Kauai’s South Shore

“The history of Koloa is in many ways Hawai‘i’s history in microcosm.” (Wilcox)  The focus of interest is the region‘s history and the role this area played in helping to shape Hawaiʻi‘s socio-economic past, present and future.

The South Shore of the island of Kauai has many scenic, natural and recreational qualities that travelers may experience and enjoy. Along the coastal area of Poʻipu there are popular beaches for swimming, surfing, snorkeling, scuba or sunset watching.

You enter the historic Old Koloa Town and Poʻipu Beach, Kauai’s premier resort destination, through a tree-formed tunnel. The native Hawaiian history, archaeology and culture can be seen throughout the area and are the foundation of the historic events that followed.

Scattered throughout the area are remnants of pre-contact ancient Hawaiʻi life in the forms of heiau (Hawaiian temples) the Koloa Field System (agricultural) and culturally-significant natural geologic features in the forms of peaks, hills, streams, caves, bays and coastal features.

The native Hawaiians along the Koloa shore were the first to see the white man in Hawaiʻi. It was in 1778, along Kauai’s South Shore, that Captain James Cook first traveled, landed and made “contact”, introducing Hawaiʻi to the rest of the world. His arrival was the beginning of multiple changes in Hawai‘i’s socio-economic framework.

Koloa Landing at Hanakaʻape Bay (the Kingdom’s first Royal Port of Entry) became the favored and major port of call on the island – because of the ability to maneuver in and out of the anchorage – whatever the wind direction, and the region had ample water and food crops to provision the ships. This led to a series of economic activities that shaped the history of the islands.

One of the first exports from Hawaiʻi was sandalwood trees that grew throughout the islands; exported primarily to China. Sandalwood was a desirable cash crop in Hawaiʻi because it could be harvested year round and did not have to be irrigated or cultivated.

Starting in 1790, trade in Hawaiian sandalwood became an important export item. As trade and shipping brought Hawaiʻi into contact with a wider world, it also enabled the acquisition of Western goods, including arms and ammunition, by the Hawaiian leaders.

However, by 1830, the trade in sandalwood had completely collapsed for two reasons: Hawaiian forests were exhausted and sandalwood from other areas drove down the price in China which made the Hawaiian trade unprofitable.

On October 23, 1819, the first group of missionaries from the northeastern United States set sail on the Thaddeus for the Sandwich Islands (now known as Hawai‘i.) There were seven couples sent by the American Board of Commissioners for Foreign Missions to convert the Hawaiians to Christianity.

With them were four Hawaiian youths who had been students at the Foreign Mission School, including Prince Humehume (son of Kauai’s King Kaumuali‘i.) In modern times, three churches on Poʻipu Road all trace their roots to the same Christian denomination – Congregational.

Hawai‘i’s whaling era began in 1819 and replaced the sandalwood trade. At that time, whale oil was used for heating, lamps and in industrial machinery; whale bone was used in corsets, skirt hoops, umbrellas and buggy whips.

Whalers, seeking water and food supplies, called at Koloa Landing, the Island’s foremost port. Koloa was a center for agriculture and, as such, became the center of activity for Kauai. The whaling industry was the mainstay of the islands’ economy for about 40 years.

Sugar gradually replaced sandalwood and whaling in the mid-19th century and became the principal industry in the islands. The early Polynesian settlers to Hawaiʻi brought sugar cane with them and demonstrated that it could be grown successfully.

In 1835, the first commercially-viable sugar plantation was started in Hawaiʻi at Koloa. Other plantations soon followed. Sugar was the dominant economic force in Hawaiʻi for over a century. Several sites found in this area highlight the historic past of the sugar economy.

Koloa Plantation was the birthplace of the Hawaiian sugar industry. By 1883, more than 50 plantations were producing sugar on five islands.

However, during this growth, a shortage of laborers to work in the growing sugar plantations became a challenge; the only answer was imported labor. It is not likely anyone then foresaw the impact this would have on the cultural and social structure of the islands.

Starting in the 1850s, when the Hawaiian Legislature passed “An Act for the Governance of Masters and Servants,” labor shortages were eased by bringing in contract workers from Asia, Europe and North America.

There were three big waves of workforce immigration: Chinese (1850,) Japanese (1885) and Filipinos (1905.) Several smaller, but substantial, migrations also occurred: Portuguese (1877,) Norwegians (1880,) Germans (1881,) Puerto Ricans (1900,) Koreans (1902) and Spanish (1907.)

Sugar changed the social fabric of Hawai‘i. Of the nearly 385,000 workers that came, many thousands stayed to become a part of Hawai‘i’s unique ethnic mix. Hawai‘i continues to be one of the most culturally-diverse and racially-integrated places on the planet.

Old Koloa Town grew up around the Plantation industry. Plantation workers not only labored, lived and shopped on the plantation, they also received medical care. Koloa’s buildings housed plantation stores, services and churches for these people, including Kauai’s first hotel.

When Hawaiʻi became a US territory, at the turn of the century, it drew adventuresome cruise ship travelers in a tourism boom. Hotels blossomed.

1959 brought two significant actions that shaped the present day economic make-up of Hawai‘i, Statehood and jet-liner service between the mainland United States and Honolulu. These two events helped guide and expand the fledgling visitor industry.

Tourism is the activity most responsible for Hawaiʻi’s recent economic status and standard of living. Koloa-Poʻipu hosts an organized, supportive Poʻipu Beach Resort Association that organizes and promotes destination marketing and promotion of visitor accommodations/activities on behalf of its membership.

Poʻipu Beach coastal roads have visitor accommodations including hotels, condominium and vacation rental homes. The Visitor Industry remains the primary economic influence in the islands.

We prepared a corridor management plan for the Holo Holo Koloa Scenic Byway. We were honored and proud when the Plan received the Community-Based Planning Award from the American Planning Association‐Hawaiʻi Chapter and a Historic Preservation Commendation from Historic Hawaiʻi Foundation.

ʻĀina Mauna

ʻĀina Mauna, or mountain lands, reflects a term used affectionately by elder Hawaiians to describe the upper regions of all mountain lands.

In pre-Contact times, these upper forested lands were left relatively untouched, as they were integral to the functioning of the ahupua‘a due to the water they provided to the lowlands. These upland forests were considered wao akua (“realm of the gods”) and were therefore protected by kapu.  (Iwashita)

Small cultivated areas were located primarily in the lowlands, which were extensively cleared for agriculture.  Most permanent settlement initially was near the ocean and at sheltered beaches, which provided access to good fishing grounds, as well as facilitating convenient canoe travel.

Koa tree canoe logs were cut from the ʻĀina Mauna; it is estimated that it takes up to 125-years or more to grow a koa tree large enough for a voyaging canoe.

Traditional dwellings (hale pili) were constructed of native woods lashed together with cordage most often made from olonā. Pili grass was a preferred thatching. Lauhala (pandanus leaves) or ti leaf bundles, called pe‘a, were other covering materials used.

In addition, implements incorporated into hula were made of wood and other forest products.  Weapons used wood products for spears, daggers, clubs, shark tooth and other wooden weapons.

With ‘Contact’ came changes to the ʻĀina Mauna.

In 1778, Captain Cook left goats and pigs.  In 1793, Captain George Vancouver gave Kamehameha cattle (which he placed a kapu on to allow herds to grow.)  In 1803, American Richard Cleveland presented horses ‐ a stallion and a mare ‐ to Kamehameha.

The goats, pigs and cattle started to have negative impacts on the Islands’ mauka lands.

On top of that, ʻiliahi (sandalwood) became first recognized as a commercial product in Hawai‘i in 1791 by Captain Kendrick of the Lady Washington, when he instructed sailors to collect cargo of sandalwood.

Trade in Hawaiian sandalwood began in the early-1790s; by 1805 it had become an important export item. Unfortunately, the harvesting of the trees was not sustainably managed (they cut whatever they could, they didn’t replant) and over-harvesting of ʻiliahi took place.

By 1830, the trade in sandalwood had completely collapsed.  Hawaiian forests were exhausted and sandalwood from India and other areas in the Pacific drove down the price in China and made the Hawaiian trade unprofitable.

Through King Kamehameha III’s Act No. 2, Chapter III, Article I, Chapter VI, Section VII of April 27, 1846, ‘forestry’ began in Hawaiʻi.

“The forests and timber growing therein, shall be considered as government property, and under the special care of the minister of the interior, who may from time to time convert the products thereof into money for the benefit of government.”

By the late-1800s, the sugar industry had been lobbying for forest protection, as the cattle grazing and denudation of upland forests threatened the water supply critical to sustaining the sugar economy.

A lasting legacy of that era was the implementation of the Forest Reserve System, created by the Territorial Government of Hawai’i through Act 44 on April 25, 1903.

That year, on May 13, 1903, the Territory of Hawaiʻi, with the backing of the Hawaiʻi Sugar Planters’ Association, established the Board of Commissioners of Agriculture and Forestry.  (HDOA)  By 1930, a million acres of land – nearly 25% of Hawaii’s land area – were in the Forest Reserve System.

Forest reserves were useful for two primary purposes: water production for the Territory’s agricultural industries, and timber production to meet the growing demand for wood products.

The forest reserve system should not lead to “the locking up from economic use of a certain forest area.” Even in critical watersheds the harvesting of old trees “is a positive advantage, in that it gives the young trees a chance to grow, while at the same time producing a profit from the forests. And, forests are not just about trees.

Virtually all our fresh water comes from the forest, also clean air, recreation areas, habitat for native species, plants for cultural practices and woods for fine arts are among the thousands of forest benefits.

Our forests present endless opportunities for both residents and visitors; Hawaii’s forests offer employment, recreation and resources – including ecological goods and services.

Ecological goods include clean air, and abundant fresh water; while ecological services include purification of air and water, plant and wildlife habitat, maintenance of biodiversity, decomposition of wastes, soil and vegetation generation and renewal, groundwater recharge, greenhouse gas mitigation and aesthetically pleasing landscapes.

Water, wildlife and wood are just a few of the products found in our forests.

A little side note related to the ʻĀina Mauna … we prepared the ʻĀina Mauna Legacy Program, its Implementation Work Plan  and Environmental Assessment for the Hawaiian Homes Commission (they unanimously approved all.)

The ‘Āina Mauna Legacy Program is DHHL’s long‐range planning document geared to restore and protect approximately 56,000‐acres (about ¼-of all the DHHL lands in the Islands) of native Hawaiian forest on Mauna Kea that is ecologically, culturally and economically self‐sustaining for the Hawaiian Home Lands Trust, its beneficiaries and the community.

We were honored and proud when our planning document, the ‘Āina Mauna Legacy Program, received awards: the “Environment/Preservation Award” from the American Planning Association‐Hawai‘i Chapter and the “Koa: Standing the Test of Time Award” by the Hawai‘i Forest Industry Association.  The image shows some forest of the ʻĀina Mauna.

Mauna Loa

Mauna Loa (“long mountain”) is the world’s largest active volcano and probably the largest single mountain mass of any sort on earth. It rises 13,679-feet above sea level, and about 31,000-feet above its base at the ocean floor.

(Of course this relates to surface volcanoes – Tamu Massif, a rounded dome in the northwest Pacific, measures about 280 by 400 miles, or more than 100,000 square miles and lies about 6,500 feet below the ocean surface (Mauna Loa measures about 2,000 square miles.))

Mauna Loa’s volume is of the order of 10,000 cubic miles, as compared to 80 cubic miles for the big cone of Mount Shasta in California. This huge bulk has been built almost entirely by the accumulation of thousands of thin flows of lava, the individual flows averaging only about 10 feet in thickness. (NPS)

The enormous volcano covers half of the Island of Hawai`i and by itself amounts to about 85 percent of all the other Hawaiian Islands combined.  (USGS)

Mauna Loa has grown rapidly during its relatively short (600,000 to 1,000,000-years) history. Detailed geologic research on the volcano has nevertheless shown that about 98-percent of the volcano’s surface is covered with lava flows less than 10,000 years old.  (USGS)

Since 1832, Mauna Loa has erupted 39 times; its last eruption started in 1984. According to USGS estimates, the volcano has erupted an average of once every 6 years over the past 3000.  (SOEST)

The Ahupua‘a of Kapapala encompasses both the summit area and eastern flanks of Mauna Loa; this relatively large ahupua‘a extends from the coastline (Nāpu‘uonā‘elemākule to Keauhou) to the summit of Mauna Loa and Moku‘āweoweo Caldera.  (NPS)

The large size of the ahupua‘a may be accounted for because the area contains limited natural resources within its boundaries: coastal resources most likely provided residences with rich marine resources; upland areas were rich in forest resources (e.g. forest birds, canoe material). However, the remaining portions of the ahupua‘a include the vast Ka‘u desert.  (NPS)

The first modern climb of Mauna Loa was made by Archibald Menzies, the acclaimed naturalist and botanist serving with Captain George Vancouver on the Discovery.

In February 1794, after receiving advice and assistance from King Kamehameha (guides, attendants and transportation to the southern point of the island,) Menzies and the team reached the summit (fueled by rations consisting of few ship’s biscuits, a bottle of rum, some chocolate and a few coconuts.)  (NPS)

Later, between December 1840 and January 1841, the US Exploring Expedition, led by Lt. Charles Wilkes, was the first US exploring and surveying expedition to the South Seas.

“(I)t was my intention to proceed to Hawaiʻi, there to ascend to the top of Mauna Loa; to make the pendulum observations on the summit and at the base of that mountain; to examine the craters and late eruptions”.  (Wilkes 1845)

The expedition team was supported by a throng of porters that stretched out across the landscape and Wilkes described the scene as consisting of “…200 bearers of burdens, forty hogs, a bullock and bullock hunter …”

“… fifty bearers of poe (native food), twenty-five with calabashes…lame horses, which, instead of carrying their riders, were led by them; besides a large number of hangers-on, in the shape of mothers, wives, and children, equaling in number the bearers, all grumbling and complaining of their loads…”(Wilkes, NPS)

Once at the summit, a camp (called Pendulum Peak) was set up with rock walls to buttress tents against the extreme weather conditions, and the expedition could carry out observations and mapping.

The expedition mapped the summit region and conducted scientific efforts in the relatively unknown alpine wilderness area. The culmination of the Expedition coincided with the establishment of the Smithsonian Institution and the Natural Museum of Natural History.  (NPS)

Land Commission testimony (1845) notes that sandalwood was an important resource, “When the people used to go after sandalwood the Alii of Kapapala Naihe and Aikanaka took it for Kaaumanu.”

“The Kaalaala people went after sandalwood for their chief but the people of the other lands in Kau used to go after sandalwood on Kapapala and take to their chiefs. This was the last gathering of sandalwood for Kamehameha III to pay the debt.”  (NPS)

After the Mahele of 1848, the lands of Kapapala were retained as crown lands under Kauikeaouli (Kamehameha III). Upon his death, the title to the land was transferred to his successor, Kamehameha IV, who ruled the islands from 1854-1863. The land remained as crown lands until the overthrow of the Hawaii Monarchy in 1893.  (NPS)

Others later climbed the mountain: “Struggling, slipping, tumbling, jumping, ledge after ledge was surmounted, but still, upheaved against the glittering sky, rose new difficulties to be overcome. Immense bubbles have risen from the confused masses, and bursting, have yawned apart.…”

“Earthquakes have riven the mountain, splitting its sides and opening deep crevasses, which must be leapt or circumvented. … stepping over deep cracks, which, perhaps, led down to the burning, fathomless sea, traversing hilly lakes ruptured by earthquakes …”

“… and split in cooling into a thousand fissures, painfully toiling up the sides of the mounds of scoriae frothed with pumice-stone, and again for miles surmounting rolling surfaces of billowy, ropy lava – so passed the long day, under the tropic sun and the deep blue sky.”  (Isabella Bird, 1875)

Starting in 1906, George Lycurgus (early operator of the Volcano House) and newspaperman Lorrin Andrews Thurston were working to have the Mauna Loa and Kilauea Volcanoes area made into a National Park.  In 1912, geologist Thomas Augustus Jaggar arrived to investigate and joined their effort.

In September 1915, Jaggar, Thurston and a US Army representative conducted a survey to determine a route for a trail up Mauna Loa.  The following month, a local paper noted, “Soldiers Building Mountain Trail.  Negro soldiers of the Twenty-fifth Infantry to the number of 150 are at work constructing a trail from near the Volcano House to the summit of Mauna Loa.”

“It is estimated that three or four weeks will be devoted to this work. The soldiers are doing the work as a part of their vacation exercises.”  (Maui News, October 29, 1915)

The Buffalo Soldiers built the 18-mile trail to the summit of Mauna Loa. They also built the ten-man Red Hill Cabin and a twelve-horse stable, so scientists could spend extended periods of time studying the volcano.

On August 1, 1916, President Woodrow Wilson signed the country’s 13th National Park into existence – Hawaiʻi National Park.  At first, the park consisted of only the summits of Kīlauea and Mauna Loa on Hawaiʻi and Haleakalā on Maui.  On, July 1, 1961, Hawaiʻi National Park’s units were separated and re-designated as Haleakalā National Park and Hawaiʻi Volcanoes National Park.

Wī

In ancient Hawai‘i, most of the makaʻāinana (‘common people’) were farmers, a few were fishermen. Tenants cultivated smaller crops for family consumption, to supply the needs of chiefs and provide tributes.

“The people had ample cultivable land in the moist upland from two to four miles inland at altitudes of one thousand to twenty-five hundred feet. … The soil is most fertile, being formed from the decay of recent lava flows.”

“There the natives found their chief means of subsistence, and, in good seasons, were sufficiently fed. In bad seasons there were droughts, and more or less of ‘wī,’ or famine.” (Bishop)

The food plants of Hawaiʻi can be divided into three groups: those known as staple foods (the principal starchy foods – kalo (taro,) ʻuala (sweet potato,) ʻulu (breadfruit,) etc;) those of less importance (to add nutrients and variety to the diet;) and those known as famine foods. (Krauss)

Food shortages and famines result from a variety of events: natural disasters, drought, or even the unrelated consequence of political or economic policy. We saw the latter in the Islands when sandalwood harvesting took people away from farming.

“The chiefs also were ordered to send out their men to cut sandalwood. Because the chiefs and commoners in large numbers went out cutting and carrying sandalwood, famine was experienced from Hawaii to Kauai. … The people were forced to eat herbs and fern trunks, because there was no food to be had. “

“When Kamehameha saw that the country was in the grip of a severe famine, he ordered the chiefs and commoners not to devote all their time to cutting sandalwood, and also proclaimed all sandalwood to be the property of the government. Kamehameha then turned and ordered the chiefs and the people under them to farm. (Kamakau; Kuykendall)

There were three approaches to the use of famine food; these included: the use of plants that were not usually eaten but, even if not deliberately planted, were provided at least rudimentary agricultural attention; the use of wild plants that were obtained from natural forest; and the setting aside of land for cultivation, but for use only under emergency conditions. According to Hawaiian traditions, the ʻuala (sweet potato) was not only a primary staple food, it was also a food to deal with famine, as noted in the following ʻōlelo noʻeau:

He ʻuala ka ʻai hoʻola koke i ka wi
The sweet potato is the food that ends famine quickly

ʻUala is in the Morning Glory family and grows easy and it grows fast – within 4-5 months of planting (as opposed to nine to eighteen months for taro), ʻuala is cultivated for their enlarged primary roots called tubers (the primary food from the ʻuala,) while leaves can also be eaten.

Tubers were also used as bait for fishing; Vines were used to make an under cushion for lauhala mats in houses; and Fermented ʻuala “beer” (ʻuala ʻawaʻawa) brewed (but it is unclear if this is a pre-contact practice.) (Bishop Museum)

ʻUala, sweet potato, was a canoe crop (it was brought to Hawaiʻi by the Polynesians, who brought with them shoots, roots, cuttings and seeds of various plants for food, cordage, medicine, fabric, containers, all of life’s vital needs.)

Another food recognized, not only in the Islands but across the world, as an important staple, as well as famine food, is ʻulu (breadfruit.)

Tradition traces its origin to a time of famine when Kū, the god of building and war, buried himself in the earth near his home. He later turned into an ʻulu tree so that his wife and children would not starve. (Pukui)

“If a man plant ten breadfruit trees in his life, which he can do in about an hour, he would completely fulfil his duty to his own as well as future generations.” (Joseph Banks, 1769)

Banks had been on the Endeavour with Captain Cook on his first voyage to the South Pacific in 1768-1771. William Bligh was part of the Cook’s crew on its third voyage when it made contact with Hawaiʻi in 1778.

Bligh later captained the Bounty on a voyage to gather breadfruit trees from Tahiti and take them to Jamaica in the Caribbean. There, the trees would be planted to provide food for slaves.

Bligh didn’t make it back on the Bounty, his crew mutinied (April 28, 1789;) one reason for the mutiny was that the crew believed Bligh cared more about the breadfruit than them (he cut water rationing to the crew in favor of providing water for the breadfruit plants.)

ʻUlu (breadfruit) was another canoe crop – one of around 30 plants brought to the Hawaiian Islands by the Polynesians when they first arrived in Hawaiʻi.

“This tree, whose fruit is so useful, if not necessary, to the inhabitants of most of the islands of the South Seas, has been chiefly celebrated as a production of the Sandwich Islands; it is not confined to these alone, but is also found in all the countries bordering on the Pacific Ocean.” (Book of Trees, 1837)

The breadfruit is multipurpose, it may be eaten ripe as a fruit or under-ripe as a vegetable – it is roasted, baked, boiled, fried, pickled, fermented, frozen, mashed into a puree, and dried and ground into meal or flour.

Another famine food, but not part of the typical cultivated plants, was hāpuʻu (tree fern.) Another ʻōlelo noʻeau notes that when the hāpuʻu was eaten, it was a time of famine:

He hāpuʻu ka ʻai he ai make”
If the hāpuʻu is the food, it is the food of death

Other crop plants that also served as famine food was: maiʻa (banana,) kō (sugarcane,) ki (ti,) noni (Indian Mulberry) and others.

Water Crisis

Neglect of the islands’ forests would be “suicidal,” for “everything fails with the failure of our water supply”. (Lyon; DLNR)

“Not enough rain and not enough water in the streams are great evils”.

“It appears to me to be unnecessary to again go deeply into the theory of the relation between forests and rainfall when all intelligent and observing people admit that the decrease or increase of rainfall goes pari passu (‘hand-in-hand’) with the decrease or increase of the forests.”

“The forest, which not only produces rain, but also retains the rainwater, holding it among its leaves and branches, its undergrowth, its myriads of roots and rootlets and its fallen debris, letting the rainwater trickle down slowly to the water streams and keeping them supplied for a long time”.

“(T)hat forest is not there. Rain pours down, the water rushes in torrents through the streams to the sea and soon after everything is dry again.” (Gjerdrum to HSPA, 1897)

Prior to 1820 all of Honolulu’s domestic drinking water was obtained from natural springs and the small river that runs through Nuʻuanu Valley.

Honolulu with its deep water port, abundant natural resources and friendly people soon became a favorite way station for whalers and traders crossing the Pacific Ocean.

The requirements of supplying these ships caused a waterfront storage tank to be installed at the lower end of Nuʻuanu Street. The water for that tank came from a taro patch on Emma Street.

The demand for drinking water from various springs and the Nuʻuanu Stream spurred the development of a public water supply distribution system that, upon its completion in 1862 provided water to the residents and businesses in downtown Honolulu. (DLNR)

“The water is pure, sweet, cool, clear as crystal, and comes from a spring in the mountains, and is distributed all over the town through leaden pipes.”

“You can find a hydrant spiriting away at the bases of three or four trees in a single yard, sometimes, so plenty and cheap is this excellent water. Only twenty-four dollars a year supplies a whole household with a limitless quantity of it.” (Twain, April 20, 1866

However, there was concern about the diminishing forests … and, with it, a crisis in the availability of water.

By the 1830s, forested lands in the Islands were in decline. The sandalwood trade had reduced sandalwood populations to such an extent that in 1839, Hawaii’s first forestry law restricted the harvest of sandalwood.

Cattle (which had been introduced in the late-1700s) continued to cause widespread destruction of native forests. (Idol) For many years, cattle were allowed an unrestricted range in the forests so that in many sections the forest is either dead or dying. (Griffith)

The almost total destruction of the undergrowth has allowed the soil to bake and harden thus causing the rainfall to run off rapidly with the resultant effect of very low water during the dry season. (Griffith)

“We are in trouble because we have no firewood and no la‘i (ti leaf,) and no timber for houses, it is said in the law that those who are living on the land can secure the things above stated, this is all right for those living on the lands which have forests, but, we who live on lands which have no forests, we are in trouble.”

“The children are eating raw potato because of no firewood, the mouths of the children are swollen from having eaten raw taro. We have been in trouble for three months, the Konohikis with wooded lands here in Kaneohe have absolutely withheld the firewood and la‘i and the timber for houses.” (Letter from Hio et al to House of Representatives, 1851; Hulili, Ulukau)

It reached a maximum by the late-1800s/early-twentieth century owing to burning of the forests to locate the sandalwood trees, demand for firewood, commercial logging operations, conversion to agricultural and pastureland, the effects of grazing and browsing ungulates (including cattle, goats, and pigs) and increased fire frequency. The sugar industry, still concerned about water shortages due to forest decline, sought and succeeded in establishing the forest reserve system, which instituted partnerships between public and private landowners to protect forests.

Due to the cooperation between public and private landowners, and another tax break for conservation of forests on private land in 1909, large scale reforestation, fencing and feral ungulate eradication efforts occurred across the islands.

The forests were transformed during this time, as millions of fast-growing nonnative trees were planted throughout the islands to quickly re-establish watersheds denuded by logging and ungulates.

Impending crisis also led to the development of groundwater wells (today’s primary source of drinking water in the Islands.) The McCandless brothers started drilling the first artesian well in the Hawaiian Islands in the rear of the James Campbell Ranch House at Honouliuli, Ewa District, on the flat land close to the sea.

“Mr. Wilder (then-Minister of the Interior under King Kalakaua) helped us in securing contracts for five wells, to be drilled for His Majesty, King Kalakaua: one in the Palace grounds, one at his home in Waikiki, and three others located on his properties in the outside districts.”

Over the next 55-years, McCandless Brothers drilled more than 700 good wells across the Islands. Their wells helped support and water the growing and expansive sugar and pineapple plantations including ʻEwa, Kahuku, Oʻahu, Waialua and other large producers, and also on the Islands of Maui, Hawaiʻi, Kauai and Molokai.

We are fortunate that 100-years ago (April 25, 1903) some forward thinkers had the good sense to set aside Hawai‘i’s forested lands and protected our forest watersheds under the State’s forest reserve system.

While I was at DLNR, we oversaw nearly 1-million acres of mauka watershed. Healthy forests are a goal for all of us in Hawai‘i, it’s as much about fresh water, erosion control, protected reefs and economic opportunities as it is about trees.
