Robert Wilcox Supported Annexation and Statehood

Robert Randall Hoes “reached Honolulu on the USS Pensacola September 20, 1891, and remained there until March 9, 1893.” (Hoes)

As stated by Hoes, “I went there as chaplain of the Pensacola, and, having considerable leisure, apart from my professional duties, I commenced a study of the history of the country, pursuing it as carefully and critically as the books and pamphlets at my command would permit.” (Hoes)

“I was officially attached to the Pensacola while she remained in Hawaiian waters, and performed my duties accordingly; but, having considerable leisure at my disposal …”

“… as already said, I engaged in historical studies, and was instrumental, with Prof. Alexander, JS Emerson, and others, in organizing the Hawaiian Historical Society, and was officially connected with that organization until I left Honolulu.” (Hoes)

“The Queen, subsequently hearing that I was so deeply interested in historical research, applied to Secretary Blaine, through Minister Stevens, for permission for me to remain in Honolulu after the Pensacola left …”

“… to prepare a bibliography of Hawaii, and also to examine and arrange the early archives of the Government, which were in a state of disgraceful confusion. I was subsequently detached and remained in Honolulu until the time stated.” (Hoes)

Hoes was “studying the people for historical purposes … (and) also to learn contemporary opinion.”

In doing so, he interviewed Robert Wilcox, “the man who figured so prominently and conspicuously in the revolution of 1887, and has mingled in politics more or less ever since, and was a member of the last Hawaiian Legislature.” (Hoes)

The following is an interview between Hoes and Robert Wilcox, January 27, 1893, shortly after the overthrow:

”What are your views, Mr. Wilcox, in regard to the present situation in general?” (Hoes)

“Queen Liliuokalani brought these evils upon herself and the country both by her personal corruption, and that of her Government. She surrounded herself with bad advisers, and seemed determined to drive the nation to destruction.” (Wilcox)

“Good people had no influence over her whatever, for she indignantly refused to listen to them. I believe that if we can be annexed to the United States, the rights of all of our citizens, and especially those of the native Hawaiians, will be protected more carefully than they have ever been under the monarchy.” (Wilcox)

“What, in your opinion, is the personal feeling of the native Hawaiian element in this community?” (Hoes)

“My countrymen, with the exception of the most intelligent among them, do not understand much about these things.- They need to be educated. They have so often been told by designing men that the United States was their enemy that they are naturally suspicious.” (Wilcox)

“Politicians who have sought to use the natives simply as so many tools have deceived them. When they understand from the lips of disinterested men and patriots what annexation means, and become acquainted with the benefits that it will bring them, they will be as much in favor of the movement as any of our other classes of citizens.” (Wilcox)

“Does the present Provisional Government command the respect of the native Hawaiians?” (Hoes)

“They are naturally somewhat prejudiced against it, as monarchy is the only form of Government with which they are familiar, but this feeling will quickly wear away as the Hawaiians are led to see that the Government is friendly to them and their interests. They already have confidence in the integrity and patriotism of President Dole.” (Wilcox)

“You advocated annexation to the United States, I believe, several months ago, in your newspaper, ‘The Liberal?’” (Hoes)

“Yes, and I have repeatedly done so in public meetings held in this city.” (Wilcox)

“How long do you think it would be after hoisting the American flag before the natives would be entirely reconciled?” (Hoes)

“Almost immediately.” (Wilcox)

“Are you doing anything to instruct the natives so that they may have correct views in regard to these matters?” (Hoes)

“Yes; but I am compelled to move cautiously, or I shall lose my influence over them. I believe I am doing a good work by constantly conversing with them on the subject.” (Wilcox)

“I have told my countrymen that the monarchy is gone forever, and when they ask me what is the best thing to follow it I tell them annexation, and I firmly believe that in a very short time every Hawaiian will be in favor of that step.” (Wilcox)

“The great thing is to keep them from being influenced by the arguments of designing men who pretend to be their friends, but who are really their enemies – men who will try and use them as tools to accomplish their own corrupt and selfish plans. We have had too much of this and it is high time to call for a halt.” (Wilcox)

“Have you confidence in the integrity and patriotic intentions of the commission that has just been sent to Washington by the Provisional Government?” (Hoes)

“It is made up of good men, and I believe they will endeavor to do what is for the best interests of the country.” (Wilcox)

“The above is correctly reported. RW Wilcox.” (Hoes; Reports of Committees of the Senate of the United States, 1893-1894)

With the establishment of Territorial status in the Islands, Hawaiʻi was eligible to have a non-voting delegate in the US House of Representatives.

Wilcox and others formed the Independent ‘Home Rule’ Party and Wilcox ran as a candidate for the Delegate position (against Republican Samuel Parker and Democrat Prince David Kawānanakoa.) Wilcox won, and served as the first delegate and representative of Hawaiʻi in the US Congress.

Then, “Washington. July 3 (1901). Delegate Wilcox, of Hawaii, announces here that at the very opening of the next session of Congress in December he will introduce a bill granting statehood to the territory of Hawaii. Mr. Wilcox says that he does not fully expect that the bill will become a law next winter, but he predicts early statehood for the territory.”

“‘Of course I realize,’ says Mr. Wilcox, ‘that this proposition will meet with opposition on the ground that we have but recently been incorporated Into a territory and that we should wait, but I shall Introduce the bill just the same and commence working upon it.’”

However, others felt, “The statehood bill that Mr. Wilcox says he is going to bring forward will result In nothing but a discussion of the political conditions In Hawaii. There is no chance whatever that during the term for which Mr. Wilcox has been elected to sit in Congress he can get a statehood bill through for the territory.” (Honolulu Republican, July 17, 1901)

Wiclox ran for re-election, but lost to Republican Prince Jonah Kūhiō Kalanianaʻole Piʻikoi (Prince Kūhiō served from 1903 until his death in 1922.)

Wilcox returned to Washington to finish out his term (November 6, 1900 to March 3, 1903,) but was very ill. He came back to Hawaiʻi in 1903, and died October 26, 1903. He is buried in the Catholic cemetery on King Street.

Haleakala School

Asa G Thurston, son of missionary Asa Thurston, married Sarah Andrews, daughter of missionary Lorrin Andrews and Mary Wilson Andrews, in October 1853.

“Mr Thurston soon met with severe financial reverses. In his strenuous efforts to recover himself he contracted aneurism, of which he died in the early sixties, leaving his widow and three orphan children in poverty.” (Hawaiian Star, January 16, 1899)

Sarah Andrews Thurston, became a teacher for nine years in the Royal School in Nu‘uanu Valley to support her young family after her husband’s death.

In 1868 she was offered the job of matron of a new industrial school for boys in Makawao, Maui, known as the Haleakala School, nine miles from the summit of that mountain. Her brother, Robert Andrews, had been appointed principal, and Sarah moved her family – Lorrin, his older brother, Robert, and sister, Helen – to Maui. (Twigg-Smith)

“The location is a remarkably healthy one, in Makawao, on the slope of Haleakala, the great mountain of Maui, at an elevation of some 6,000 feet above the level of the sea, in the range of the trade winds, and consequently enjoys a temperature of perpetual spring, never either uncomfortably hot or cold.”

“It is also admirably secluded, ‘far from the busy haunts of men,’ and there are no temptations for the boys to roam. The property is a valuable one for grazing and tree-culture, comprising something over 1,000 acres leased from the government by the Board of Education.”

“Belonging to the establishment is a fine herd of cattle, which under the care of Mr. Harvey Rogers, supplies a large quantity of milk, part of which is used by the scholars, and much fine butter made of the rest.”

“The school numbers at present thirty-three boarders and five day scholars, and applications are now pending from others wishing to place their boys where they can be educated.”

“The studies embrace a good common school course, with religious exercises, singing, and military drill. The discipline of the school is strictly military.”

“Flogging is abolished, and the effort is being made to bring the boys to be useful men, as well in the practical work of life as in scholarship.”

“The boys are organized as a company of Infantry, and have their officers appointed from their racks on of good behavior, study and discipline.”

“The buildings are convenient, but need enlarging if many more scholars are to be admitted. There ought to be room for seventy or eighty.”

“The scholars are expected and required to assist in the work of the dairy, in agriculture, tree-planting, and in fact, in everything that is required to be done on the place.”

“They are about being uniformed, i.e., the dress suit for Sundays and holidays made of blue flannel, and as a particular pattern must be followed, arrangements have been made so that the suits can all be made at the school. Economy and uniformity is particularly required.”

“A large vegetable garden is being enclosed, and the boys are given plots of ground to cultivate. The articles thus of raised are fairly valued, and each boy is credited on his school account with what he has thus furnished.”

“The food is abundant and good in quality; kalo, as pai-ai, poi, beef, fresh and salt potatoes, rice, milk in abundance, syrup, and hard-bread are the staples.”

“The school is flourishing, and is a credit to the Principal, Mr. F. L. Clarke, to the Matron, Mrs. Thurston, and to all concerned. (Pacific Commercial Advertiser, June 3, 1873)

“The annual examination of this school for boys, was held on Thursday, June 8, and was largely attended by an interested audience of natives and foreigners, who, by their frequent expressions of applause, shewed that they were much pleased with the exercises.”

“The school-room was crowded at an early hour, and from the beginning to the end of the examination there was exhibited on the part of the teachers an earnest endeavor to draw out the capabilities of to the scholars; and this was satisfactorily responded to by the latter in their answers to the various questions propounded.”

“We were struck with the range of topics. ‘Arithmetic’ embraced questions of practical importance not found in the books, but of first value to the resident of these Islands; ‘Geography,’ (in which super-excellence was shown) embraced a wider range than is usually seen in its study …”

“… and the questions in Orthography evinced careful study, and a sensible idea of what is demanded of the young Hawaiian. Ease of delivery, correctness of gesture, and distinctness in elocution, made the duty of listening to the selections a pleasure.”

“One thing struck us as peculiarly happy – the majority of the pieces spoken gave prominence to our duties and obligations to God; and as all the pieces spoken were the selections of the scholars themselves, we are lead to the inference that ‘out of the
abundance of the heart the mouth speaketh.’” (Pacific Commercial Advertiser, June 17, 1876)

As noted, son of the school Matron, Lorrin Thurston, was a student at the school, as were other notables, including his classmates Robert Wilcox and Eben Low.

The school facilities were later used by Maunaolu Seminary (following a fire at their facilities in 1898).

Robert Wilcox’s Quest for Statehood

In 1890, Robert Wilcox was elected to the Legislature in the Islands. Following the overthrow of Queen Liliʻuokalani in 1893, the Committee of Safety established the Provisional Government of Hawaiʻi as a temporary government until annexation by the United States.

The Provisional Government convened a constitutional convention and established the Republic of Hawaiʻi on July 4, 1894. The Republic continued to govern the Islands.

From January 6 to January 9, 1895, in a “Counter-Revolution,” patriots of the Kingdom of Hawaiʻi and the forces that had overthrown the constitutional Hawaiian monarchy were engaged in a war that consisted of battles on the island of Oʻahu.

It has also been called the Second Wilcox Rebellion of 1895, the Revolution of 1895, the Hawaiian Counter-revolution of 1895, the 1895 Uprising in Hawaiʻi, the Hawaiian Civil War, the 1895 Uprising Against the Provisional Government or the Uprising of 1895.

In their attempt to return Queen Liliʻuokalani to the throne, it was the last major military operation by royalists who opposed the overthrow of the Kingdom of Hawaiʻi. The goal of the rebellion failed.

Wilcox was court-martialed and sentenced to death, but the sentence was commuted to thirty-five years. While in prison in 1895, Pope Leo XIII granted an annulment of their marriage. The Italian Consul and the Catholic Bishop at Honolulu confirmed this action.

In January, 1896, he was given a conditional pardon and became a free man; later that year, Wilcox married again, this time to Mrs. Theresa Cartwright. In 1898, President Dole gave him a full pardon.

There is no chance whatever that during the term for which Mr. Wilcox has been elected to sit in Congress he can get a statehood bill through for the territory.”

“Arizona and New Mexico have for years been trying for statehood, and they are today apparently as far from it as ever, although the Congressional committees have again and again recommended the passage of the bills.”

“In the case of Hawaii more objections than Mr. Wilcox has mentioned will be raised. I remember that before the Hawaiian annexation resolution was passed Senator Hoar, of Massachusetts, went to the White House one day and told the President that he would let that resolution go through if it could be understood that Hawaii should not be admitted into the Union as a State.”

“Hoar wanted that incorporated into the annexation resolution. This could not be done, because It would have been unconstitutional. But the promise was then and there given that if Hawaii should apply for statehood she would be refused for years to come, and that is the general understanding of the matter In Washington.”

“Expansion would not have taken place on so broad a scale if it had been understood that an application would so soon come from one of the island possessions for Statehood. Porto Rico is almost possibly not quite as well qualified for statehood as is Hawaii.”

“The island of Luzon with the city of Manila, is about as well qualified from the standpoint of general civilization and enlightenment as is Hawaii. The bars will not be let down for a long time to come to any of these territories.”

“It will take a very long probationary period to qualify the Territory of Hawaii for statehood in the minds of the American government officials. The recent political dildoes that have been cut there do not help the case.”

“Dole and his outfit have put Hawaii fifty years further from statehood than it was on the day that Congress finally passed a resolution annexing the Islands to the United States. Their continuation in office there for a few years more will put Hawaii everlastingly outside the pale of American political civilization.”

“The Administration thought when It annexed Hawaii, that it had got an asset: it finds that with Dole thrown in, Hawaii is a political liability. E. S. L.” (Honolulu Republican, July 17, 1901)

“What we are all looking forward to is Statehood and anything that will lead toward that end must be helped along by us. We will not mind much about the Governor then for it will be the people who will be paramount.” (Delegate Wilcox’s Impassioned Address to Hawaiians, The Independent, July 10, 1902)

Late-1880s

The Statue of Liberty was made in France and was proposed by Edouard de Laboulaye, sculpted by Frédéric-Auguste Bartholdi and funded by the French people.

It was shipped in 1885 to New York and placed onto Liberty Island in New York Harbor. It wasn’t dedicated by Grover Cleveland until on October 28, 1886.

That year, John Pemberton begins selling his formula (a mixture of cocaine and caffeine) at Jacob’s Pharmacy in Atlanta, Georgia.

It was initially sold as a patent medicine for five cents a glass at soda fountains. Coca Cola no longer contains Cocaine but that is how it got its name.

Geronimo (Mescalero-Chiricahua: Goyaałé [kòjàːɬɛ́] “the one who yawns” (June 16, 1829 – February 17, 1909) was a prominent leader from the Bedonkohe band of the Chiricahua Apache tribe.

From 1850 to 1886 Geronimo joined with members of three other Chiricahua Apache bands – the Chihenne, the Chokonen and the Nednhi – to carry out numerous raids as well as resistance to US and Mexican military campaigns in the northern Mexico states of Chihuahua and Sonora, and in the southwestern American territories of New Mexico and Arizona.

Geronimo’s raids and related combat actions were a part of the prolonged period of the Apache-American conflict that started with American settlement in Apache lands following the end of the war with Mexico in 1848.

In 1886, Geronimo, described by one follower as ‘the most intelligent and resourceful … most vigorous and farsighted’ of the Apache leaders, surrendered to General Nelson A Miles in Skeleton Canyon, Arizona, after more than a decade of guerilla warfare against American and Mexican settlers in the Southwest.

The terms of surrender require Geronimo and his tribe to settle in Florida, where the Army hopes he can be contained. (In 1894, Geronimo and others were relocated at Fort Sill, Oklahoma.)

The National Geographic Society, founded on January 27, 1888 in Washington DC, has gone on to become the world’s largest scientific and geographical distribution organization.

Its original premise was ‘for the increase and diffusion of geographic knowledge.’ In the field, National Geographic has supported exploration, education and conservation and a number of geological, natural and literary sources since 1888.

In 1888, George Eastman introduced the Kodak No 1, a simple and inexpensive Box Camera that brings photography to all. Because of their simplicity, ease of use and cost, the cameras became an enormous success.

That year, Scottish Inventor John Boyd Dunlop patents the first practical pneumatic or inflatable tyre. Also that year, on August 31, 1888, the first victim of the murderer called ‘Jack the Ripper’ was discovered in London.

The Eiffel Tower, or the Tour Eiffel, was opened on March 31, 1889, and was the work of a Gustave Eiffel, who was a bridge engineer.

It was made for the centenary of the French Revolution and was chosen over one hundred other plans that were given. Eiffel’s engineering skills would preface later architectural designs.

The Tower stands at twice the height of both the St Peter’s Basilica and the Great Pyramid of Giza. Its metallic construction was completed within months.

On June 21, 1887, Britain celebrated the Golden Jubilee of Queen Victoria, which marked the 50th year of her reign. Queen Kapiʻolani Princess Lili‘uokalani and her husband General Dominis, C.P. Iaukea, Governor of Oahu, Colonel J.H. Boyd, Mr. Sevellon Brown, Captain D.M. Taylor, and Lieutenant C.R.P. Rodgers, and four servants attended the Jubilee.

Queen Kapiʻolani brought along Liliʻuokalani to serve as her interpreter. Even though Kapiʻolani was raised to understand English, she would speak only Hawaiian. Newspapers noted that Liliʻuokalani was fluent in English while Kapiʻolani spoke ‘clumsily.’ (UH Manoa Library)

Queen Kapiʻolani had left the Islands under stress. Just before she left, Liliʻuokalani and Kalākaua’s sister, Miriam Likelike, wife of Archibald Cleghorn and mother of Princess Kaʻiulani, died on February 2, 1887. Her return was under stress, and expedited, as well.

Queen Victoria’s Golden Jubilee was held on June 20 and 21, 1887. On June 30, 1887, the Honolulu Rifles demanded that King Kalākaua dismiss his cabinet and form a new one.

Within days, with firearms in hand, the Hawaiian League presented King Kalākaua with a new constitution. Kalākaua signed the constitution under threat of use of force. (hawaiibar-org) As a result, the new constitution earned the nickname, The Bayonet Constitution.

“Queen Kapiʻolani and party reached (New York) from London (on July 11.) The queen expressed a wish to return home as soon as possible consistent with the health of the suite. It was decided not to stop more than a day or two at the longest in New York.”

“The queen … had been inclined to tears when she first heard the news of the Hawaiian revolution”. (Bismarck Weekly Tribune, July 15, 1887) Queen Kapiʻolani returned to Hawai‘i on July 26, 1887.

On July 30, 1889, Robert William Wilcox led a rebellion to restore the rights of the monarchy, two years after the Bayonet Constitution had left King Kalākaua a mere figurehead.

By the evening, Wilcox became a prisoner and charged with high treason by the government. He was tried for treason, but acquitted by the jury.

Hawaiians Study Abroad

In 1880, the Legislative Assembly appropriated $15,000 for the “Education of Hawaiian Youths in Foreign Countries, to be expended in the actual education of the youths, and not traveling and sight seeing”. (Session Laws, 1880)

Subsequently, a Board consisting of the Board of Education and the Minister of Foreign Affairs was proposed to “have the management of the education of Hawaiian youths in foreign countries.” (Proceedings, 1880 Legislative Assembly)

This was a program designed and implemented by King Kalākaua.

From 1880 to 1887, 18 young Hawaiians attended schools in six countries where they studied engineering, law, foreign language, medicine, military science, engraving, sculpture and music.
A ‘studies abroad program,’ as it would be called today, was designed to ensure a pool of gifted and highly schooled Hawaiians who would enable the government to fill important positions in the foreign ministry and other governmental branches.

Seventeen promising young men and one young woman were sent on government funds to the four corners of the world: five to Italy, four to the U.S., three to England, three to Scotland, two to Japan and one to China. Several other students went abroad on funds of their own. (Schweizer)

Kalākaua personally selected the participants in his education program and probably planned to groom these young Hawaiians to become future leaders in his monarchy. Several of the youths were descended from Hawaiian aliʻi (nobility.) Several were the offspring of leaders in Kalākaua’s government.

As members of Hawai’i’s leading social families, some of the students had mingled with visiting dignitaries and intellectuals. Most of Kalākaua’s protégé’s had attended Honolulu’s best private schools where they had studied Latin and the Classics.

They were young Hawaiians with a heritage and background to indicate that they would benefit from an education abroad.

Kalākaua selected Robert William Wilcox, Robert Napuʻuako Boyd and James Kanaholo Booth as the first students in his program. They sailed from Hawaiʻi to San Francisco on August 30, 1880.

Once in Italy, Wilcox was enrolled in the Royal Academy of Civil and Military Engineers in Turin, Boyd in the Royal Naval Academy at Leghorn and Booth in the Royal Military Academy in Naples. (Late in 1884, Booth died from cholera in Naples.)

Early in 1887, two more Hawaiian youths traveled to Italy to study, accompanied by Colonel Sam Nowlein, an officer in Kalākaua’s Royal Guards. August Hering wanted to learn sculpture and Maile Nowlein, Colonel Nowlein’s daughter, and the only female participant in the Hawaiian studies abroad program, would study art and music.

In the summer of 1882, Colonel Charles Judd escorted Henry Kapena, Hugo Kawelo, Joseph Kamauʻoha, John Lovell, Mathew Makalua, Abraham Piʻianaiʻa and Thomas Spencer to the US and Great Britain.

Spencer was enrolled in St Matthew’s School in San Mateo, California (“one of the best schools for boys in California, and acknowledged to be the best military-discipline school in the state.” (Thrum, 1885))

In 1885, two more Hawaiians, Prince David Kawananakoa and Thomas P Cummins, also enrolled at St Matthew’s. Both young men had previously attended Punahou School. Kawananakoa later studied at Royal Agricultural College in Cirencester, England.

Piʻianaiʻa and Makalua were enrolled at St Chad’s, a preparatory school in Denstone, England. Kamauʻoha was admitted to King’s College in London (he died there in 1886.)

In November of 1882, Judd entered John Lovell, Hugo Kawelo, and Henry Kapena as apprentices at the Scotland Street Iron Works in Glasgow.

Also in 1882, James Kapaʻa, James Hakuʻole and Isaac Harbottle sailed for the Orient. That year, Hawaiʻi negotiated to bring Japanese to the Islands to work on the sugar plantations.

Hakuʻole and Harbottle, brothers aged 10 and 11 years old respectively, disembarked in Japan; Kapaʻa went to China. The government planned that the Hawaiian youths would be trained in the Asian languages and culture and then use their knowledge to aid in the government’s immigration plans.

Henry Grube Marchant was the last participant to be appointed in Kalākaua’s program; he trained in Boston in the art of engraving. He also sought “to learn the art of photographing upon the wooden block and such other branches of business that would enable him to become a good wood engraver in all branches of his work.”

Then, in 1887, following the ‘Bayonet Constitution’ and the curtailing of Kalākaua’s power, the “Reform Cabinet” cut the expenditures for Kalākaua’s education program and called most of the students home. (lots of information here is from Quigg.)
