of the Kona Coast. It is important for us to honor the Ali‘i by maintaining, enhancing and interpreting the remaining ancestral inheritance.

By whatever means (vehicle, transit, bicycle or on foot,) following the footsteps of ancient royalty and embracing the scenic beauty, natural and archaeological features, historic sites, associated cultural traditions and recreational opportunities will give the traveler a greater appreciation and understanding of Hawai‘i’s past and sense of place in the world.

Executive Building

‘Iolani Palace was the official residence of both King Kalākaua and Queen Lili‘uokalani. (‘Io is the Hawaiian hawk, a bird that flies higher than all the rest, and ‘lani’ denotes heavenly, royal or exalted.)

The cornerstone for ‘Iolani Palace was laid on December 31, 1879 with full Masonic rites. Construction was completed in 1882; in December of that year King Kalākaua and Queen Kapi‘olani took up residence in their new home.

The first floor consists of the public reception areas – the Grand Hall, State Dining Room, Throne Room and Blue Room (where informal audiences and small receptions took place) The second floor consists of the private suites – the King’s and Queen’s suites, Music Room and King’s Library.

“The apartments of the King and Queen occupied the rear of mauka side of the Palace on this floor. The King’s room which is on the Ewa side is 25 feet by 30 feet with dressing room and bath room, etc., opening from it. Adjoining is the library designed to be used also as a Privy Council chamber’.

“The Queen’s apartment is the same size as His Majesty’s and there are on the same side of the building, two guest chambers of about 23 feet. The rooms in the corner towers form agreeable additions to the apartments with which they communicate being entered directly from them.” (Pacoific Commercial Advertiser, September 24, 1881)

In 1895, Queen Lili‘uokalani was held under house arrest for eight months, following a failed counter-revolution by royalists seeking to restore the Queen to power after the overthrow of 1893.

After the overthrow of the monarchy, ‘Iolani Palace became the government headquarters (Executive Building) for the Provisional Government, Republic, Territory and State of Hawai‘i.

The palace was used for nearly three-quarters of a century as a government capitol building under the Provisional Government, the Republic of Hawai‘i, the Territory of Hawai‘i and the State of Hawai‘i – until the existing capitol building was completed in 1969.

It was during that time that the Palace served as a government office building, and for a while it also had a less that regal appearance.

The uses of the respective rooms changed. A major addition to the Palace (Executive Building) occurred in 1894. On April 26, 1894, a new vault for the treasury was put in the Blue Room.

The Finance Minister moved into the Blue room, and the dining room was taken over by the Minister of the Interior. Upstairs it was first planned that the President of the Executive would occupy the King’s bed chamber, with the Foreign Office moving into the old library and the Attorney General situated in the previous music room.

The Throne Room was converted into council chambers. The Waikiki side of the second floor was to be used for storing furniture. Some shuffling of uses occurred in the respective rooms.

Interior rooms were partitioned into office space and the exterior of the building was encrusted with many temporary wooden additions to increase the floor space required for the office personnel.

Little else was done to the Palace during the remaining years of the Republic. At the turn of the century, during 1900, the Territorial government took over control of Hawai‘i.

The legislature set aside a sum for alterations, repairs and improvements to the Territorial Capitol Building, and during the year just ended the Department has complete the work outlined in the plans for repairs and improvements.

This included the laying of ohia flooring throughout the entire building, reshingling the roof, painting of the exterior and the decoration of the interior of the building. Special care was given to the Governor’s office, the Senate Chamber, and the Throne Room.

Koa benches were placed in the corridors, the lanais were retiled, the old tile having broken or sagged in many places, and the building in general was completely renovated, including the installation of modern plumbing. An elevator. . . was installed.” (Public Works Report; Fairfax)

The former throne room had been used for sessions of the Territorial House of Representatives. The state dining room was used as the chamber of the Territorial Senate.

The private apartment of Kalakaua and later Lili‘uokalani was used as the Governor’s office. These formerly territorial functions were then moved to the new State Capitol in 1969.

The state government then vacated the Palace and plans were initiated an authentic restoration of the Palace to its appearance during the Hawaiian Monarchy, 1882-1893.
